DEVELOPMENT COMMITTEE
The January 17, 1983 meeting of the Human Resources and Economic
Development Committee was called to order by its Chairman Councilman Robert
Taylor, at 4 :00 p.m. in the Council informal meeting room.
Persons in attendance were: Councilmen Beck, Szymkowiak, Harris,
Voorde, and Taylor; Kevin Horton, John Kagel, Jon Hunt, Colleen Rosenfeld,
Marchmont Kovas, and Kathleen Cekanski-Farrand.
Councilman Taylor noted that the purpose of the meeting was to begin
the review of the proposals seeking community development assistance for the
program year 1933.
Colleen Rosenfeld gave a brief update on the status of federal
regulations and their status with HUD and Congress. She then passed out
Copies of the "schedule for 1983 submission process" a sheet listing public
services for 1983, and copies of proposal requests dated January 1.0, 1983.
She noted that the maximum amount of public service money which can be
committed based on HUD regulations is 10%. The City in the past has ear-marked
5-7% for such projects. Ten percent reduction from last year would mean
an entitlement of $3, 044 , 000 for 1983 which would allow approximately
$300 , 000 for social programs. It was noted that the 10% reduction was a
conservative figure, and that the City should know the exact amount by the
end of the week.
The Committee then discussed the public services breakdown sheet.
- Mr. Kagel of CAC complimented the staff and the administration for the people
who serve bn this committee.

Councilman Beck commented on the Voluntary Action Center proposal and
hoped that a project could be funded to help the unemployed.
Councilman Taylor stated that he believed the Council had the same
strong feelings for the need to fund STS and suggested that a status
report be received from Transpo regarding their funding.
Councilman Szymkowiak again voiced concern about the Western Avenue
area and its need to have public works projects. He believed that even
though this is a State highway that the City should work to assist
businesses in that area.
Mr. Hunt then informed the Committee that the South Bend
Development Corp. passed a Resolution this morning authorizing it to
proceed ahead on the certification process for SBA 503 programs. He
noted that presently there are 21 members on the Board and that 25 is
the minimum. The certification process is projected to take approximately
three months. Councilman Taylor suggested that Mr. Hunt inform the
entire Council on this matter through a written memorandum. Mr. Hunt
stated that he would do so and would include disucssion of making the
City of Mishawaka a part of the Development Corporation with separation of
funding.
Following further discussion by the Committee it was agreed that
the Committee would meet again on Monday, January 24th at 4 p.m. to
continue the discussion of the proposed activity. Councilman Harris made
a motion to adjourn seconded by Councilman Taylor. Meeting was adjourned
at 5 :50 p.m.
