The March 22, 1982 meeting of the Personnel and Finance Committee was
called to order by its Chairman, Councilman Crone at 3: 00 p .m. in the Council
Meeting Room. Persons in attendance included: Councilmen Szymkowiak, Voorde,
Zielinski, McGann and Crone; Mayor Parent, Joseph Kernan, John Leszczynski,
Marchmont Kovas and Kathleen Cekanski-Farrand.
Councilman Crone stated that this meeting of the Personnel and Finance
Committee was being called at the request of the .City Administration. She
noted that this Committee had met previously to discuss the Bill which would
change the budgetary procedure ordinance, now proposed as Bill No. 27-82 and
which is set for public hearing later this evening.
Mrs . Crone then passed out a Proposed substitute version of Section 2-92
which would in effect require that the Salary Ordinances make reference to
the position and budgeted figures for salary and wages in the Budget Ordinance,
similiar to the procedure used by the County.
Councilman Crone stressed that the bill was a sincere effort to establish
procedures governing budgets and expenditures which would be in everyone's
best interest. She noted that it was not an attempt to harrass the
administration but rather was a bill to;,improve the guidelines established
last 'year in the Budgetary Procedure Ordinance.
Mayor Parent stated that the reviewing of salaries at budget time has not.
been the practice. He believed that to do so would be a mistake. He stressed
that the salary ordinance was a tool in building the budget. The Mayor
further stated that the new ordinance would promote a discussion of personalities
and would politicize demotions . . He believed that the bill was really an
attempt to "interrupt the efficient management of government He summed up
the bill as a "solution looking for a problem" . Mr. Kernan echoed many of the
Mayor's remarks :
The Committee then discussed each of the sections . Councilman Crone
noted that she had asked for a breakdown of the Community Development
Department weeks ago and still received no. response. She also noted
that she had requested input from the City Administration beginning last fall
on the Budgetary Procedure Ordinance, and again received no response.
Following a considerable amount of discussion about the bill, the Mayor and
Mr. Kernan then left.
The Committee recommended that Section 2-91A of the bill be retained,
however substituting ordinance language where resolution is presently included.
They also recommended that Section 2-91B have the 48 hour notice requirement
struck from the bill . The Committee further suggested that the original wording
of Section 2-92 with some minor language changes be recommended favorably
rather than the substitute version.

Councilman McGann made a motion seconded by Councilman Voorde that
Bill No. 27-82 be recommended favorably with the noted amendments. The
motion passed 3-0, with Councilman Szymkowiak abstaining.
There being no further businss to come before the Committee the meeting
was adjourned at 4: 15 p.m.
