COMMITTEE
The July 19, 1982 Human Resources and Ecomonic Development Committee
meeting was called to order by its Chairman, John Voorde at 4 : 30 p.m. in the
Council meeting room.
Persons in attendance included the following: Councilmen Szymkowiak,
McGann, Taylor, Zielinski, Crone, Voorde, and Harris; Richard Pfeil, Ann
Kolata, Amos Petko, Margaretta ; Howard, David Wells, Joseph ZaVisca, Sandy
Chelminiak, Kathleen Cekanski-Farrand and members of the new media.
Councilman Voorde began the meeting by stating that its overall purpose
was to discuss the funding for Specialized Transportation System (STS) , the
Common Council' s appointment to the Transpo Board and miscellaneous matters.
Councilman Voorde then called upon Richard Pfeil to briefly give background
information.
Mr. Pfeil passed out a handout outlining the mission, need,problem,
and solution of STS. In 1983 the proposed budget is projected at $158,000.
This is broken down as follows:

He stressed the need for a stationary funding source in order to maintain a
minimum amount of funding to keep three (3) busses in operation. He then
outlined the funding sources with partial funding from Transpo, the effect of
Senate Enrolled Act No 26 Section I, and I.C. Section 6-3.5-1-12 which was
revised to include transit for the disabled. He noted that the budget for, 1982
was $143,000, and that the proposed 1983 budget of $158, 000 was approximately
a 10% increase.
Councilman McGann then reviewed the history of involvement with the
Common Council. He noted that the Council passed a resolution involving
funding for STS which was vetoed by the Mayor and then over-ridden by the
Council. He noted his letter of March 2, 1982 to David Wells; his meeting
with Mr. Ducomb, the attorney for Transpo, his meeting with David Wells, and
lastly the July 12, 1982 letter from Mr. Wells.
Mr. Wells, chairman of the Transpo Board,noted that for new vehicles
were being purchased which would have one year warranties. He'.additionally
noted that presently $70,000 was listed in the 1983 budget. He further
highlighted that this was the first time he had ever seen the STS budget for
1983..

Councilman Crone questioned the variation of figures of the $158,000
needed by STS for 1983 and the $70,000 which is being proposed by Transpo
Mr. Wells stated that there was some flexibility involved with the $70,000
figure.
Sandy Chelminiak stated that she proposed the budget in 1981 for 1982
services. She noted that 80% or $114,000 was a grant proposal. She
additionally noted the need to have a stationary source. Presently
STS is averaging five passengers per one-way trip with a maximum of twelve
passengers. They operate 11 hours per day and make between 15 to 42 trips
daily.
Terry Crone, a local attorney questioned the effect of Mr. Wells
letter of July 12, 1982. He saw it as a change of perspective and
questioned what the four points within the letter actually meant.
Mr. Pfeil again highlighted the problem with the enormous gap in
financing to take to keep three vans on the road. Councilman McGann noted
that the primary purposes of people using STS transportation was to go to
work and/or go to school.
Councilman Voorde summarized the situation as recognizing the need to
provide such transportation. The question , boils down to who was going to
provide it.
Councilman Taylor expressed concern that no ground was being made.
He felt the Common Council made a total commitment and is demanding .a change
in priorities. If the present Board is unwilling to work with the Council,
then the only tool which the Common Council has is through its Board member
appointments. He stressed that he wanted Transpo to be "more of a friend
to STS. " Councilman McGann also voiced concern about preserving the
minimunal service level. He noted the possibility of placing STS on a levy.
He also noted that the Common Council wanted an appropriation of $56 ,000
provided by the City which was vetoed by the Mayor and later over-ridden.
Mr. Wells stated that with the discussion held today and the presence
of the Transpo Board members, that he would be willing to commit the financial
resources necessary to maintain the present level of services,plus in kind
contributions. He further stated that Transpo should meet with STS for
further discussion to review the finances involved.
Councilman Voorde then briefly summarized the meeting and asked that
both groups report back to the Common Council. There being no further
business to come before the Committee, the meeting was adjourned at 5:50 p6m.
