HomeMy WebLinkAbout07-28-80 Human Resources & Economic Development 01Minnittre Rood On tie Comm (louiutl of Up etitt of$outl rnd: Human Resources and Economic Development Committee The July 28, 1980 meeting of the Human Resources and Economic Development Committee of the Common Council was called to order by its Chairman, Councilman Voorde at 4:30 p.m. in the Council meeting room. Persons in attendance included the following: Councilmen Taylor, Crone, McGann, Szymkowiak, Voorde, and Serge; Citizen members Christopher Davey and Marc Brammer; Attorney William Voor, Attorney Ernest Szarwark, Mr. Robert Batteast, Attorney Graham Neilson, and Council Attorney Kathleen Cekanski-Farrand. Councilman Voorde explained that the purpose of the meeting was to review the two C2) tax abatement petitions referred to the Committee from the Redevelopment Commission. 1) 3401 Ardmore Trail Tax Abatement PetitiOn The first petition reviewed by the Committee was proposed by Beacon Heights for the property located at 3401 Ardmore Trail. Afterreva,ewing the petition, pictures, favorable report from the Redevelopment Commission, and accompanying documentation, the Committee requested the petitioner' s attorney to give a brief presentation. Mr. Voor explained that 5 1/2 million dollars would be spent on improving the units. There are presently 150 units which will be totally renovated; plus 24 new units will be built. Mr. Neilson, an Elkhart attorney, stated that the actual ownership of the complex will be a limited partnership by the name of Givens-,Grables,.. The complex will be managed by Glick and Company. Mr. Neilson stated there will be a 40 year mortgage; and that the equity is strictly controlled by HUD and limited to ten percent of the. mortgage. A yearly performance review of the complex will be submitted to the South Bend Housing Authority, Following a series of questions and answers, Councilman McGann made a motion that 3401 Ardmore Trail be recommended favorably to the Council as an- urban development area qualifying for tax abatement consideration.. The motion was seconded by Councilman Taylor, and unanimously accepted by voice vote of the committee. 2) 2100 West Washington Avenue Tax Abatement Petition Councilman Voorde then presented the petition, pictures, favorable report from the Redevelopment Commission, and accompanying documentation on the tax abatement petition for 2100 West Washington Avenue. The attorney for the petitioner, Mr. Ernest Szarwark, then presented a brief review Of the project. Mr. Batteast also presented information to the Committee. rRQ[ ►RU$ J. PURLI/VINO CO. Page Two Following discussion, Councilman McGann made a motion seconded by Councilman Taylor that the property owned by Robert and Senola Batteast commonly known as 2100 West Washington Avenue be declared an urban development area qualifying for tax abatement consideration. The motion was unanimously carried by the committee. Councilman Voorde then advised the committee that Resolution 9C and Resolution. 9D were drafted earlier so that they would be on the agenda for tonight's Council meeting. Resolution 9C deals with tax abatement consideration for 3401 Ardmore Trail, and Resolution 9D deals with Tax Abatement Consideration for 2100 West Washington Avenue. He further reported that he would advise the Council of the Committee' s actions on both of these matters. There being no further business to come before the committee, Councilman McGann made a motion to adjourn, seconded by Councilman Taylor.
