HomeMy WebLinkAbout10-13-80 Public Safety Committee f to mitttre go gar# October 15, 1980 Jn the Cumin (gounrit of tl!r Olity of#ouch send: PUBLIC SAFETY COMMITTEE The October 13 , 1980 meeting of the Public Safety Committee was called to order by its Chairman, Robert Taylor at 5:30 p.m. - Persons in attendance included the following: Councilmen Voorde, Taylor, Crone, Dombrowski, McGann, and Kopczynski; and Council Attorney Kathleen Cekanski-Farrand. The purpose of the meeting was to review two bills up for public hearing., namely: Bill No. 107-80 which would amend the Food Vending Vehicle Section of the Municipal Code; and Bill No. 108-80 which would restrict parking of trucks whose gross vehicle weight exceeded 11,000 pounds from parking on residential streets. Councilman Taylor then called upon Councilman Dombrowski, the sponsor of both bills to review them, Councilman Dombrowski stated that the Food Vending Bill would do three things: require flashing amber lights rather than red on each vehicle; change the wording on the extendible arm to read "Slow- Proceed with Caution" , rather than "STOP-Proceed with Caution; " and require proof of insurance coverage from each Vendor. He further explained that the public response was very favorable to the original bill passed last year, however, the changes on color of the lights is required to be consistent with State Law. Councilman Dombrowski then reviewed the Bill which would restrict parking of trucks larger than 11, 000 pounds. He mentioned that it was similar to an earlier bill he sponsored with Councilman McGann, except that it did not include recreational motor vehicles and eliminated the height and width restrictions. A memorandum'prepared by the Council Attorney addressing zoning restrictions and the parking of commerical vehicles was then passed out to the committee. Councilman Crone questioned why "A-3" and "B-1" residential districts were not included, Since there were no legal restrictions which would bar their inclusion, the committee believed it would strengthen the Bill, Councilmen Voorde and Crone expressed some concern over the penalties of $50. 00 for the first offense, and $100. 00 for all subsequent offenses. It was also brought to the Committees attention that this Bill would have to be amended to read Article 11 instead of Article 10, and include Section 20-117, 20-118, and 20-119, rather than 20-114 , 20-115, and 20-116. RREE MRE$f t PUlLI1HIN6 Co. ti October 15, 1980 Page Two Councilman Serge made a motion seconded by Councilman Crone to amend Bill No. 108-80 to include "A-3" and "B-1" Residential Districts in Section 20-118 (a) of the Bill and to amend it to read Article 11, Sections 20-117 , 20-118 , and 20-119. The Committee voted favorable. Councilman Serge made a motion to recommend Bill No. 107-80 and Bill No. 108-80 as amended favorably to the Council. Councilman Crone seconded the motion.
