The sewer is a brick elliptical sewer 54” x 48” tall. The sinkhole was 15’ wide, 3’ long. Due to the size and depth (18’ deep to sewer invert) of the sewer along with the complexity of work, a contractor was needed to assist with the work. Selge Construction and Culy Contracting were contacted and were both interested in performing work. Selge met onsite on 8/11. Culy Contracting could not make it onsite and needed to look more into the data to see if they could perform the work; they also indicated they could not provide an estimate or mobilize until the following week 8/17 or 8/18. Selge indicated they could mobilize to the site on 8/12/21 and estimated $50k for a doghouse manhole install. Selge was selected for the work. Description of work: Selge mobilized to site on 8/11/21. The work included excavation and installation of a stacked trench box on 8/13/21. The box was challenging to install due to the water line parallel to the sewer and exposed in the sinkhole. The team began making preparations for the doghouse install on 8/17/21. The work included new doghouse manhole install, water line replacement, storm lead replacement, and determining limits of sewer repair, followed by backfill and pavement and surface restoration. Work was completed around 8/21. The Sewer Department coordinated and provided traffic control to save on costs and coordinated getting the sewer cleaned by National Power Rodding. Sewer Department and Engineering coordinated with adjacent businesses to locate clean outs and performed dye testing to make sure no backups were occurring. Water works was onsite several times to verify no water leaks leading to the sewer failure. It was determined that the storm leads at nearly 45 degree angles jetting into the sewer likely caused the failure due to the turbulence of flow during the heavy rain events in June thru August of 2021. The business management staff at both the Civil Rights Heritage Center, Notre Dame Center of the Arts and Culture, and the property owner/manager of the apartments directly in front of the work area were extremely patient with the contractors and City as well as understanding of the disruption of access and service. Due to the pandemic, there was not much required access to each of the businesses. The final cost of the work was $98,386 out of the following account 641-06-602-509-439001. The estimate was exceeded due to: a.Water line repair; b.Storm lead repairs; c.Pavement patch was full width across the street; d.Challenges due to difficulty digging around the existing utilities (water and laterals). Those PO’s were issued as a result of emergency situations which bypasses the traditional workflow. However, with emergency public work projects, the Board does need to retroactively approve the transaction. Thus, you will not see these come through workflow in the traditional sense. Sue Ellen should provide you with the necessary paperwork to have these items on the BPW agenda. Does that make sense?
