The October 20, 1980 meeting of the Public Safety Committee was
called to order by its Chairman, Councilman Robert Taylor at 4:30 p.m.
in the Council meeting room.
Persons in attendance included; Councilmen Taylor, Voorde, McGann,
Beck, and Crone, Citizen member Gene Abrams; Deputy City Attorney
Kathleen Skiba, Kathy Barnard, Director of Substandard; Charles Leone,
Hearing Officer, and Council Attorney, Kathleen Cekansk -Farrand.
The meeting was called for the purpose of reviewing Bill No. 124-80,
a Bill which would amend the property maintenance code.
Kathy Barnard reviewed the background of the Bill. She highlighted
that in 1977 the Common Council adopted the 1970 BOCA Basic Housing-
, Property Maintenance Code, which was the most recent edition at that
time. She explained that Bill No. 124-80 would replace the 1970 version
with the updated 1978 BOCA Basic Property Maintenance Code.
Kathy Barnard also noted that she had met with James Markle and
Kathy Baumgartner who reviewed the various amendments proposed to the
BOCA Code.
Chairman Taylor then stated that with the assistance of the Council
Attorney he had some concern over areas which may be in conflict with the
Uniform Building Code as it pertains to property maintenance and also
to the One and Two Family Dwelling Code.
A memorandum prepared by the Council Attorney was then reviewed
which further highlighted some of the background to the Code, and
possible problem areas.
The Council Attorney noted that she had discussed some of the proposed
changes with members of the City Attorney's Office, and that many had
been agreed upon.
Following a discussion of the memorandum and Bill, it was recommended
that the Council Attorney meet with Kathy Barnard and Kathy Skiba to
prepare a revised version of the Bill.
Since the Committee did not have a proper quorum, Chairman Taylor
suggested that the meeting be continued until Monday, October 27 , 1980
at 5:45 p.m. where the revised version of Bill No. 124-80 could be reviewed.
The meeting was continued at 5:15 p.m.
