The October 27, 1980 meeting of the Public Safety Committee was
called to order by its Chairman, Councilman Robert Taylor at 5:50 p.m.
in the Council Meeting room.
Persons in attendance included the following: Councilman Crone,
Taylor, Kopczynski, MCGann, Beck, Szymkowiak, Serge, Dombrowski , and
Voorde, Hearing Officer Charles Leone; Katherine Barnard, Director of
Substandard; arid Kathleen Cekanski-Farrand, Council Attorney.
This meeting was a continuation of the October 20th committee
meeting. Chairman Taylor explained that the purpose of the meeting was
to review the amended version of Bill No. 124-80. He noted that each
Councilman should have a copy of the revised Bill , which was passed
out earlier.
The Council Attorney and Kathy Barnard then briefly reviewed the
amended version. They explained that they had met earlier and were
able to reach agreement on all areas. They recommended that the revised
Bill be substituted for the original Bill No. 124-80, filed in. the
City Clerk' s Office.
Councilman Kopczynski mentioned that he had reviewed the BOCA
Property Maintenance Code and had questions in two areas, namely;
the amount of discretion given to the inspectors by the Code, and the
reports of the inspectors.
Kathy Barnard addressed these issues, and stated that she could
provide a copy of the 1st 6 month report on inspections, as well as
furnish a breakdown of how many buildings were inspected, repaired, and
demolished, along with cumulative totals in each of these areas. Council-
man Kopczynski stressed the need for a proper check and balance system
in this area.
Councilman Dombrowski made a motion to accept the amended version
of Bill No. 124-80 and to substitute it and report it favorably to
the Council. Councilman McGann seconded the motion. The motion passed.
Councilman Dombrowski; made a motion to adjourn, seconded by
Councilman McGann.
The meeting was adjourned at 6:10 p.m.
