HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE
The January 12, 1981 meeting of the Human Resources and Economic
Development Committee was called to order by its' Chariman, John Voorde,
at 6: 00 p.m. , in the Council meeting room.
Persons in attendance included: Councilmen Taylor, McGann, Szymkowiak,
Voorde, and Crone; Attorney Charles Boynton; Attorney Frederick Boynton;
Mr. Don Claey; Mr. Greg Claey; Marchmont Kovas; and Kathleen Cekanski-
Farrand, Council Attorney.
Councilman Voorde announced that the purpose of the meeting was to
review the tax abatement petition filed for 525 South Taylor Street.
Councilman Voorde then briefly reviewed the Staff Report from Redevelopment
and passed it around the committee. He noted that the Staff found that the
area in question did not qualify as an urban development area; however,
the Commission voted not to accept the Staff's recommendation. Consequently
the Redevelopment Commission voted favorable on the petition.
Attorney Charles Boynton gave further background information as to why
he believed his client was entitled to tax abatement. He noted that
"Claeys" would be the only independent candy company left in Northern
Indiana.
Councilman Crone .agreed with the Staff report, and consequently stated
why she believed the area would not qualify as an urban development area.
Councilman Voorde believed that the area in question was similar to
the Mossberg petition. There, as here, the immediate surrounding area
should be taken into consideration.
Following further discussion, Councilman McGann made a motion that the
525 S. Taylor Street property qualifies as an urban development area, and
therefore recommends it for tax abatement. The motion was seconded by
Councilman Taylor. The Committee voted favorably by a 3-1 vote, with
Councilmen McGann, Voorde, and Taylor in the majority and Councilman Crone
in the minority.
There being no further business to come before the Committee, the meet-
ing was adjourned at 6:20 p.m.
