HomeMy WebLinkAbout06-18-81 Personnel & Finance Committee Qinuttnitur Rood PERSONNEL AND FINANCE COMMITTEE On the Common (tomtit ill tip CV of*airily wend: • The June 18, 1981, meeting of the Personnel and Finance Committee was called to order at 10: 00 a.m. , by its chairman; Councilman Beverly D. Crone, in the Council -meeting room. • Persons in attendance included Councilmen: Voorde, McGann, Crone, and Szymkowiak; Jon Hunt, Marzy Bauer, Dave Anderson, and Kathleen Cekanski Farrand. - Councilman Crone noted that the meeting was called to discuss Bill No. 54-81, a bill which would establish Community Development Salaries, which was..:referred to the Committee at the last Council meeting. Marzy Bauer then passed out a handout entitled "1981-82 CD Salary Ord- inance" , a copy of which is attached. She noted that positions were given a 4. 56% increase plus $500, except multi-funded positions which were increased at the 4: 56% only. The Committee then discussed Marzy Bauer' s recommendation to amend Bill No. 54-81 by including the Neighborhood Services Corrdinator position as a separate item in the ordinance, and retaining the Urban Planner III position. It was noted that the salary for the individual presently in the Urban Plan- ner III position was $14,560 in 19.80. Presently the Urban Planner III posi- tion is funded at $16 , 000 for 1981, and recommended at $17;230. It was also noted that the position of City Engineer was incorrectly funded for it con- tained a 9. 76 increase resulting in $217. 00 for a total of $2 ,439. Following discussion by the Committee, Councilman McGann made a motion to amend Bill No. 54-81 by amending the position of Engineer to a 4. 56% increase resulting in $101. 00 increased for a total of $2, 323. 00 in the "proposed" column. Councilman Voorde seconded the motion. The motion un- animously passed. Councilman Voorde made a motion in accept the City Administration' s recommendation to include the position of "Neighborhood Services Coordinator" as a separate line item in Bill No. 54-81; seconded by Councilman Szymkowiak. The motion was passed. Councilman Voorde then made a motion to recommend Bill No. 54-81 favor- ably, as amended, to the Common Council. This motion was seconded by Councilman Szymkowiak. The motion was passed 4-0. There being no further business to come before the Committee, the meeting was adjourned at 10:45 a.m. Respectfully submitted, Beverly D. There has been some concern raised earlier about the Neighborhood Services Coordinator position, currently occupied by Loretta Duda, being incorporated in the Urban Planner III position. As you are aware, this was done because the Neighborhood Services Coordinator position was created last year after the Salary Ordinance had been adopted. I would recommend that, in order to clarify the situation, the salary ordinance be amended on the floor to include the Neighborhood Services Coordinator position as a separate item in the ordinance. I would also request that the Urban Planner III position be retained for the reasons it was created in the first place: to provide the Community Development Director with the ability to promote planners currently on staff if the need to increase their responsibilities and duties occurs. I request your favorable consideration of the ordinance and this recommendation for an amendment. I have enclosed a copy of a job description for the Neighborhood Services Coordinator and a copy of the Salary Ordinance as amended, if you concur with this recommendation. I will be happy to discuss any questions you may have. MB/gw Enclosure • • .�" NEIGHBORHOOD SERVICES (iOORD.LNA'1'UK DEFINITION • Has major responsibility for coordinating; Community Development services with activities of neighborhood organizations and other citizen groups. EXAMPLES OF DUTIES 1. Coordinates joint Community Development and neighborhood special projects, such as paint-up/fix-up, demonstration blocks and neighborhood clean-up. 2. Serves as contact person for city's neighborhood groups to coordinate their self-help and self-improvement programs with City departments. 3. Coordinates interdepartmental activities in regard to neighborhood improvement programs. 4. Attends or oversees attendance at neighborhood meetings. 5. Provides staff assistance to citizen advisory groups. 6. Edits and arranges publication of Community Development newsletter. 7. Represents Division of Community Development at neighborhood-oriented programs. 1 • 8. Performs other duties as directed by Community Development Director or Assistant Director for Program Management. • EMPLOYMENT STANDARDS EDUCATION AND EXPERIENCE Any combination equivalent to graduation from high school, some college or specialized training in public relations and/or psychology and two years' experience in public relations and/or administrative coordination. At least 2 years experience working with neighborhood organizations, either on a staff or voluntary basis. • KNOWLEDGE AND ABILITY Knowledge of basic practices of local government ; knowledge of basic legalities regulating local government; knowledge of public relations and psychology; ability • to understand complex city organizational functions and to explain them clearly; ability to deal tactfully, patiently, and effectively with a wide range of citizens; ability to communicate clearly and effectively, in writing and orally; ability to deal professionally with city officials in solving problems and getting clear answers to complex or confusing questions. Willingness to work long or unusual hours. LICENSE NEEDED Indiana Driver's license. Access to an automobile is preferred. IMMEDIATE SUPERVISOR : Assistant Director for Program Management. Salary Ordinance I concur with your recommendation that the PY 1981 C. D. Salary Ordinance should be amended to clarify the Urban Planner III position and to distinctly recognize the additional functions now being carried out by your agency. I also concur with your specific recommendations that the PY 1981 C. D. Salary Ordinance be amended both to add a position entitled "Neighborhood Services Coordinator" and to retain the existing Urban Planner III position. The amended ordinance would clearly reflect your planning structure and personnel needs, build in opportunity for advancement and identify the role and function of the neigh- borhood services coordinator. The attached job description which you have prepared should be submitted to the Council 's Personnel and Finance Committee. I will attend the June 18th meeting with you.
