AND FINANCE COMMITTEE- c�u the Qlamuwu Q ounril of Olt Qlitg of*wall lend: The June 22, 1981, meeting of the Personnel and Finance Committee was called to order by its Chairman, Councilman Beverly D. Crone at 4 : 00 p.m. in the Council meeting room. Persons' in attendance included: Councilman: Zielinski, Voorde, Crone, Serge, Beck, McGann, and Szymkowiak; Jon Hunt, Joe Kernan, Sherrie Petz, Jim Wensits, John Strauss, and Kathleen Cekanski-Farrand. The..meeting was called to continue the discussion of the funds needed for capitol repairs and purchases, and other miscellaneous matters. It was tentatively agreed that John Stancoti would meet with the Public Works Committee on Monday, June 29, 1981, at 4 : 30 p.m. to discuss the vehicle fleet study. Discussion of the Fire Departments' request for a rescue boat then took place, with Councilman Szymkowiak volunteering to contact businessman. The funds needed for the boat would not be added to the $61, 000 for which the ,Council and Administration is presently looking. $4,000 will be taken from the Council' s budget under the line-item Salaries representing the share-received from_ Councilman Serge:f-s- aAd Szymkowiak' s salaries. The Committee then asked several questions of the Administration. Councilman McGann questioned what economics' had been made by creating the manger of Secretarial Services position. Jon Hunt mentioned that one Secretary III position in Community Development was eliminated, the secretary to the Hearing Officer was also eliminated, and a secretary' s position in the Fire Department has been open for a period of .time. He emphasized that they were putting an emphasis on part-time and temporary labor. Councilman McGann also questioned the amount of miscellaneous revenue which has been received, compared to what was budgeted; as well as the amount of money accumulated by vacant positions which were budgeted. Councilman Crone requested that all department heads - should be able to identify empty positions ,with the Controller' s office' identifying the dollars. Councilman Voorde suggested the possibility of delayed action on Bill No. 57-81 which deals with a $60, 000 appropriation for the Twyckenham and Lincolnway intersection; questioned the use of consulting engineers on vari- ous projects, and suggested the possibility of buying a fire pumper with a capacity of less than 1500 gallons of water per minute. Councilman Voorde also suggested that rather than close a facility, he would suggest a 5 to 10% cutback on the street paving program. He - also inquired into the amount of investments earned, and was informed that they were "doing well" but the future was unpredictable. Councilman Crone asked whether the Administration had gathered the re- port on handicapped parking revenues which she requested at the last meeting • The Administration informed her that they werestill pulling it together. • 4 ./11[[ /1![•t pusLI•MINO co. yr' Ilk Councilman Crone also questioned whether the $15, 000 budgeted in the Bond issue for MSF floor Rains was still included. Councilman Serge requested a list of all City-owned property in the 1st District. Councilman Szymkowiak questioned the claim procedure. Mr. Kernan said a total of $12, 000 was collected last year, but would check with the legal department for the current year. Councilman Szymkowiak requested the City Administration to resharpen their pencils. Councilman Crone concluded the meeting by stating that alot of questions have been asked and information requested. She stressed the need for the total Council involvement in suggesting possible cuts. The next meeting was tentatively scheduled for Friday, June 26 , 1981, at 10 a.m. Councilman Szymkowiak made a motion to adjourn the meeting, seconded by Councilman Voorde. (2) Amount of money spent on part-time and temporary labor for secretarial services for 1980 and 1981. (3) Costs of fire pumpers which have a capacity of less than 1500 gallons per minute. (4) Breakdown of amount ant type of miscellaneous revenue collected this year. (5) Amount of money saved (both salary and fringes) for vacant positions which are budgeted in each department. (6) Amount of money earned on investments to date. (7) Amount of revenue collected on handicapped parking violations. (8) Amount of money collected from claims, number of cases pending, and amount to be collected. (9) Amount of money collected from sale of real property, and the amount anticipated to be collected by the end of the year. (10) Amount of money collected on ambulance fees; and amount billed and outstanding. (11) An update on whether the $15, 000 for MSF floor drains is still inclu- ded in the G.O. Bond issue.
