The July 9, 1981, meeting of the Personnel and Finance Committee
was called to order by its Chairman, Councilman Beverly D. Crone, at
2 : 00 p.m, in the Council informal meeting room.
Persons in attendance included Councilmen: McGann, Serge, Voorde,
Crone, Szymkowiak, and Beck; City Clerk Irene Gammon, Robert Potvin,
Eugenia Schwartz, Kathleen Cekanski-Farrand,and members of the news media.
Councilman Crone noted that the meeting was called to review Bill
No. 63-81 regarding fees charged by the Police Department for certain services
and to review salaries for elected officials in light of the New Home
Rule legislation.
Councilman Crone stated that she had been in contact with Mr. Potvin
regarding various provisions of Bill No. 63-81. In light of House Enrolled
Act No. 1395, it was suggested that "Gun Permits $5..00" be deleted from
Section II of Bill No 63-81. It was explained that the State law took
effect upon passage. It mandates that the law enforcement agency which
accepts an application for a handgun license shall collect a $5. 00
application fee. This fee would be refunded if a license is not issued,
and must be 'deposited into the law enforcement agency' s firearms training
fund. A separate bill establishing a dedicated fund would be introduced
later following further information from the State Board of Accounts.
Discussion then took place on Notary charges and whether they should
be included. Mrs. Schwartz stated that the City Attorney' s office would
look into this.
Councilman McGann suggested checking the fees regarding fingerprinting,
and whether that would be changed in addition to the gun application fee.
Councilman McGann made a motion to delete "Gun Permits $5. 00" from
Section II of Bill No 63-81, and to recommend the Bill favorably as
amended to the Council. Councilman Szymkowiak seconded the motion. The
motion passed 4-0.
Councilman Crone then explained that the new Home .Rule, Legislation
permits the City Council to set elected officials salaries on an annual
basis. The Council Attorney noted that since an ordinance was already in
effect setti- , elected officials salaries, that a new ordinance would not
be necessary unless the salaries were going to be changed. Councilman
Voorde and Irene Gammon noted that that was also their understanding based
on the conferences they had attended.
Councilman Voorde made a motion to keep the elected officials salaries
as presently established, unless the State Board of Accounts informs the
City that another ordinance is necessary. Councilman McGann seconded the
motion. The motion carried.
Councilman Beck gave an update in the dog and cat license procedure
presently in effect in Elkhart. Discussion then followed on the need to

Councilman McGann then made a motion to adjourn. The meeting
was adjourned at 3: 00 p.m.
