The June 15, 1981, meeting of the Public Works Committee was called
to order by its Chairman, Councilman Joseph T. Serge, at 4 : 00 p.m. in the
Council informal meeting room.
Persons in attendance included: Councilmen Voorde, McGann, Serge, and
Szymkowiak, Joseph Hickey; Al Deranek; John Leszczynski,; Jon Hunt, and
Kathleen Cekanski-Farrand.

Councilman Serge announced that the purpose of the meeting was to
discuss the street lighting problems in the Erskine Manor Development.
Councilman Serge then called upon Mr. Hickey to update the Committee:
Mr Hickey began by stating that the Erskine Manor Development would
be developing 60 acres of the 70 acres available. He referred to the rezoning
.ordinance which the Council had acted upon favorably several months ago: He
noted that this is the largest single piece of property not on the tax rolls,
which he was trying to develop in order to attract people who are presently
moving to Knollwood and Winding Brook.
Mr. Hickey outlined that 9 street lights were being installed at the
deve1oper' scost. of approximately. $10, 000.. .The developer was paying for
all costs incurred for underground wiring The City requested that sodium
type lights be installed which were more costly and the developer agreed to
install this type of light, Mr. Hickey said he is to be treated fairly
by the City, especially in light of the developer' s total cooperation.
City Engineer,John Leszczynski stated that the City did not have the
funds to pay for the electricity for the 9 lights in question. The total ,
cost involved was approximately $70. 00.
Councilman McGann found it hard to believe that the City could not.
afford this cost. He expressed' concern especially since the City should be
doing all it could to encourage development.
Mr. Hickey reinterated that all of the improvements were being dedicated
to the City. He noted that Phase II would have 11 lights. Mr. Hickey then
distinguished a large development such as Erskine Manor which pays for the
lights, from a citizen who requests a street light at the City' s expense. Mr.
Leszczynski preferred apolicy which "treated everyone the same. "
Reference was then made to a letter dated June 12, 1981 (attached) .
Following a considerable amount of discussion, Mr. Hickey accepted the terms
of the letter. He added that he did not wish to cause embarrassment to the
City Administration, but had to resort to the City Council when the
Administration failed to make any commitments.
Councilman Voorde suggested that as a policy is developed in this area,
that it consider:

(1) lights installed at the developers expense
(2) lights requested by a private individual
There being no further business to come before the Committee the
meeting was adjourned at 4 :50 p.m.

Dear Joe:
This letter is to summarize various conversations we have had in which I
explained the city's present policy in regards to adding new street lights
and my commitments in regards to city payment of electricity for lights
which you are installing in the -Erskine Manor Estates.
First, due to fiscal limitations, the city has for the past few years,
installed street lights only for special public safety reasons. Deviations
from this policy have been infrequent. Secondly, 'high pressure sodium lamps
are being installed to save energy whenever a significant portion of a
street, block, or development is being lit.
Through me, the city has made a commitment to pick up the cost of electri-
city to power the lamps in Erskine Manor Estates effective January 1, 1982.
If paying for the electricity to power the lights between the time they are
installed and January 1,1982 proves to be too great a financial burden for the
developers, let me know and I will talk to the Council 's Public Works
committee about the matter.
