DEVELOPMENT COMMITTEE
The July 23, 1981 meeting of the Human Resources and Economic Development
Committee was called to order by its Chairman, Councilman John Voorde at
4:30 p.m. in the Council meeting room.

Persons in attendance included: Councilmen Crone, Voorde, McGann, Taylor,
and Beck; Marzy Bauer, Jon Hunt, and Kathleen Cekanski-Farrand.
The meeting was called to discuss Bill No 65-81, a Bill which would
appropriate $3, 720,500 from the Community Development Block Grant Fund for
1981-1982.
Councilman Voorde then turned the meeting over to Marzy Bauer, Director
of Community Development.
Mrs. Bauer noted that a new resolution would be before the Council Monday
night.- She explained that South Bend was still in the running for "The
Rental Rehabilitiation Demonstration Program". It would use single family
homes and make them eligible for Section. 8 certificates (rent supplements) ,
Section 312 .loans; and technical assistance.
Mrs. Bauer then reviewed Bill No 65-81. She noted that this is the
3rd year of using the strategy areas, thus the boundaries will have to be
reviewed in the near future.
She also indicated that the Administrative salaries will vary from the
original summary since they were submitted at 5% and were approved at approxi-
mately 7%.
Several Councilmen then questioned the purpose of various programs. Mrs.
Bauer expained that the boilers- proposed for the YWCA would come under the
"multi-family Rehab" category. They are requesting $78, 000 of the $100,000
total.

Mrs. Bauer noted that $80, 000 of the 1980-1981 monies is left for
lighting; that $200, 000 is left for "General Street and Lighting Improvements" .
Councilman Taylor said that the streets in the strategy areas are already in .
good condition, however Mrs. Bauer noted that such monies could be used for
curbs and catch basins. She would check to see if such funds could be used
in converting the lights to the sodium type.
The $25, 000 tennis court resurfacing would be for Studebaker; and the
$60, 000 soft ball diamond lighting would be for Walker.
Much discussion then took place on the future use of the vacpnt:.area
left in the downtown after recent demolition. Mrs. Abuer noted that Steve
Compton was asked to develop various plans for the area. Councilman Taylor
then made a motion seconded by Councilman Crone that the Human Resources and
Economic Development Committee recommend that the City Administration pursue
the prossibility of creating a "village green" with an combination of green

space and perhaps some parking. Funding for such a project may come from
the $200, 00 carry over monies or from the "Parks and Open Space" category.
The Committee voted unanimously in favor of the motion.
Councilman Crone then publically commended Marzy Bauer for her
dedicated service to the City as Community Development Director. Other
Councilmen also commended her for a job well done.
There being no further business to come before the Committee,
Councilman McGann made the motion to adjourn, seconded by Councilman Crone.
The meeting was adjourned at 5: 30 p.m.
