The August 6, 1981 meeting of the Personnel and Finance Committee was
called to order at 9: 00 a.m. by its Chairman,Councilman Crone in the Council
informal meeting room.
Persons in attendance included Councilman: McGann, Voorde, Crone,
Szymkowiak, and Serge, Sherrie Petz, members of the news media, scheduled
Department and Bureau Heads, and Kathleen Cekanski-Farrand.
Councilman Crone stated that today' s meeting was to continue the review
of proposed 1982 budgets with individual department and bureau heads.
The Committee then reviewed the following budgets: Weights and Measures,
Communications, and Barrett Law.
In reviewing the Cemeteries Budget, the Committee was informed that last
year they had 16 burials, and this year they have had 11. Since all of the
burial lots have been sold, Councilman McGann suggested that the City check
into using some of the interest on the escrow accounts to pay for maintenance.
Mr. Kernan said he would check into that.
The :Committee _then reviewed the Park Department' s budget. Jim Seitz
noted that 27 CETA employees would be lost- for 1982. Several Councilmen
then questioned the "Special Events Coordinator" position. Mr. Seitz said
it was created July 1st. Councilman McGann questioned why a resolution was
not submitted to the Council when the position was created as required by
the budget procedure ordinance. Councilman Szymkowiak suggested that if such
a position is needed, that it be funded from C D funds. Other Councilmen
questioned why it could not be combined with the "Neighborhood Services
Coordinator" duties. Councilman Coorde questioned the use of retired citizens
as volunteers,and Mr. Seitz noted an example where a senior citizen was
doing an excellent job for his department.
Councilmen Crone and McGann highlighted several areas where the 1982
salary ordinance differed from the proposed budget ordinance. In light of the
several remaining questions, Councilman Crone said she would re-schedule the
Park Department for next week. Mr. Kernan also announced to the Committee
that the State Board of Tax Commissioners had approved the G.O. Bond at
$3,215,000. He then left for a press conference.
The Committee then reviewed the Fire Department' s budget. Jon Hunt
stated that the total cost of the Mayor' s remodeling of his office would be
compiled so that the costs would be pro-rated among departments. Presently
several items were funded from the Fire Department. The Committee also
requested the total cost of the contract with the Alcoholism Council. Follow-
ing a series of questions, Councilman Szymkowiak made a motion to recess for
lunch, seconded by Councilman McGann. The meeting was recessed at. 12:40 p.m.

At approximately 1;30 p.m. the Personnel and .Finance Committee
meeting was reconvened. The Committee began by reviewing the Youth Service
Bureau budget, and then the Mayor's budget. The Committee suggested that
the Mayor' s receptionist be designated as a multi-funded position and;
that the Human Resources Cost Center be eliminated with the "travel" line
item put elsewhere.
The City Clerk' s budget was then reviewed. Mrs. Gammon noted that
the Secretary III position has been vacant,however was against its removal
from the budget. She noted that her office has been paying $200. 00 per
month on their copier for the past 10 years, and it still is not theirs.
She suggested transferring this year the funds from the Secretary III
position to equipment so she could purchase the "Sharp Copier" outright.
She also indicated a need for new ta:pe:t ctrd =ia equipment, and the need to
micro-film pertinent documents which have not been updated since 1956.
The Committee then reviewed the Police Department' s budget. Several
questions were asked of the Chief and his assistants.
Following discussion the meeting was adjourned at 4:20 p.m. upon the
motion of Councilman McGann and seconded by Councilman Voorde.
