The August 5, 1981, meeting of the Personnel and Finance Committee was
called to order to 9: 00 a.m. in the Council informal 'meeting room by its
Chairman, Councilman Crone.
Persons in attendance included Councilmen: Voorde, Szymkowiak, McGann,
and Crone, Marchmont Kovas, Sherrie Petz, Joseph Kernan, Jon Hunt, Kathleen
Cekanski-Farrand, and scheduled Bureau and Department Heads.
Councilman Crone highlighted that the purpose of the meeting was to begin
a detailed review of all of the 1982 proposed budgets submitted b9' the
Bureau and Department Heads.
' Councilman Crone then questioned Mr. Kernan about the actual number of
city employees. Mr. Kernan explained that in 1981 there are 1,498 employees,
and in 1982 there would be 1, 395. He noted that there would be a reduction
of 103 employees regardless of the funding source. Fourteen (14) of the
79 CETA employees would be financed out of the general fund. Overall there
would be a net increase of one employee in 1982 funded out of the General
Fund, thus showing 1001 employees for 1982 being support by tax funds.
The Committee then reviewed the budget submitted by Administration and
Finance. . ..
Councilman Crone noted that each budget would be reviewed in detail with
the Department and Bureau Heads. At a future meeting of the Committee itself,
proposed cuts would be discussed, and affected departments would be contacted.
Several Committee members expressed how beneficial the new budget information
submitted with the line-item budget was in reviewing each department.
Councilman Crone announced that Brian Hedman requested the budgets for
Century Center and Morris Civic be rescheduled from the 10 a.m. setting since
he was out of town. Councilman Crone said they would be rescheduled next
week.
The Budgets for the City Attorney' s office, Code Enforcement, Junk
Vehicle, Demolition, Self-Insurance and Building and Permits were then reviewed
Several questions were asked with the Committee being informed that the legal
department has 5 interns, that there is a "Claims Review Committee" which
oversees claims filed under self-insurance; 'that gasoline costs for code
enforcement comes out of Building Maintenance. Following a series of
questions, Councilman McGann made a motion to recess for a brief lunch break,
seconded by Councilman Voorde. The meeting was recessed at 12: 05.
The Personnel and Finance meeting was reconvened at approximately 1:00
p.m. Barbara Byers reviewed the Board of Works Budget.
The Committee then reviewed budgets for the Engineering Department, Traffi
and Lighting, Building Maintenance, Vehicle Maintenance and Streets.

The Committee requested Joy: , Hunt to obtain information on the amount
of money the City was receiving back for claims filed for city-property
damage. He noted that in 1980, approximately $14 ,000 was received,
and an additional $3,700 through promissory notes. He noted that he
would contact Greg Loughridge for 1981 data. He also noted that he would
follow up on the secretarial pool report.
Following a series of questions, Councilman Voorde made a motion to
adjourn seconded by Councilman McGann. The meeting was adjourned at
3: 30 p.m.
