Goals: 4.1% WBE, 1.8% MBE 10) Ward Bakery Exterior Renovations (ReBid) - 121-061R - Bid Open 12/14/21 i. Bid Package 1 (Masonry) 1. Goals - 0.3% MBE, 3.6% WBE ii. Bid Package 2 (Doors/Windows) 1. Goals – 3.4% MBE, 4.5% WBE D. Rejected Bids/Quotes 1) Salvation Army Roof - 2/9/2021 i. Low bid from Slatile rejected, project awarded to Midland as they met the MWBE goal. This was the last project to go out using the combined MWBE goal – all projects after were split into MBE and WBE. 2) Ignition Park EV Charger (120-044 & 120-044R) - 3/9/2021 i. Low bidder did not meet goals, nor GFE. Only a MBE was identified as a subcontract and GFE was not filled out. ii. Next low bidder was over budget for base bid and all alternates, would have required rejection of alternates to award. iii. Form MWBE-2.0 was updated shortly before the first bid and needed to be updated for rebid. Having the old form included in bid specs necessitated a rebid for fairness and clarity to bidders. iv. All bids were rejected in original bid due to several math and MWBE-related errors in contractors’ bids. v. Project will not go forward. 3) Mayflower and Sample 120-052- 3/23/2021 and 6/22/2021 i. All three bids were rejected and the proj ect was re-bid. The two lowest bidders (Milestone and JBL Signals & Lighting) did not meet MWBE goals and could not prove a good faith effort was made. The third bid (Rieth Riley) exceeded the budget. ii. On the rebid, two bids were received (Milestone and Rieth Riley). JBL did not submit. Both Milestone and Rieth Riley met the MWBE requirements and the project was awarded to Milestone. 4) 905 Michigan - 4/14/2021 and 6/8/2021 i. All three bids rejected during first bid process. Low bid Green Demo had tried to use Local 645 laborers as MBE. Green Demo was low bid during 2nd bid round, and met both goals. 5) United Way - 5/11/2021 and 7/13/2021 i. Both bids rejected during first bid process - neither Robert Henry nor Ziolkowski met goals. ii. During rebid, low bid from Ziolkowski rejected as they did not meet MBE goal. Robert Henry met both goals and was awarded the project. 6) 2021 Small Drainage – 8/24/2021 and 9/28/2021 i. Division 1 (Kaley) – 5.4%W and 3.2%M - HRP did not meet goals, Selge met goals ii. Division 2 (Marion) – 5.1%W and 2.7%M - Selge met goals iii. Low bid for Div 1 was HRP, MBE 0.9%, GFE’s affirmed but not met after further questions, award to Selge on 9/28 1. Questions re: GFE – template emails versus making a call to subs to try to make the goals, appropriate selection of portion of scope for MBE 7) Ward Bakery - 121-061 – 11/9/21 i. Bid Package 1 (Masonry) 1. Ziolkowski Construction (Low Bidder) was able to meet MBE/WBE utilization goals (MET Construction, LLC – 7811 Teel Way Indianapolis, IN 46256 a. MBE/WBE – 5.1% (Goal - 0.3% MBE, 3.6% WBE) 2. Slatile did not complete the correct MBE/WBE forms and did not provide adequate MBE/WBE utilization a. MBE - 2.8% (Goal - 0.3%), WBE – 3% (Goal-3.6%) ii. Bid Package 2 (Doors/Windows) 1. R Yoder was not able to meet MBE/WBE goals a. MBE- Reached out to one firm, unable to secure a bid b. WBE- Reached out to two firms, unable to secure bid iii. The bids were beyond the project budget. The base bids received were $205,768 over the Architect’s estimate and $17,767 over the total TIF allotment. The project scope and schedule will be adjusted and re- advertised.
