The November 4, 1981 meeting of the Personnel and Finance Committee
was called to order by its chairman• Councilman Beverly Crone at 2 : 00 p.m.
in the Council Meeting Room.
.Persons in attendance included: Councilmen Szymkowiak, Voorde, McGann,
and Crone; Sherrie Petz, Carolyn Pfotenhauer, Eugenia Swartz, Marchmont Kovas
and Kathleen Cekanski-Farrand.
Councilman Crone stated that the meeting was a continuance of the
October 26,4981 Personnel and Finance Committee which was reviewing': No.
121-81 on Licensing Provisions.
The Committee then reviewed and accepted the definition of "Public
Parking Facility" provided by the City Attorney' s office. The Committee
then began reviewing the Bill beginning with page 26 through the end. The
following recommendations were made by the Committee:
1 . Restaurants Restaurants with a "seating capacity of 1-75
would be charged $40. 00 per year; and restaurants with a
seating capacity of 76-patrons or more would be charged
$80. 00 per year.
It was noted that all taverns, pubs and cocktail lounges are required to
serve food under State Law provisions, and therefore would be within the
Bill'.s definition of restaurants.
2 . Itinerant Restaurants $5. 00 per day or $25 . 00 for a
maximum of two weeks of operation.
3. Restaurants with Live Entertainment/Music (Class A and B
Cabarets) Following a considerable amount of discussion
the Committee recommended that all Class A and Class B
Cabarets be grouped together for a yearly license fee of
$25. 00 to help defray the inspection carried out by the
City. The Committee noted that the licensing provisions
for Cabarets would then be compatible with the zoning
regulations and definitions under the controlled use
classifications.
4 . Rubbish and Garbage Removal - $25. 00 per year for both
restricted and unrestricted licenses.
5 . Scrap Metal Dealers, Transfer Stations, Recycling Operations
and Junk Dealers - $200. 00 per year
The Committee recommended that "trash or garbage" be added to the definition
of transfer stations. The Committee noted that the following agencies of the
City are involved with annual licensing: the Fire Prevention Bureau ( semi-
annual inspections) , Neighborhood Code Enforcement (quarterly) , Board of

in this area the Committee recommeded a $100. 00 increase in the annual
license.
6 . Second Hand Dealers- $50 . 00 per year
7. Solicitations-Charitable The Council Attorney noted that
she had met with the Recording Secretary of the Charitable Solicitations
Commission, and noted that the Commission had adopted a Resolution to
maintain their present fee structure ranging from $1. 00 up to $500. 00.
The Committee accepted the recommendation.
8. Taxicabs - $35. 00 per vehicle per year
$ 5.00 per driver per year
The Committee had a considerable amount of discussion on whether the
taxi stand license of $125. 00 should be retained. The Committee decided
to continue such a fee.
Following further discussion,Councilman Voorde made a motion seconded
by Councilman Szymkowiak to recommend Bill 121-81 as amended to the Council
favorably. The Motion passed 4-0. The Council attorney stated that she
would have a substitute Bill reflecting all additions marked by underlining
and all deletions marked by a cross-through of Bill No. 121-81 ready for
the entire Council by Monday morning. Councilman Crone requested input
from the City Administration as to their overall position on the Bill.
The administrative representatives stated that they would report back.to
the Committee.
Councilman Crone recommended that the Committee proceed ahead in
reviewing all public works licenses by fee amount only. She suggested
that such a bill be ready for filing on November 18, 1981,and be based
on a calendar year .cycle.
There being no further business to come before the Committee the
meeting was adjourned at 4 :40 p.m.
