The November 16, 1981, meeting of the Personnel and Finance
Committee was called to order by its Chairman, Councilman Beverly D. Crone -
at 2 : 00 p.m. in the Council meeting room.
Persons in attendance included: Councilmen: Voorde, Crone and McGann,
' Jim Markle, • Carolyn Pfotenhauer, Marchmont Kovas, and Kathleen Cekanski-
Farrand.

Councilman Crone opened the meeting by stating that it was called to
continue the review of all license and permit fees charged for public
works activities. It was the Committee' s belief that the fees should be
carefully reviewed so that any changes would be made and in effect for
the 1982 calendar year.
The Committee then reviewed various documents presented to it earlier
by Mr. Markle.
Councilman McGann noted that last year inspections cost $105,865, while
fees broti.ght in approximately $64, 000, or roughly 40%. Mr. Markle indicated
that in addition to the cost of inspectors, there were costs related to
_the ,5ecretary- IV who works in.-Zoning, the Secretary II who works in Heating,
Electrical, and Plumbing, -and the time of the Assistant Director and Director,
plus fringes for all of these remployees. Mr. Markle further indicated that .
the paper work alone could not be done for less than $2. 00 for each.
Mr. Markle saw his priorties .in review to be: electrical, building;
and heating.
Heating
Councilman McGann noted the following figures in this area:
$170, 068 need&.for salaries and fringes for 1982
5, 108 needed for paper supplies
16, 000 needed for automotive costs
2,500 needed for legal time
$193, 676
Since the figures were calculated at 19.80 rates the Committee noted that
approximately $205, 000 would be needed for 1982 .
Electrical
Councilman McGann and Mr. Markle noted the following figures:
$65,250 would be needed (29%)
11,432. 90 was taken in last year as revenue
Mr. Markle indicated that as far as time allocation, 1/3 is spent on
residential buildings, and 2/3 is spent on commerical buildings, thus
showing needed revenue of $43,500 from commercial and $21, 500 from residential,
Mr. Markle reinterated thatiall"he wanted to do was "break even" . The

Committee agreed with this concept.
Mr. Markle will provide further figures on the number of permits
issued by category.
Building
Mr. Markle explained that presently the City charges 6 <cents per 100 cu.
feet. He preferred to go to a chart approach with $1. 00 per $1, 000 worth
of improvements being the norm, and with a minimum fee of $5. 00 for any
improvement.
Further data will be supplied by Mr. Markle.
Heating & Ventilating
Mr. Markle indicated that the cost for a permit for air conditioning
and a heater was now $15. 00, which he belived was too low.
Councilman McGann noted that:
$27, 945 would be needed for 1982
11, 000 was brought in last year or 45%
Mr. Markle preferred one permit for a heater and air conditioning. He will
provide figures on how many total conversions there were in 1980; how
many were add-ons; and how many were in residential and commercial units.
Plumbing
This area was last reviewed in 1979. Mr. Markle believes that the
fixture costs should not be increased.
Mr. Markle indicated that he would have further figures for each
category by next Monday for the Committee to review.
Dave Wells was then asked to review fees coming under the Public Works
jurisdiction. He indicated that they are "money losers" . Presently there
are two areas:
(1) Sidewalks at 25 cents and a requirement of a $1, 000 bond,
and
(2) Excavations which require a $5, 000 bond
He noted that Tom Niemeyer does all the inspections in this area. The
Committee requested the following information from Mr. Wells for its next
meeting: Number of permits for each category, amount of revenue received,
amount of manhours involved, cost breakdown of salaries, paper supplies,
and staff.
The Council attorney noted that it appeared that the fees in this area
were last reviewed as follows:
Buildings 1961
Electrical 1962

Excavations 1916
Plumbing 1979
Signs 1960
Councilman McGann made a motion, seconded by Councilman Voorde that
the meeting be continued until Monday, November 23, 1981 at 4 : 30 p.m.
The motion ,passed unanimously. The meeting was recessed at 4 :15 p.m.
