Purpose
The Department of Public Works received a
petition to establish a residential parking
zone for the western half of the south side of
the street on the 500 block of West
Jefferson.
Existing Conditions
Currently parking is unrestricted here.
Requirements of City Ordinance
Chapter 20, Article 10 of the South Bend Code of Ordinances outlines the requirements
for residential parking zone designation. In order to initiate a parking study, 2/3 of the
lawful residents of the residential area must return a signed petition requesting residential
parking within defined boundaries. In order for a residential parking zone to be warranted,
the following must be observed during a parking study:
1.Non-resident vehicles occupy 25% of the total spaces available on the publi c
streets within the residential area.
2.At least 75% of the total parking spaces in the residential area are occupied by
motor vehicles.
Recommendation
No parking study was conducted here because a residential parking zone is required to
be at least a half block on both sides of the street or an entire block on one side of the
street. Based on this, the criteria for establishing a residential parking zone are not met,
and it is therefore the recommendation that no residential parking by permit zone be
established here.

Description:
South side of 500 block of W Jefferson Blvd. between Taylor Street on the west and William
Street on the East.
I would like a half block designated as residential area on the south side of the 500 block of W
Jefferson Blvd from Taylor street in the west to the alley.
Currently, cars parked in front of my home may be employees of St. Joseph County. Those
cars are usually here all day. During the pandemic, office closures seemed to have helped the
parking situation but they have returned since people have began returning to the office.
My home is the only one in this half block.
The houses to the south and north of 520 W Jefferson Blvd on Taylor street are group homes.
I acknowledge that residential parking on the 500 block of W Jefferson on the Northside is
already established residential parking. Unfortunately my security cameras do not reach that
far. We have already have had vandalism on our street to our vehicles, which included
someone firing a pistol type BB gun at our vehicle.
