The Sewer Department indicated they arrived onsite to inspect the City’s sewer in Darden Road. They discovered the 15” sewer and structures to be full of water/sewage. They setup pumps to bypass and could not keep up. Sewers enlisted the help of the Wastewater team who provided a pump and lines to assist with lowering the sewer level in the manholes and bypassing around Darden Road and Lily to Myrtle/Darden. If pumps didn’t work, we provided a list of contractors with bypass equipment that may be able to assist. On 7/13/2021, the water level in the sewer was lowered as of that afternoon, and Sewer Department video inspected the line from Myrtle/Darden manhole going east to determine the full extent of the sewer damage. Due to the impact to upstream lift stations, groundwater level, and backups to a resident due to the pipe failure, we needed to act quickly to get this line repaired. Upon receipt of preliminary information, the work scope was anticipated to include sewer repair and cleaning with potential lining. The repair started roughly 10’ west from a manhole structure at Lily and Darden and we needed to find out if the structure would be required to be replaced due to the vicinity of the damage. The sewer is located in the tree lawn likely under mailboxes, sidewalk, and adjacent to trees and may require their removal/replacement. A contractor was needed to perform the emergency repair. The work was beyond what our crews are capable of doing in that the sewer is 15’ deep with condition unknown. We reached out to two contractors, Ritschard Brothers and HRP Construction. Both contractors met onsite on 7/13/2021. Both contractors expressed interest in performing the work, but only HRP provided an estimate and availability to mobilize starting on Monday, 7/19/21 and bypass being installed on 7/16/2021. HRP provided an estimate given the unknown nature of the failure and could not give exact prices. Their costs were based on best case scenario gave daily crew rates plus materials costs and subcontractor costs. The estimate was $95,950. Description of work: HRP mobilized fully on 7/19. The work included excavation and installation of a new doghouse manhole, sewer bypass, sewer cleaning, and determining limits of sewer repair, followed by backfill and pavement and surface restoration with seeding. Work was completed by 7/28. Wastewater Department provided temporary bypass pump and hoses to assist Sewer Department. The final cost of the work was $140,507.50 out of the following account 641-06-602-509-439001. The estimate was exceeded due: a.The sewer repair taking longer than anticipated to complete, b.Repaving of the roadway exceeding the area estimated, c.Seeding & blanketing was not included in the original estimate and was a new line item.
