rescind the award for the above referenced quotation due to the award conditions were not met.

On October 26th, 2021, the Board of Public Works opened and read 2 responsive quotes for the
above project.
The quotes were as follows:

2. All Purpose Erectors, Inc $149,900.00
At that meeting, Venues Parks & Arts recommended award of a contract for $149,900.00
to the lowest responsive / responsible bidder, All Purpose Erectors, Inc. The City conditioned
the award with the requirement that All Purpose Erectors, Inc must commit to $6,445.70 to meet
the 4.3% WBE goal specified. The condition was made since the contractor listed a range for
potential WBE utilization from $5,000-$7000, or 3.3%-4.6%. Following the award, the contractor
was not able to commit to the $6,445.70 WBE spending condition, even though it was in the
range listed in the contractor’s Utilization Form. Venues Parks & Arts recommends the
rescinding of the award.
