AN ORDINANCE APPROPRIATING FUNDS IN THE AMOUNT OF
$56,000.00 FROM THE EMERGENCY MEDICAL SERVICES
CAPITAL IMPROVEMENT FUND.
STATEMENT OF PURPOSE AND INTENT:
Funds are needed for the purchase of a new ambulance,
diver' s equipment and a roof at Fire Station #10. Monies are
available within the Emergency Medical Services Capital
Improvement Fund.
NOW, THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF SOUTH BEND, INDIANA AS FOLLOWS;
Section I . That the sum of $56,000. 00 is hereby
appropriated for the year 1986 from the Emergency Medical Services
Capital Improvement Fund as set forth below:

Honorable Council Members:
The attached bill requesting an appropriation from the EMS Capital
Improvement Fund is once again a part of our continuing efforts to
replace our vehicles and equipment when necessary and repair our Fire
Stations as it also becomes necessary.
If you recall , an appropriation was made earlier in the year for the
purchase of a cab and chassis on which we would remount the ambulance
module. While the bidding procedure was in process, we were assured
that the vehicle we required was available. When the funds became
available, the vehicle was not and it became necessary to solicit bids
for the purchase of a new ambulance. The requested $31 , 000 . 00 along
with the earlier appropriation will cover the cost of the new
ambulance.
The second request is for funds to update our diver' s equipment . The
attached list will explain how we plan to do this.
In the near future, there will be increased activity on the river
because of sport fishing and the possibilities for accidents will be
multiplied several times over the present.
I think you will agree with me that the above reason and the reasons in
the attachment are valid and the purchase of this equipment will allow
us to continue the excellent service our men are giving the public.
Needless to say, I am proud of the hard work and dedication shown by
all involved in this program and I know that we are second to none in
this area.

The third request is for funds to repair the roof at Fire Station #10,
310 W. Ireland Rd. Maintenance of our stations is an ongoing process
and some major repairs such as this, can only be accomplished with
additional appropriations. A part of the roof was repaired in 1982 and
it is now time to repair the other part since some leaks have
developed.

EQUIPMENT LIST FOR BOAT AND SHORE PERSONNEL
1st (18) life jackets - to be used for all personnel who
respond and work around water type rescues. This is
in additions to what is on Boat #1 and #2. Life
jackets should be of one size fits all, so that the
jacket could be worn over turn-out gear in cold weather.

2nd (8) helmets - for boat operators used on Boat #1 and #2.
(5) for Boat #1 and (3) for Boat #2. Fire Department

3rd (2) bull horns - could be used for river operations,
because of noise level. This would be placed on
Boat #1 and Rescue #1.

water protection for ice dives. (Cold water regulators)
With (3) and (4) divers on each shift they could be put
on Rescue #1 for use.
