HomeMy WebLinkAbout09-13-04 Zoning & Annexation Zoning and Annexation Committee The September 13, 2004 meeting of the Council's Zoning and Annexation Committee was called to order by its Chairperson, Council Member Ervin Kuspa, at 3:47 pm in the Council Informal Meeting Room. Persons in attendance included Council Members Pfeifer, Kelly, Puzzello, Varner, Kuspa, Coleman, Dieter, and White, City Clerk John Voorde, Planner Angelica Smith, Robert Henry, Community&Economic Development Executive Director Sharon Kendall and Kathleen Cekanski-Farrand,Council Attorney. Council Member Kuspa noted that the Committee consisted of Council Members Puzzello, Kelly, Coleman and himself. He requested that all persons addressing the Committee who are petitioners provided their name and address for the record. Council Member Kuspa stated the first item on the agenda was Substitute Bill No. 41-04 which is a zoning request for the property located at 1533 Prairie Avenue which is located in Councilmanic District#6. Angelica Smith, a Planner with Area Plan, reported that the substitute bill requests a rezoning from"L1"Light Industrial to"LB"Local Business for the development of a church. At the August 17, 2004 Area Plan Commission meeting a public hearing was held and the Commission sends the petition to the Council with a favorable recommendation. Council Member Kuspa noted that the area in question is close to the German Hall and he inquired whether they were in favor of it. Ms. Smith stated that they did not remonstrate against it at the Area Plan Commission, noting that the only question raised was the hours of operation. Council Member Kuspa stated that this development would be an asset to the neighborhood. Robert Henry made the presentation. He noted that the petition is the result of a church being relocated in light of the improvement of the United Drive/Chapin Street intersection. A new church would be built at the site and they have applied for a curb cut. Council Member Kelly made a motion, seconded by Council Member Pu'7ello that Substitute Bill No. 41-04 be recommended favorably to Council. The motion passed. Dr. Varner inquired about the plans for United Drive and how there would be access to the ball park. Sharon Kendall stated she would send a map of the area to the Council. Council Member Kuspa noted that a letter has been received from the petition of Bill No. 42-04 regarding the zoning request for 339 North Ironwood,asking to withdraw the petition. September 13.2004 Zoning and Annexation Committee-page 1 Council Member Kelly made a motion, seconded by Council Member Puzzello that Bill No. 42-04 be struck from the agenda at the request of the petitioner. The motion passed.
