Upon a motion by Patrick Deegan, seconded by Eric Stalheim, and unanimously carried
by vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2021-0907A.
Vote: 5-0. Five in Favor, none opposed.
COA#2021-0907A is approved.

After due consideration, the following action was taken:
Upon a motion by Mary Brazinsky, seconded by David Wyncott, and unanimously carried
by vote, the Historic Preservation Commission APPROVES Certificate of
Appropriateness Application #2021-0914.
Vote: 5-0. Five in Favor, none opposed.
COA#2021-0914 is approved.

iii. 2021-0924 1220 East Wayne Street East Wayne Street LHD, Ordinance #7796-87

The staff report was presented by Adam Toering.
Staff Recommendation: Staff recommends denial of the installation of aluminum
soffits and fascia.
The applicant was represented by:

After due consideration, the following action was taken:
Upon a motion by Patrick Deegan, seconded by Eric Stalheim, and unanimously carried
by vote, the Historic Preservation Commission DENIES Certificate of Appropriateness
Application #2021-0924.
Commission President Gelfman clarified that, in motions for denial, Commissioners are required to
state their reasons for denial. Roll was called.
Commissioner Deegan (AYE): I voted to deny based on a lack of information for the project
as a whole.
Commissioner Wyncott (AYE): I need further information.
Commissioner Gelfman (AYE): I vote to deny because it goes against the standards and
guideline of this particular district, and we don't have enough information concerning
the soffit itself.
Commissioner Stalheim (AYE): I voted to deny for the same reasons.

Commissioner Downs-Krostenko (AYE): I am denying because this feature of the house
is architecturally important and it looks clearly as if 30 years has gone by since the
issue of maintenance has been addressed and that is likely not the houses' fault and
if you're having a problem with the contractor to work with the material that you need,
you need to find a new contractor.
Commissioner Brazinsky (AYE): I would like to deny based on our standards and
guidelines as well I don't believe we should be using aluminum; it should be replaced
with wood so that's my denial.
Vote: 6-0. Six in favor, none opposed.
Motion to deny COA #2021-0924 is passed.

Upon a motion by David Wyncott, seconded by Mary Brazinsky and unanimously
carried by vote, the minutes from the September 20, 2021, Historic Preservation
Commission meeting were approved.
