The April 12, 2004 meeting of the Personnel and Finance Committee was called to order
by its Chairperson, Council Member Sean Coleman at 4:50 p.m.
Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello,
Varner,Kuspa,Coleman, and Kirsits; Mayor Stephen J. Luecke,City Engineer Carl Littrell,
Bill Carlton, Terry Bland of the South Bend Tribune,and Kathleen Cekanski-Farrand,Council
Attorney.
Council Member Coleman noted that the Committee is composed of Council Members
Kuspa,Kelly,Puzzello and himself. Council Member Coleman then called for a presentation on
Bill No. 23-04 which would transfer a portion of Kennedy Park from the Board of Park
Commissioners to the Civil city of South Bend.
City Engineer Carl Littrell made the presentation. He noted that the Board of Park
Commissioners has recommended that 0.374 acres of park land be transferred to the city. This
land is needed to re-route Bendix and related street improvements related to the Bosch
Corporation. It would have a grass median. A total of two trees would be lost. Bill Carlton,
Fiscal Officer for the Park Department spoke in favor of the Bill.
Dr. Varner inquired whether this action was a transfer or sale of land since the
documents before the Council refer to both. Mr. Littrell noted that there would be no transfer of
money and that it would be a transfer only. Council Member Coleman suggested that Mr.
Carlton correct the necessary documents.
Council Member Pfeifer thanked everyone for the input from the affected neighborhood.
She stated that the improvements will increase the attractiveness of the neighborhood and may
stimulate better care of properties.
Following discussion, Council Member Puzzello made a motion, seconded by Council
Member Kelly that Bill No. 23-04 be recommended favorably to Council. The motion passed.
Under unfinished business,Council Member Coleman noted that he will be scheduling a
committee meeting to receive an update on the golf courses and at the request of President White
an update on the property east of Adams High School.
There being no further business to come before the Committee, Council Member
Coleman adjourned the meeting at 4:50 p.m.
