Pans, Arts,Recreation and Culture[PARCI Committee
The April 26,2004 meeting of the Parks,Arts,Recreation and Culture(PARC)
Committee was called to order by its Chairperson, Council Member Sean Coleman at 3:03 p.m.
Persons in attendance included Council Members Dieter,Kelly,Puzzello,Varner,Kuspa,
Coleman, White and Kirsits; City Clerk John Voorde,Building Commissioner Don Fozo,Park
Maintenance Superintendent Mike Dyszkiewicz,Planner Jeff Myers,Rita Kopola,and Kathleen
Cekanski-Farrand,Council Attorney.
Council Member Coleman thanked everyone for coming to the PARC Committee
meeting which was called to receive an update on the city golf courses and the Adams High
School Park Property project. He noted that the PARC Committee consists of Council Members
Kuspa,Puzzello,Kelly and himself.
Park Maintenance Superintendent Mike Dyszkiewicz was then introduced. He provided
a map of the John Adams High School project(copy attached). He noted that the area within the
circle on the map is the area controlled by the SB School Corporation. This area was proposed
to house the track field,tennis courts and two(2)basketball courts. The lighted softball area is a
joint effort between the school corporation and the city, and will be used by both. The property
to the north is park property which is being used for football practice by the high school. He
noted that there is some infringement into park property. The original drawings have been
re-done to now include eight(8)tennis courts instead of the original six(6)tennis courts, and no
basketball courts, in light of the strong feedback received from the neighbors.
Dr. Varner noted that the marking for 20th Street is incorrect on the map. Mr.
Dyszkiewicz noted that Dr. Varner was correct.
Council President White stated that when the Common Council was originally
approached on this project that it was agreed that there would be a lighted walkway going north
and south for the neighborhoods which would be attractively landscaped, noting that this was a
"major issue"at the time.
Mr. Dyszkiewicz noted that Pat Brown of SiteScapes,the Landscape Architect,told him
that the plans had changed.
Dr. Varner noted that a sidewalk is being poured today in the area.
Council Member Coleman noted that having a lighted pathway which would create a link
for the neighbors was discussed and agreed upon by the parties. He noted that the elimination of
the basketball courts was a change from the original proposal. Snowplowing was also to be done
by SB Community School Corporation.
Council President White stated that the school corporation and the city"must collectively
work together,and that the city must make the school corporation do its share". Council
President White asked for a copy of the contract which controls. Mr. Dyszkiewicz read portions

of the contract and agreed to provide copies of it for her to distribute to the Council(copy
attached).[See page 3,paragraph 3 addressing"Pedestrian Walkway"].
Mr. Dyszkiewicz noted that the completion date for the Adams High School Project is
December 1,2004.
In response to a question from Council Member Coleman,Mr. Dyszkiewicz noted that
the city has fifty-two(52)tennis courts in the city plus an additional eighteen(18)courts at
Leeper Park. $50,000 is spent yearly on tennis court repair and there is a need for four(4)times
that amount.
Council Member Coleman thank Mr. Dyszkiewicz for his presentation,and noted that the
Council may call him at any time. He asked to be kept up-to-date as the Adams High School
project nears its completion date.
Dr. Varner inquired about O'Brien and when the lights are turned off. Mr. Dyszkiewicz
stated that the residents are getting letters and that the lights will be turned off at 9 p.m. Dr.
Vanier asked for a drawing of the two(2) football fields planned for the area.
Council Member Coleman noted that Golf Pro Chad Kilmer must be running late. He
requested that if he shows during another committee meeting,that he be able to present an
update under miscellaneous business.
There being no further business to come before the Committee,Council Member
Coleman adjourned the meeting at 3:20 p.m.
