The January 26, 2004 meeting of the Personnel and Finance Committee was called to order by its
Chairperson, Council Member Derek Dieter at 3:10 p.m. p.m. in the Council Informal Meeting
Room.
Persons in attendance included Council Members Kelly, White, Dieter, Coleman, Kirsits,
Puzzello, and Kuspa; City Clerk John Voorde, Beth Leonard, Terry Bland of the giJoutb
trthui:c and Kathleen Cckanski-Farrand, Council Attorney.
Council Member Dieter stated that the Committee is composed of Council Members Puzzello,
Kelly, Varner and himself.
Council Member Dieter then called for a presentation on Bill No. 1-04 which would change the title
and purpose of Fund Numbers 305, 315, and 328 within the budget of the civil of the City of
South Bend.
Elizabeth Leonard, Director of Financial & Program Management made the presentation. She
noted that the three (3) funds hold debt serve monies for retired bonds. There are no monies
currently in the funds. They would be used to accommodate the new SBCDA bond proceeds and
debt service reserves for the SBCDA 2003 bonds and the 2003 airport bond. She stated that this is
not unusual and that she sees it as a formality.
Council Member Kelly made a motion, seconded by Council Member Puzzello that Bill No. 1-04
be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Dieter adjourned
the meeting at 3:13 p.m.
