The April 12,2004 meeting of the Personnel and Finance Committee was called to order
by its Chairperson, Council Member Derek D. Dieter at 4:25 p.m.
Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello,
Varner,Kuspa,Coleman,White and Kirsits;Mayor Stephen J. Luecke, City Engineer Carl
Littrell,Bill Carlton,Terry Bland of the South Bend Tribune,and Kathleen Cekanski-Farrand,
Council Attorney.
Council Member Dieter noted that the Committee is composed of Council Members
Kelly,Puzzello, Varner and himself.
Council Member Dieter stated that the first item on the agenda was to review Substitute
Bill No. 16-04 which would amend Chapter 4,Article 4, Section 4-19 of the South Bend
Municipal Code by increasing the insurance requirements for an arborist license.
Bill Carlton,Fiscal Officer for the Park Department made the presentation. He stated
that the Board of Park Commissioners recommend that the new limits be passed by the Council.
Dr. Varner noted that in light of the potential liability,reasonable standards must be set
and are necessary.
Following discussion, Council Member Kelly made a motion,seconded by Dr. Varner
that Substitute Bill No. 16-04 be recommended favorably by Council. The motion passed.
There being no further business to come before the Committee,Council Member Dieter
adjourned the meeting at 4: 27 p.m.
