HomeMy WebLinkAbout12-13-04 Personnel & Finance The Personnel and Finance Committee of the South Bend Common Council Minutes from Meeting of December 13,2004 The December 13, 2004 meeting of the Common Council's Personnel and Finance Committee was called to order by its Chairperson, Council Member Derek D. Dieter, at 4:05 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Coleman,Dieter,Kelly,Pfeifer,Puzzello, Varner and White;South Bend City Controller Rick 011ett;Public Works Director Gary Gilot;Water Works Director John Stancati;Economic Development Executive Director Sharon Kendall;Gladys Kopala; and Aladean M. DeRose substituting for Council Attorney Kathleen Cekanski-Farrand. A full quorum of the Committee existed with all members present,namely Council members Dieter, Varner, Kelly, and Puzzello. A. Bills 86-04 and 87-04 - Transfer of Monies Among Various Accounts and Appropriation of Monies Within Various Departments Within Various Funds of the City for the Year 2004. City Controller Rick 011ett,the presenter of these two Bills to the Committee,stated that this is the City's common practice at year end in order to close the books with all accounts in balance. Unforeseen events often occur within the calendar year that result in reductions in certain funds and increases within others. Mr. 011ett also pointed out that Bill 86-04 is a substitute, some changes having been made from the time of the initial filing. Bill 86-04 shows the increase within certain budget classifications within a department and an off-setting decrease in other funds within the same department. Bill 87-04 also reflects the net increase and decrease in various departments and the appropriation of the redistributed funds to the proper fund. Council Member Kelly made a motion, seconded by Council Member Varner to accept substitute Bill 86-04, which was approved unanimously. Council Member Kelly subsequently made a motion, also seconded by Council • Member Varner that both substitute Bill 86-04 and Bill 87-04 be sent to the full Council with a favorable recommendation. The motion passed unanimously. B. Bill 04-129 - Scrap Metal/Junk Dealer/Transfer Station Licenses 2004. Public Works Director Gary Gilot presented Bill 04-129 which approves Scrap Metal/Junk Dealer/Transfer Station Licenses for 12 applicants. Mr. Gilot stated that a total of 13 applications were received of which one was turned down. He further said that 10 of the 12 approved applications had been completed quite a while ago, and that on a positive note, the internal assessment process is thorough and exacting. Because the Council had requested that all such licenses be submitted to the Council within one Resolution, the approval of licenses for those ten applicants who filed early in the year was delayed by two applicants who filed for their licenses in November. • Council Member Varner questioned whether the delay in approval occurred due to non- payment of the filing fee or filing with inadequate data. Mr. Gilot said that the first ten applications were approved fairly soon after their applications were submitted. The last two applications were delayed because they arrived late in the year. Council Member Kelly questioned whether there was a penalty for late filing, and there does not seem to be such a penalty. Council Member Varner asked whether it would be beneficial to have a multiple year license. Mr. Gilot said that it would be quite helpful and that a three to five year license with a short review each year would be less time consuming and more efficient. Mr. Gilot also stated that with the passage of new laws,transfer facilities will be substantially different under the new standards which require that much of the facility be indoors. Under the new standards, the type of businesses maintained by most of the current applicants would probably not qualify; however, the current licensees would probably be grandfathered. Council Member Kirsits arrived around 4:12 p.m. after Mr. Gilot's presentation. Council Member Varner then made a motion which Council Member Kelly seconded to send Bill No.04-129 to the full Council with a favorable recommendation. The motion passed unanimously. There being no miscellaneous business or further business, Committee Chair Dieter adjourned the meeting at 4:15 p.m.
