WE UNDERSTAND YOUR PROJECT
The 3,200-foot-long improvement connects with the Riverside Trail on the west side of the
St. Joseph River, traverses east on the former railroad bridge over the river, and constructs a
new 10 to 12-foot, HMA shared-use path along the old rail corridor to the north of Angela
Boulevard toward SR 933, where it completes the linkage with East Bank Trail.
The abandoned railroad bridge rehabilitatfon replaces the rail tfes with a concrete deck, uses
pneumatfcally-placed mortar and injected epoxy to address the pier deterioratfon (spalls and
cracking), improves the scour protectfon using Class I riprap, reconstructs the beam seats,
installs elastomeric bearings, partfally removes and embeds new reinforcing steel, and
replaces end bents, and cleaning and paintfng the structural steel to restore the structure ’s
useful life and strengthen the platiorm carrying the trail over the river.

PROJECT APPROACH
KEY CHALLENGES & SUCCESS STRATEGIES - SCHEDULE & CONSTRUCTABILITY
PROJECT ELEMENTS
Many factors lead to constructing a successful multi-use path. Knowing what to look for before an operation begins enables our team to
deliver quality and avoid potential delays and increased costs. Our team reviewed the project documents and outlined the majo r project
elements that will be most critical for a successful project:
TECHNICAL EXPERTISE & UNDERSTANDING
CHALLENGE: Complete trail before Notre
Dame football games start in Fall of 2022.
UNDERSTANDING: With the proximity to
the University of Notre Dame du Lac, it is
recommended to begin any traffic
restrictions after the last day of spring
graduation on May 5, 2022 and end any
restrictions one to two weeks before the
first day of classes on August 22, 2022.
STRATEGY: Marc and his team will hold the
contractor accountable for the schedule,
budget, and work quality. Their daily and
consistent communication will keep the
contractor progressing.
CHALLENGE: IDNR Permit Restriction #3,
#6, and #23 raises constructability red flags.
UNDERSTANDING: The permit restricts
work in the waterway March 15 – June 15,
July 15 – November 30, and the use of
cofferdams, causeways, etc.; the contractor
must expect to request waivers and plan
ahead to complete the project on time.
STRATEGY: If the City’s design team has not
already initiated these discussions, Marc
and his team will meet with DNR on-site to
facilitate the modification request, open
the communication lines, and coordinate
between the City, designer, and IDNR.
CHALLENGE: Four-to-six-month lead time
for the elastomeric bearing pads.
UNDERSTANDING: INDOT Area Engineer
typically adjusts the contract completion
time to account for this expected delay.
Based on the current schedule, the bearing
assemblies would be available in July.
STRATEGY: Our team will discuss potential
schedule stumbling blocks up front or before
the pre-construction meeting. Recognizing
these hurdles and how they impact the
construction sequence is a critical attribute
our team possesses. We will work to ensure
these elements are moving as required.

We also recommend the special provisions include language highlighting the
environmental restrictions and necessary path to request a time and methods waiver, thus
protecting the City against contractor claims for additional compensation related to
building cofferdams or utilizing a causeway. It is clear this work is necessary to perform the
scour protection measures and the costs should be included in the submitted bid versus
requesting a change order after the fact. Attention to the permit restrictions at the time of
bidding will save the City money and mitigate avoidable schedule delays.
Our team will coordinate with the contractor to expedite their
contract documentation and ensure sub‐contractor approval is
in time to perform tree clearing prior to April 1.

Marc will oversee day-to-day construction issues and direct the activities of the inspection team. His team will also review plans,
specifications, and construction methods with the Contractor, provide supervision and administration of field work, and offer guidance and
technical expertise to ensure the project is constructed according to plans, within budget, and on schedule.

at Piers 2, 3, 6, and 7. This will
require excavatfon of
approximately 3‐feet.
It appears Piers 3 and 6 are
completely submerged and 2

submerged. The contractor
will need to safely access Piers
4 and 5 to dump the riprap per
the plans.

Based on the antfcipated lead tfme and permit restrictfons, we

Marc is a Civil Engineer with five years of experience in constructfon inspectfon. Prior to joining Lochmueller, Marc served
as Project Engineer/Supervisor where his responsibilitfes included conductfng constructfon inspectfon services for INDOT,
USDA, ITRCC, and LPAs; providing supervision for various public agencies to ensure project constructfon conformed to
plans and specificatfons; documentfng quantftfes for payment and record purposes; performing onsite and offsite
material testfng in accordance with specificatfon requirements; and coordinatfng with both clients and contractors to
resolve any onsite issues during ongoing constructfon.
Marc will lead the inspection process to successfully deliver the project. He will be a direct point of contact, responsible for relaying project
updates and relaying information, overseeing contract administration, and managing the process.

For nearly 40 years, Dale has provided design assistance and constructfon inspectfon services for federal-aid LPA projects.
His experience includes estfmatfng, scheduling, managing, surveying, and inspectfng projects related to water, wastewater,
stormwater drainage, buildings, and transportatfon. Dale’s experience also includes the contractor side, which is valuable
in reconciling disputes and addressing discrepancies in the plans/specificatfons before constructfon.

Nick recently joined Lochmueller and will serve
as our Inspector. With seven years of
experience, he has served as the lead
constructfon project manager for INDOT on multfple contracts.
Nick’s responsibilitfes include inspectfng projects to monitor
progress and adherence to design specificatfons, managing field
personnel, soils and concrete testfng, preparing estfmates, verifying
quantftfes, and completfng final constructfon records utflizing INDOT
SiteManager.
Nick will assist Marc in the field with inspection services.

as both a Project Engineer and an Area Engineer
at INDOT. He has more than 18 years’ experience in design, land
surveying, and oversight of INDOT and LPA contracts with
constructfon responsibilitfes in contractor management, MOT
coordinatfon, standards and specificatfons review and
implementatfon, and project close out. He is very familiar with
keeping all stakeholders involved and up to date on constructfon
schedules and tfmeframes.
Dave’s experience in project coordination and bridge construction,
particularly with the work that will be completed in and near the
waterway, will be important and invaluable on this contract.

over 24 years. Her experience includes 13 years as County Engineer
demonstrates Jessica’s ability to manage program budgets and
effectfvely communicate project solutfons as she facilitated over 38
Local Federal Aid projects, including 12 trail projects spanning over
10 miles at a constructfon cost of approximately $8.5 million.
Jessica will oversee the team to ensure the project meets the City
of South Bend goals, satisfies INDOT requirements, and maintains
the budget and schedule.

CLEVELAND ROAD RECONSTRUCTION | ST. JOSEPH COUNTY

Lochmueller performed constructfon inspectfon services for this 4 -lane corridor reconstructfon project, from Riverside Drive to SR 933. This
project consists of a total reconstructfon of 5,500 feet of roadway, including replacement of the deteriorated concrete pavem ent and curb,
additfon of a multf-use path, pedestrian-actfvated crossing signal, and lightfng. The project also included the rehabilitatfon of Cleveland Road
over St. Joseph River (St. Joseph Bridge 212) and safety upgrades to Cleveland Road over Juday Creek (St. Joseph Bridge 007).
ROADWAY ELEMENTS
Roadway elements consisted of removing one mile of concrete pavement and
replacing it with new storm sewers, subgrade treatment, and QC/QA PCCP
pavement. New lightfng, signage, center median wall, curbs, drives, guardrail, and
a 10-foot-wide multf-use path were also constructed. An added right-turn lane
and traffic signal modificatfons were done at the Cleveland Road and SR 933
intersectfon.
BRIDGE ELEMENTS
Bridge 212, Cleveland Road over St. Joseph River, is a 4 -span, contfnuous steel
plate girder. Bridge work consists of:
» Removing & replacing the deck, approaches, & mudwalls
» Making structural steel repairs & modificatfons
» Widening the bridge deck to allow for the additfon of a 10-foot-wide
multf-use path
» Installing new bridge rails & lightfng
Bridge 007, Cleveland Road over Juday Creek, is a single- span, cast-in-place
reinforced concrete box structure. Improvements include:
» Performing safety upgrades to address nonstandard sidewalks & railings
» Widening the bridge approaches
» Replacing the bridge rails
» Constructfng a new sidewalk for the 10-foot-wide multfuse path
MAINTENANCE OF TRAFFIC
A four-phase maintenance of traffic operatfon/sequencing included temporary
modificatfon of traffic signals at SR 933/Cleveland Road and Riverside Drive/Cleveland Road.

PROJECT DESCRIPTION
The Eel River Trail is a 1-mile-long trail constructed through downtown Logansport that included a 3 -span bridge over the Eel River. As any
project in an urban area, the project had challenges. Dale was able to work with the contractor, City, and other stakeholders to foresee
potentfal problems and adjust schedules and the order of work to eliminate or mitfgate them. They completed the project on-time and
within budget.

KEY CHALLENGES & SUCCESS STRATEGIES
Managing the Critical Path
On this project, managing the critfcal path meant dealing with a difficult Contractor. Dale notfced early on that the Contrac tor was not
stfcking to the schedule and causing delays to the tfmeline. Dale stepped up to the plate and forced accountability from the Contractor for
the schedule, budget, and his work quality. He worked with the City, INDOT, and Contractor to address the Contractor ’s issues and
concerns to move the project along. It was Dale’s daily and persistent communicatfon with the Contractor that led the job to be completed
within budget and on schedule.
Understanding the Project’s Impacts
When Dale notfced drainage issues along the trail, he worked with the Contractor and City to include adjustments to the grade of the trail
and milling and resurfacing of the adjacent roadway to provide better overall drainage.
Coordination with Utilities to Ensure Smooth Relocations
Dale adjusted the alignment of the trail in the field to reduce the impact to utflitfes and obstructfons, to ensure the proje ct contfnued
successfully.
Maintaining Traffic to Minimize Disruption to Local Residents & Business Owners
By only closing lanes when absolutely necessary, Dale was able to was able to minimize impacts to the travelling public.
