Lawson-Fisher Associates P.C. (LFA) is pleased to submit this Letter of Interest (LOI)
to provide construction inspection services on the Coal Line Trail — (Phase II) Project.
Utilizing over 35 years of LPA/INDOT construction inspection experience and our
recent/ongoing experience with the City of South Bend on the Phase I of Coal Line
Trail, the LFA team stands behind its proven project approach that focuses on client
satisfaction, proactive inspection, and outward communication. LFA is ready to lead
this project with the City of South Bend to successfully realize its vision for this project.
Our locally-owned firm, in the heart of South Bend, is just 5 minutes from the
project site. Not only are we managing Phase 1 of Coal Line Trail; we also have the
proven track record, capacity, and flexibility to provide successful management and
project continuity to this Rails-to-Trails project. We look forward to reinforcing these

Construction Manager
Ric Reimke is managing Phase 1 of Coal Line Trail and has successfully
managed many LPA and INDOT Projects across northern Indiana
including multi-use path and bridge projects in the LaPorte District over
his 31 years of experience. Ric will lead an LFA inspection team that is INDOT and
SiteManager certified and will be assisted by Don Dietz who is familiar with what the
City of South Bend expects from their construction managers and construction project
deliverables. (See page 3 for Ric’s resume.)
Capacity to Perform Work
With an anticipated January 2022 Letting Date and an August 26, 2022,
Contract Completion Date, LFA will focus its fullest attention on the
project aspects to ensure meeting contract goals. The LFA management
staff will focus on pushing schedules and addressing potential schedule impacts like
long lead procurement items and permitting time restrictions. The identified LFA team
has the depth and breadth of experiences in bridge, trails, permitting, ADA requirements
and hard-scape features to ensure this project’s success. (See pages 2 through 4 for
the Project Organizational Chart and supporting resumes.)
Project Approach
The second phase of this multi-use path project will require close
coordination with the impacted residents and the traveling public to ensure
that schedule and proper communication is maintained. This includes
maintaining pedestrian and vehicular traffic as well as ensuring all ADA and access
requirements are achieved both during construction and for the completed project.
Proactive construction management, timely/consistent documentation and technical
proficiency will be primary factors to ensure a successful project. (See pages 5 through
8 for our Project Understanding and Project Approach.)

Team Capacity
With a Contract Completion Date of August 26th,
this project will require specific attention to Utility
Coordination, permitting restrictions and project
elements having direct schedule impacts. Having
an experienced team available provides Ric the
opportunity to focus on driving critical schedule
items, thus resulting in a project that is completed on
schedule and in accordance with contract documents.
The addition of Don Dietz also provides additional
resources to ensure the City’s needs are addressed as
the project progresses.
Work Type Experience
In addition to managing the Coal Line Trail, (Phase
1) Project, please notice how Ric and the LFA Team
possess additional experience in each of its major
project elements. This experience will ultimately
provide the required insight to supervise and inspect
each major element while identifying potential time
and cost savings measures as the project progresses.
Specific experience in bridge reconstruction,
waterway permitting, utility relocation, drainage, ADA
requirements and architectural features will be critical.
Team Availability
Ric and the Team have no project commitments for
the 2022 construction season. Although Ric and many
of the LFA staff typically run multiple jobs during any
given year; we will ensure that the LFA Team will be
fully dedicated to the project upon selection. Ensuring
Ric's availability also provides consistency of staff
involved for project continuity across Phases 1 and
2. This consistency will be critical to maintaining the
project schedule and opening prior to Notre Dame
Football season.

Jon "Ric" Riemke, PE will be the Senior
Construction Engineer for this
Construction Inspection project. With over
31 years’ experience in the engineering
construction industry, Ric has been
involved in numerous multi-use paths, road rehabilitation
projects involving turn lanes with traffic signals, and
various roadway construction projects requiring
extensive utility relocations. Ric has supervised projects
of various sizes and types and is certified in all INDOT
testing requirements. He has managed multiple local
and state funded projects. Ric’s experience in various
multi-use path projects, will be critical to the success of

Utilities & Property Impacts
Reducing impacts to private property
is the intent of the retaining wall
that adjoins the Holy Cross College
Campus/Athletic Fields on the east
end of the project. LFA will focus on
maintaining construction limits and
reducing impact during construction.
AEP continues completion of their
69kv upgrades that traverse through
the project. Most of the line has been
buried throughout the trail project limits.
LFA will focus on coordinating areas of
excavation and storm sewer crossings
to ensure the contract is built to plan
and no impacts are made to the critical
power infrastructure.
Trail Nodes and Access
The project will serve to connect
the Coal Line Trail with Riverside
Trail, East Bank Trail, and SR 933
Trail. Additionally, there will be
connections at Northshore Drive,
Angela Blvd./N. Lafayette Blvd.,
and Iroquois Street. Each one
of these nodes/connections will
improve ADA Curb Ramps, street
crossings, signage and pavement
markings. These access points
will also include features (bollards)
to ensure proper use. Additional
ADA Curb Ramp improvements
are occurring at Hillcrest Road/
Angela Blvd and Otsego Street/W.
Pokagon Street to improve trail
access.
Architectural Features
Similarly to Phase 1, this Phase
has various features to enhance
the users experience. Several of
these items have been procured
in advance, during Phase 1. This
is important as the construction
industry continues to see material
shortages and backorder delays.
The remaining features such as
the bike repair station, drinking
fountain and lighting will need
to be ordered as soon as the
contractor is provided Notice
to Proceed. LFA will also focus
on coordination regarding bolt
patterns, foundation locations,
water service connections and site
preparation work to ensure proper
installation of these features.
Bridge Rehabilitation
A major component of the project
is the rehabilitation and transition
of the existing bridge from a rail
bridge to a pedestrian facility. To
accomplish the improvements the
contract calls for superstructure
and substructure repairs as well
as scour protection at the piers
and end bents. These work items
include rehabilitating the existing
steel and concrete, improving
concrete beam seats and concrete
approaches, installation of new
bearings and installation of a 14'
Concrete deck with decorative rails
and recessed lighting. LFA will also
focus on permitting requirements
during the cleaning, painting and
scour protection activities.
PROJECT UNDERSTANDING
Coal Line Trail — (Phase II)
This is the final section of a two-phase trail project that connects the west side with multiple neighborhoods and trails throughout the City and provides greater connectivity for
the residents of South Bend. The project is scheduled to let in January 2022 and has a project completion date of August 26, 2022, which has been set to complete construction
in advance of Notre Dame Football season. Through a meeting with Assistant City Engineer Kyle Silveus, P.E., October 7, and a subsequent site visit, the following items below are
areas of focus to deliver a successful project on behalf of the City of South Bend.

Abutment, End Bent and Pier Beam Seat Restoration:

PROJECT UNDERSTANDING
Bridge Rehabilitation and Scour Protection Architectural Features
Architectural features on the project are shown in the diagram below. While some
items are already procured; the remaining items have recently incurred long lead
times, making early shop drawing review imperative to the project schedule. Also
critical is ensuring bolt patterns for the foundations of these various features
procured so that the contractor can proceed with construction while waiting for
the manufacturing and delivery process. Both items will be emphasized during the
Pre-Construction Meeting and will remain focal points on progress meetings until
completion.
Work on the bridge includes both superstructure and substructure repairs as well as the
addition of new bearings on reconstructed seats, improved abutments, 14-foot concrete
deck, decorative railings, and rail-recessed lighting. Additional improvements include
sandblasting and painting the existing steel bridge members as well as placement of
rip-rap at each pier for scour protection.
Bridge Scour protection will
be placed at each pier. Outside piers
will require cofferdams as excavation
will be required to achieve proper
depth of Rip-Rap placement. LFA will
coordinate with the contractor on work
plan and adherence to permitting
requirements related to working within
the River. Debris removal is anticipated
in advance of the work.

As the trail heads east the
alignment adjoins Angela Blvd.
and Holy Cross College Athletic
Fields. The proposed retaining
wall reduces construction limits
and more specifically eliminates
impacts to the Softball Field
Fence. Excavation limits for construction of the wall come
within 5 feet of the fence. Therefore, construction staking
for proper placement of the wall in advance of excavation
will be important. Additionally, during construction, LFA
will work with the Contractor to ensure excavation for
the wall is protected to reduce potential for undermining
the fence.
AEP — 69kv Relocation
AEP is completing the subsurface installation of a 69kv
line adjacent to and crossing project limits of Phase 1
and Phase 2 of the Trail Project. The line has mostly
been installed within the Trail Project Limits. In the
approximate station range from 35+50 to 37+00, the trail
profile is cutting approximately 3-feet below the existing
ground. In this same area, the AEP line crosses the path.
During line installation, the City worked with AEP and
the Designer to coordinate the depth of power line to be
approximately 42" below the finished grade of the trail
profile. LFA will coordinate with the contractor and AEP
during excavation to ensure there are no conflicts.
Storm Sewer
A proposed storm sewer system is included in the
contract for a future drainage ditch north of the trail.
The series of manholes and 24" storm pipe stretch from
station 26+00, at the upstream end, to the discharge at
an existing ditch at station 21+00. The upstream end
shall be permanently marked to facilitate future locating
activities. LFA will also coordinate with the contractor
on the AEP power line to ensure the location does not
conflict with the proposed storm line.
PROJECT UNDERSTANDING
Trail Nodes and Access Retention Wall
Northshore Trail Crossing
At the bridge's east end, a speed table and curb line adjustment will be installed as traffic
calming measures to increase safety at the crossing. LFA will focus on proper grading and
reinforcement of the speed table and pavement markings placement. Proper speed table
approach grades and reinforcement are important to reduce longterm maintenance issues
from winter snow plowing. Additionally, an adjacent 10' path and updated ADA Curb Ramp will
be installed at the intersection of Angela Blvd., improving public trail access.Northshore
Iroquois and Lafayette Trail Nodes
Trail connections at these streets will include benches, bollards, decorative
concrete and improve/create access from Angela Blvd. to the trail. The new
connection across from Lafayette will require coordination with the Costello
property to adjust fence locations and accomplish grading. Ensuring proper
grading for ADA compliance and proper installation of features will be
additional focus areas.Iroquois Lafayette
Softball Field and Retaining Wall Location
Riverside Trail Node
This node serves to connect the Riverside Trail and Phase 1 of Coal Line Trail
to this second phase. Here, LFA will focus on inspecting decorative concrete
patterns, placement of foundations for the pre-cast pavilion, wayfinding sign
foundations, water service connection for the drinking fountain, and bolt
patterns/foundations for lighting, benches, trash receptacles and bollards.
Pedestrian MOT is critical at this node as Riverside Drive and Angela
Boulevard are busy corridors. Ensuring clear signage for safe pedestrian
crossings will be paramount.
Riverside Riverside Trail Node
East Bank and SR 933 Trail Nodes
The connection at these trail nodes constitutes the east project
limits. At the East Bank Trail, LFA will ensure new pavement
markings are properly laid out and executed. Additionally, the
Rapid Flashing Beacon Sign shall be installed concurrently
with removal of the existing crossing signage so a safe crossing
is maintained. The final installation of bollards and Wayfinding signage will mark the
entrance to the Coal Line Trail.

Communication
LFA’s goal is to keep City of South Bend Public Works
staff well-informed of project progress through bi-
weekly Progress Meetings. An example of the items
to be covered at the progress meeting can be seen
adjacent to this paragraph. However, communication is
not limited to the owner or the bi-weekly timeframe. LFA
has found creating a Log of Resident Concerns serves to
not only keep a timeline of issues and concerns but also
to allow for timely responses, resulting in more satisfied
residents and businesses. Kyle Silveus, City of South
Bend’s project contact, will be updated regularly as to
the status of all construction activities. Communication
also includes maintaining a level of project awareness
with the public and appropriate entities prior to closures
or other construction activities that may result in
disturbance of the normal traffic operations in the area.
When appropriate, LFA’s project supervisor will reach
out to local residents and impacted property owners to
explain pending construction events and allow for ample
time to alter schedules or operations as the situation
might dictate. This specifically will be employed with the
Costellos and Holy Cross College as work is proceeding
adjacent to their properties. The LFA inspection team is
committed to ensuring that sufficient and safe access is
always provided.
Proactive Project Inspection
We challenge our staff to be problem solvers, to look
forward anticipating and identifying potential issues.
Individual members of LFA’s construction inspection
team can draw upon the collective experience of our
entire inspection team should issues arise requiring
specialized attention. Our experience allows us to identify
issues early, enabling multiple possible solutions to be
explored with the most fitting being presented to City
staff for consideration and evaluation. This cross-sharing
of experience provides a proactive approach to resolving
construction issues resulting in savings of both time and
expense.
$$Cost Savings And
Containment
As mentioned previously, being diligent
regarding utility relocations will be critical to the project’s
success and maintaining schedule. Utility delays can
have a major impact on schedule and budget; cost
incurred as a result of delays is not reimbursed by INDOT.
LFA has significant experience in working through
utility relocation plans and schedules and will apply
that knowledge to successfully manage the relocation
of the overhead utilities. As demonstrated above, this
project will rely heavily on previous experience in the
areas of ADA requirements, utility relocation, strong
project management, and excellent communication
skills. LFA exemplifies these attributes. This approach
to construction inspection has often resulted in cost
savings to the client on the constructed project and
the inspection budget. Additionally, this allows City of
South Bend staff to engage only when critical items or
decisions need to be addressed. Even in this interaction
it is our approach to provide options for addressing
these issues and not just drop the problem at the feet
of your staff. An example of this approach resulting in a
successful project is the Olive Street & Sample Street
Overpass Project that resulted in a savings of $400,000
in construction costs while utilizing approximately 85%

RELEVANT EXPERIENCE
This project was for the rehabilitation of twin structures on US 30. The work was completed
in two phases with two-way traffic on either structure via crossovers while work was
completed on the structures. At the beginning of Phase I, Construction Memorandums
15-07 and 15-09 where issued. These Memorandums pertained to the temporary concrete
barrier, Type 2, Anchored needed to meet NCHRP 350 or MASH crash testing. Since the
temporary concrete barrier was to be placed in existing earth median, it did not meet this
requirement.
LFA coordinated with INDOT, the contractor and the designer to implement the use of
temporary guardrail to replace the temporary concrete barrier, thus meeting the crash test
requirement and provide the same level of protection to the work site. The original contract
called for a large quantity of existing guardrail to be reset. After consulting with the designer,
LFA determined that the majority of the guardrail did not need to be reset resulting in a
savings to the contract of $26,000. The plans did not show an existing Indiana Department
of Transportation bench mark that was located on the existing westbound structure. LFA
coordinated with INDOT survey crew to have a new bench mark placed on the new
eastbound structure and establish new elevation. Construction began in May of 2015 and
traffic was returned to their normal lanes by the intermediate completion date in October of
2015. The final cost of the project was approximately 0.7 percent under the original contract
amount.

LFA provided construction inspection services for the Coal Line Trail Project Phase I. This
shared-use path connects the Lincolnway West corridor and surrounding neighborhoods
to the established Riverside Trail, with improved pedestrian safety and connectivity
to community assets such as schools and parks. Phase I construction included
approximately 4,000 linear feet of separated, shared-use path requiring roadway work,
intersection improvements, and significant grading near Portage Avenue. The entire trail,
Including curb ramps, at each intersection were constructed to ADA standards.
Wilber Street was reduced in overall pavement width to accommodate the trail
necessitating adjustments to the storm sewer network, overhead utilities, and intersection
improvements at Lincolnway West and VanBuren Street in advance of the old railroad
right-of-way. LFA’s construction team worked with Monarch Laundry, a laundering
business with facilities on both sides of Wilber Street, to maintain easy access for hand
carts to move freely across Wilber Street during the construction of curb, walk and drives.
Construction required closure of the intersection at Vassar and Lawndale for required
radius improvements, installation of curb ramps, storm sewer adjustments, and
additional concrete work for trail amenities. This intersection closure impacted Holy
Cross School (NE corner of Wilber/Vassar) with LFA’s Construction team coordinating
construction activities with the school including identification of the best detour routes
to minimize disruption to student drop-off and pick-up.

RELEVANT EXPERIENCE
Leading a team of LFA, Lochmueller, and McCormick Engineering staff, Don
Dietz served as the Project Supervisor and provided
Construction Observation and Inspection services for
the Olive Street & Sample Street Overpass Intersection
Reconstruction Project. The project was a combined
effort between St. Joseph County and the City of South
Bend. This multi-jurisdictional and multi-construction
season project included bridge rehabilitation on both
Olive Street and Sample Street bridges over the Norfolk
Southern and Grand Trunk Western Railroad (Canadian
National), requiring significant coordination. Additional
work included reconstruction of 3,660 ft of Olive Street and 2,750 ft of Sample Street
to improve drainage, install lighting, and improve pedestrian movement. A roundabout
was also constructed at the intersection of Olive Street and Sample Street. Significant
effort was required to coordinate utility relocations for MetroNet, AEP, NIPSCO, and
Comcast. Additionally, LFA coordinated water utility work with the City of South Bend
during the street reconstruction and roundabout construction process. Beyond the
coordination challenges on the project, Don worked
with the County to determine a better temporary barrier
rail system on the bridge that resulted in less long term
maintenance concerns on the bridge deck. One of the
most critical items of this project was Maintenance of
Traffic and impacts on local residents, businesses, and
industry. Don proactively addressed these concerns
through direct contact with the impacted parties.
By actively engaging the contractor on work flow and
anticipated upcoming work, Don Dietz successfully managed the Olive Street &
Sample Street Overpass Intersection Reconstruction project which resulted in a
savings of $400,000 in construction costs while only utilizing 85% of the construction
inspection budget.

RELEVANT EXPERIENCE
The Diamond Avenue Reconstruction Project, Phase I consisted of a full reconstruction
of the Riverside Drive/Angela Boulevard Intersection. This project included full-depth
pavement replacement, new storm drainage, roundabout
installation, Conspan structure, retention basin and green
outfall treatments, manufactured stone retaining walls and
installation of a pedestrian/bike path near the Notre Dame
Campus. The pedestrian/bike path included features such
as handrails, architectural brick and pillar treatments, and
access ramps with specific signage. Field adjustments to the
drainage and path features enhanced the final product and
client satisfaction.
A challenging feature of the project included a highly active adjacent neighborhood which,
during Notre Dame home games, experiences elevated levels of traffic. The use of Google
Documents software and public daily blogs allowed the project supervisor to provide
real-time project updates to the public including access and maintenance of traffic issues.
Additionally, it allowed the City of South Bend to track quantities, change orders, budget and
overall project status in real time. LFA was heavily involved in coordinating the Maintenance
of Traffic set-up for the construction area for home game weekends. This coordination
included interaction and planning with the South Bend Police Department, Engineering,
and the general public. Utilizing the Internet-based application allowed LFA to effectively
communicate with the general public during these high-traffic time periods.
Diamond Avenue

Lawson-Fisher Associates P.C. was selected by St. Joseph County to perform
construction inspection services for an extension of the LaSalle Trail multi-use path
between Cleveland Road and Darden Road. This section
of trail is approximately 1/2 mile in length, along a straight
and generally level section of an old railroad right-of-way
and includes crossings of both Cleveland Road and Juday
Creek. The high volume of traffic along Cleveland Road
made an uncontrolled pedestrian and bicycle crossing
hazardous. The plans included a High intensity Activated
CrosswalK (HAWK) pedestrian crossing at this location.
The HAWK signal is pedestrian activated and coordinated
with the nearby traffic signal located at the intersection of
SR 933 and Cleveland Road. The curve on Cleveland road west of the crossing made
visibility of the HAWK signal difficult. During construction, LFA coordinated with St.
Joseph County and INDOT to add a flashing beacon at the beginning of the curve to
warn motorists of the upcoming activated HAWK signal. LFA performed inspection of
the construction activities that included testing of subgrade, portland cement concrete
pavement and modular block retaining wall. The existing railroad bridge over Juday
Creek was utilized by rehabilitating the structure with new wooden decking and
handrails. LFA prepared and submitted the Final Construction Record at the end of
construction.

RELEVANT EXPERIENCE
This project was for the construction of approximately 1/2 mile of a new shared path
along CR 17 and CR 10/8. LFA provided construction services and worked closely with
the Elkhart County Engineering Department who provided onsite inspection. The path
was built over an existing tributary to the St. Joseph River. In the area of the tributary,
approximately 675 ft of peat needed to be excavated along the path. After the peat
was removed the contractor placed and compacted into
the soft soil (marl) No. 2 stone. This operation continued
until the stone could no longer be pushed into the soil.
Prior to, during and after the placement of the stone a
Geotechnical Engineer from INDOT’s list of approved firms
visited the site to provide guidance and recommendations.
LFA coordinated with the Geotechnical Engineer and
implemented the recommendations. At the end of the
operations the Geotechnical Engineer approved the
subgrade and the remaining pavement section was constructed which consisted of
geotextile over the stone, approximately 1/2 ft of "B" Borrow and 1 ft of No. 53 stone for
the base of the asphalt path. The contract quantity of the No. 2 stone was not needed
to obtain the approved subgrade to begin construction, this resulted in a savings to the
contract of approximately $21,000. In this area LFA also ensured the contractor placed
and maintained appropriate erosion control measures to prevent sediment from entering
the waterway. The project was completed on time and was approximately 11 percent
under the original contract amount.
CR 8 Shared Use Path (R-34337)

LFA provided construction inspection services for the Boston Street/Larson Street and
SR 2 Intersection reconstruction project in LaPorte. This intersection improvement project
included HMA pavement replacement, significant utility relocations (NIPSCO, Verizon,
Comcast), multiple Maintenance of Traffic Phases, new storm sewer construction, water main
relocation, modular block wall construction, installation and maintenance of erosion control
measures. and traffic signal installation. Project improvements
required the demolition of two houses and one business. LFA
ensured the contractor secured the proper IDEM permits
and disposed of abandoned underground storage tanks in
accordance with State and Federal regulations. LFA also
ensured the contractor coordinated with the Norfolk Southern
Railroad during the jack and bore of a 60-inch steel casing
pipe under their tracks for the proposed 36-inch storm sewer.
LFA coordinated with the City, local residents and businesses
to ensure that access was provided to their properties during construction. LFA was able to
coordinate with the City and one business, which was impacted the most by the construction,
to revise the maintenance of traffic plan to accommodate their delivery trucks which cut
approximately one month off the completion date for the project.
LFA provided complete construction inspection services in accordance with INDOT criteria
and played a key role in all on-going construction engineering decisions. Construction
documentation was completed using INDOT’s SiteManager software.
