20 different INDOT LPA trail specific projects in
the last five years. This doesn’t even include the
several dozen LPA roadway projects that had
multi-use trails as part of their overall project
construction. We consider trail inspection to be
a niche in the construction industry and HWC is a

Ms. Garcia has three years of construction

Project Understanding
This project is the cornerstone piece to connect the existing
Riverside Trail to the East Bank Trail northwest of downtown
South Bend. To complete this project, the proposed construction
will include a new HMA path and rehabilitation of the existing
railroad bridge crossing the Saint Joseph River.
Over half of a mile of new trail will be constructed. The 12’ wide
HMA trail will follow the existing railroad corridor north of Angela
Boulevard. Along the proposed route, new decorative concrete
will be installed at each trail connection location, new lighting will
help illuminate the trail for nighttime safety, decorative railing will
be installed at various locations, and a storm sewer system will
be installed to alleviate adjacent drainage issues.
The bridge portion of the project will include reconstruction and
rehabilitation of the existing seven span 327’ long railroad bridge
currently crossing the river. The existing bridge substructure will
be patched and repaired with pneumatically placed mortar. All
existing railroad rails and ties will be removed and then a new
8“ reinforced concrete deck will be placed. The existing beams
will be cleaned and painted, and decorative pedestrian railing
and lighting will be placed along both sides of the bridge to
complete the conversion from the existing railroad bridge to a
new, pedestrian-friendly structure.
HWC’s project approach is focused on continuing to grow the confidence the City of South Bend
has in our firm by assigning a familiar and proven Project Supervisor, Mr. Chris Holth. The level of
accomplishment and success of not just our firm, but also of Mr. Holth, will help to execute this project
on time, on budget, and always with the safety of the traveling public in mind. He prides himself on a
high-level of attention to detail and derives from his past construction experience an unmatched level
of understanding of each aspect of a construction project.

HWC knows trail projects. Our extensive past experience in this type of work
provides our staff a level of knowledge unmatched by the competition in
this area of work. Not only do we surpass other firms in general knowledge,
but also in the quantity of trail projects that we have been awarded. Our
team is well versed in soil sampling/moisture testing, soil compaction testing
(Dynamic Cone Penetrometer), compaction testing for aggregate (Lightweight
Deflectometer), concrete testing (air, slump, and yield), and diagnosing and
performing undercuts, etc. It takes a great level of expertise when diagnosing
problem areas with existing soil conditions and knowing how to correctly
remedy those issues. HWC will ensure the contractor is repairing all the
necessary areas of the subgrade in its entirety prior to placing compacted
aggregate and HMA for the trail. This level of accurate testing couldn’t be
possible without the right equipment. HWC has invested over $25,000 in new
field equipment purchases in the last three years to better serve our clients.
HWC has even purchased a drone to provide a unique perspective of projects
often not seen from the ground level. We have two FAA licensed remote pilots
on staff that will be on site periodically throughout construction operations
to take aerial photos of the project. This will enable South Bend to have a
snapshot of construction activities throughout the duration of the project.
PROJECT APPROACH
MATERIAL & TESTING EQUIPMENT
One of the more overlooked aspects of urban trail construction is
pedestrian maintenance of traffic (MOT). With the vast footprint
that the Coal Line Trail project will cover, it is critical that the
contractor and consultant work together to implement an
accurate and timely pedestrian detour route. HWC recognizes
that a design firm attempts to foresee pedestrian issues with
their detour routes, but that real time MOT changes may be
needed to further guide and protect walkers and bikers in this
area. Being the connection piece between two existing trails,
natural curiosity from those utilizing these trails will prompt them
to try and enter our construction zone. HWC will monitor the
detour route daily to ensure all signs are standing, visible, and in
compliance with current INDOT and MUTCD standards.

As you are aware, HWC has had the opportunity to inspect two
recent projects with the City of South Bend, including Western
Avenue Phase III Streetscape and Olive Street Reconstruction
Phase I. We are also currently assisting the City with design of the
next phase of Western Avenue. HWC continues to pride ourselves
on keeping all of our current clients as repeat clients. Mr. Holth
has exemplified this statement by his success on his last two South
Bend inspection projects.
We did not take any past opportunities for granted and we look

HWC has made several strategic hires over the last five years to help grow and maintain a diverse and
experienced PE/PS staff. As a result of this strategy, nine of our key Senior Inspector staff have over 25 years of
construction experience. This list includes Mr. Holth. We also have an additional level of seven staff members
that possess 10 or more years of construction inspection experience. In total, this means over 2/3 of our entire
inspection staff has a minimum of 10 years of direct inspection experience.
Our PE/PS core team members are skilled in foreseeing and diagnosing problems before they occur in the field.
By using various techniques learned over the years, our team is confident it can overcome any challenge that
occurs during the course of any construction project. Being able to stay on top of project related issues, such as
subgrade issues, errors/omissions in the contract documents, unforeseen conditions, etc., will help ensure South
Bend gets a lasting finished product of which they can be proud. Our past history with the City has proven our
ability within this realm.
Several different skill sets are required to successfully manage and inspect an INDOT project. Materials need to
be tested and certifications obtained. Weekly erosion control reports, contractor payrolls, and traffic reports need
reviewed for accuracy and compliance. But, ultimately, job success usually comes down to one word: MONEY.
Budget control is imperative to success and INDOT makes it a focal point on their performance scoring. We coach
our teams to constantly check and identify value engineering opportunities in both their inspection and construction
budgets. Specific to the two projects managed by Mr. Holth in 2020, he has exemplified this goal. For his bridge
project in Lake County, the contractor finished under budget by 3% and Mr. Holth gave $12,000 of our original
inspection fee back to the client. On his White County road project, the contractor completed the project 1% under
the construction bid amount even with almost $100,000 in change order costs. Mr. Holth gave $2,000 of our original
inspection fee back to the client. HWC doesn’t have to sell Mr. Holth’s abilities. This is evident in his resume of
projects and industry reputation. His former clients will gladly share their praise on Mr. Holth’s budget control and
overall inspection skill set.

HWC was responsible for the full-time inspection of the construction of Phase I of the
Kitselman Trail and Bridge over the White River in Muncie, Indiana.
Project elements included construction of pedestrian trail bridge end bents, piers,
floodwall, and slab spans with recessed decorative lighting over the White River.
Other project work included a newly paved trail connection to the Cardinal
Greenway and partial trail construction for future development to access the
Kitselman Pure Energy Park.
This project was funded by INDOT and City of Muncie and the project cost was
approximately $1.1 million.
HWC provided project management, project engineering, survey, and
construction inspection services for the Creekside Corporate Park project in
Zionsville, Indiana.
Creekside is a conservation office park that includes corporate headquarters
and office buildings built alongside beautiful ravines and woodlands.
The development includes several amenities in the open space areas,
including trails and a fitness pocket park. The trail system includes nearly
3,750’ of paths and six pedestrian bridges within the natural open space, in
addition to a pathway system along all of the roadways.
This project was fully funded by the Zionsville Redevelopment Commission
and the project cost was $4.1 million.

HWC provided full-time inspection on this INDOT on-call project. There were
two bridges reconstructed within this one contract.
Work elements encompassed within the first bridge structure included removal
of the existing bridge deck as well as driving piling and pouring concrete
for the construction of new bents and piers. This 301’ bridge was built in two
different phases with one half built at a time. New beams, reinforcing steel,
and concrete were placed for phase 1 at 301’ 6” by 12’ 6’ and for phase 2 at
301’ 6” by 23’ 10”. This first bridge structure also included constructing new
concrete bridge approaches, roadway subgrade construction, placing asphalt
and pavement markings for both ends of the project, and placing seed and
planting trees along the roadway.
The second structure in this contract had the shell piling repainted and the
original bridge deck was patched. A thin deck overlay was then placed atop
the bridge deck. This combined project was completed in June of 2020 at a
cost of $4.44 million for both structures.
HWC provided design, project management and inspection services for the
Bridge #516 Replacement project in Muncie, Indiana.
Although the project was originally scoped as a bridge rehabilitation, a full
replacement was found to be the most cost effective, long-term solution due to
the extensive necessary sub-structure repair work. The existing four-span bridge
was replaced with a three-span, 320-foot-long bridge carrying four lanes of
Tillotson Avenue over the White River. Annual average daily traffic is more
than 14,000 cars per day. The design accounted for and incorporated the four
utilities attached to the bridge.
The bridge was reconstructed with a full road closure rather than phased
construction to provide cost savings to the County and reduce detours and
delays to the traveling public. Impact to the adjoining neighborhood park was
avoided, eliminating the need for a CE-4 document and reducing the project
cost.
Bridge Replacement on SR 46 over Killion Ditch

Bridge #516 Replacement

HWC provided full-time inspection for the Bloomfield Avenue/2nd Street Trail and
Signal project. The scope of the project included filling in existing gaps in multi-use
path along the north side of 2nd Street between Adams Street and Patterson Drive
and to address existing deficiencies at the signalized intersection of 2nd Street and
Patterson Drive; and Bloomfield Road & Landmark Avenue.
The constructed path was 10’ wide with a 2-5’ buffer. At the intersections of 2nd
Street & Patterson Drive and Bloomfield Road/2nd & Landmark Avenue, new
signals were installed that included new signal heads, pedestrian signal indication,
pedestrian push-button crosswalks, and Public Right-of-Way Accessibility compliant
curb ramps.
The project was funded by INDOT and the City of Bloomington. The project was
completed in 2019 with a cost of $1.533 million.
HWC was responsible for the full-time inspection of the Morgan Street
Streetscape and the Flatrock Trail projects in Rushville, Indiana.
These projects included a new terrain HMA trail along with a widened
sidewalk for enhanced pedestrian travel. The projects ran from the Rushville
City library in downtown Rushville to Riverside Park, nestled along the
Flatrock River. The projects included several new structural and decorative
enhancements. Structural enhancements included storm sewer, concrete curb,
HMA for the new trail, new concrete sidewalk, and new PCCP for drives.
Decorative enhancements included traffic signage, enhanced pedestrian
lighting through the corridor, historical markers and signs, decorative
thermoplastic crosswalks, farmers market wayward striping, new benches,
bicycle racks, trash receptacles, and decorative etched pavers throughout
the walkways. Decorative elements also included new limestone seat walls,
landscape beds, granite pavers, and a new amphitheater area with terraced
limestone seat walls.
This project was funded with INDOT LPA funds and by the City of Rushville.
The total cost was $1.8 million and was completed in November of 2020.

This was a cooperative project with the Parks & Recreation Department to
continue the construction of LaSalle Trail which ended at Darden Road.
McCormick provided subconsultant observation services for trail construction
from Darden Road to Auten Road. Services included measurement of placed
concrete, signage, sod, and other items as included on Daily Work Reports.
Construction began and was completed in 2017.

ST. JOSEPH COUNTY, IN
LaSalle Trail Phase 2
HWC provided full-time inspection services for the Sugar Creek Trail project in
Crawfordsville, Indiana.
Project additions included an MSE wall structure spanning 223’ over an
unnamed tributary that outlets into Sugar Creek and an 8’ wide HMA bike trail
approximately 1,878’ in length from Schenck Road to the existing trailhead by
the Animal Welfare League.
The project also included installing 48” RCP in the MSE wall to divert the
water for the unnamed tributary to Little Honey Creek. MSE wall envelope was
backfilled entirely with #8 stone to ensure the MSE wall joints did not leak
from typical structure backfill material.
The $670,000 project was funded by INDOT and the City of Crawfordsville.
