A PROJECT APPROACH THAT WORKS – A successful project requires skilled construction observation staff
and a thorough understanding of the plans, site conditions and local and INDOT requirements. A proven project
approach is detailed on pages 6 through 9 of this proposal. A well-managed project can be completed efficiently,
on-time, safely, without accidents, incidents, or excessive disruption to traffic, with quality construction and regular
communication to the local community. DLZ’s relevant experience, communication practices, and local presence

LOCAL PROJECT FAMILIARITY – Working behind residential homes and in close proximity to Notre Dame can
present challenges. Our project team is locally based, ready to respond at a moments notice, 24/7, to help meet your
goals. DLZ Field Services personnel and our subconsultant live and work in the South Bend area.
A FIRM WITH SEASONED CONSTRUCTION INSPECTION EXPERIENCE – DLZ is a recognized leader in
the construction field with one of the largest INDOT approved construction inspection teams in the State. Brad
Dailey, Project Manager, and Steve Menis, our proposed Project Engineer, have a combined 45 years of construction
experience delivering similar projects like the Coal Line Trail project. Providing a highly experienced project team for the
City is our highest priority and is critical to producing quality and long lasting transportation projects.

Steve has 21 years of experience performing
construction supervision, administration,
inspection, testing and final records
documentation for various construction projects.
He has performed construction inspection
and testing services on four of INDOT’s largest
projects. Steve has been the project engineer
for a variety of INDOT projects, which include
road resurfacing, road reconstruction, bridge
rehabilitation and bridge replacement. He also
has design experience in both highway and
public works projects. Steve has performed
topographical surveys as well as material testing
on several private developer projects. He is
proficient in all the construction administration,
inspection and testing procedures of INDOT.

• QUALITY. It’s critical on a project, that standard processes and procedures be followed
by all team members to ensure the integrity of the information. Maintaining quality
construction is job #1 for the DLZ Team.
• COMMUNICATION. Good communication must be specific to the designated audience to be
effective. DLZ understands this dynamic and can ensure that good communication will start
on day one. There are various audiences and types of communications on a project. The
highest priority communications are those related to the safety of the public and workforce
on site. A detailed communication plan for the project will be developed for both inter and
intra project communications.
• SCHEDULE. DLZ will work tirelessly with utilities and all contractors to keep the project
on schedule, but we will not sacrifice the quality of construction to maintain schedule.
• TEAMWORK. The DLZ Team will function seamlessly as a single unit regardless of company
affiliation. The staffing plan was developed based purely upon expertise while also including
our DBE/WBE partner, McCormick Engineering, LLC. We will function as an extension of the
City’s staff all working toward the common goal of a successful project.
• COST CONTROL. The DLZ Team will be constantly vigilant for cost saving opportunities
on the project. This can be accomplished through various avenues including value added
opportunities, change order management, identifying potential prior to causing a delay,
and managing inspection staffing levels.

Brad A. Dailey, PE
Brad has 23 years experience in the construction
industry. He is currently involved in numerous
construction projects including all types of road,
bridge, traffic and building projects. As the Division
Manager for DLZ’s Construction operations, Brad is a
hands-on leader and is responsible for quality control,
scheduling, and financial management of field services
professional services contracts. His responsibilities
also include administrative management of the
division and project coordination of its professional
staff, as well as a project technical resource for
negotiating with contractors and resolving project
issues during construction.

PROJECT UNDERSTANDING
Constructing this important link in our Community’s trail network will require
listening to homeowners, an understanding of Notre Dame traffic patterns/
events, and the experience needed to efficiently rehabilitate a railroad
bridge over the St. Joseph River. We kept these factos at the forefront as we
developed our project understanding.
This trail is Phase II of a multi-phase project that connects Lincolnway West
at the intersection of Wilbur Street and Lincolnway, to the existing East Bank
Trail near the intersection of Angela Boulevard and North Michigan Street.
The Phase I portion of the trail is currently under construction and is expected
to be completed yet this year. The Phase II portion is located between
Riverside Drive and the East Bank Trail. Most of the proposed trail will be a
10- to 12-foot-wide asphalt multi-use path with lighting and benches along
the project’s entire length. Approximately 500-feet of 24-inch pipe will be
installed and conveyed to an existing ditch that will be used to fix a flooding
issue at the east end of the trail in a future project. The project also includes
the rehabilitation of the abandoned 337-foot Norfolk Southern Railroad
Bridge over the St. Joseph River. A rest area plaza will be constructed on the
west side of the bridge. The plaza will include a pavilion, limestone seatwall,
bike repair station, and drinking fountain. A proposed rest node area will
also be constructed at Iroquois Street. The overall project is scheduled to be
completed in August 2022, before the first Notre Dame home football game.

SITE CONSIDERATIONS
Proposed Raised Crossing at North Shore Drive
Challenge
Phase II includes the construction of a raised crosswalk at North Shore Drive
that will impact residents that live within the North Shore Club Condominiums.
The proposed path of the trail just east of North Shore Drive is also located
near several properties that currently park vehicles nearby. DLZ expects there
to be questions and concerns from the residents of the North Shore Club, as
well as the property owners whose houses are directly south along the path.
Solution
DLZ knows that the City of South Bend is our most important stakeholder on
this project, and we will coordinate with you and other stakeholders based on
a plan that includes and is approved by the City. However, our overall goal is to
be your least concern and work directly with the contractor and stakeholders
to communicate the important messages seamlessly. Steve Menis has excellent
communication skills as demonstrated on previous difficult projects. He will use
these skills to build
a solid line of communication between the contractor, inspection team and the
City. Steve
will hold regular progress meetings with you, as your schedule allows, and will
keep you up to date and informed as the project progresses.
COMMUNICATION WITH STAKEHOLDERS

CUT AREAS
Challenge
According to the plans, a significant cut in the existing ground is
required at the east end of the project. The cut area has a steep
slope, as shown in the picture below. Constructing the proposed trail
in this area can be unsafe for the contractor due to the possibility of
the sides collapsing.
Solution
A benched excavation may be necessary to prevent the sides of the
excavation from collapsing and possibly injuring workers.

Challenge
AEP recently installed a new
underground 69kV power line within the
project limits. Per the plans, cut areas in
the existing grade are required when the
proposed trail breaks off the old Norfolk
Southern Railroad Corridor.
Solution
During design of the proposed trail, the
City of South Bend worked closely with
AEP. It is our understanding that AEP
lowered the new line in anticipation of the
trail project. Although the new power
line is not live yet, coordination with AEP
will be necessary during construction to
avoid any potential conflicts or damage
to the line.
Given the proximity to this line, and
potential danger in working around it,
AEP will need to be notified prior to any
work around the line.
CONSTRUCTION LIMIT AND
TREE CLEARING CONSTRAINTS
Challenge
Thanks to the recent construction of AEP’s new
underground 69kV power line, most of the tree clearing
needed for the project has already been completed.
However, there are still several trees, specifically near the
east end of the project, that need to be removed. All tree
removal must be completed by March 31st to comply with
the Indiana Bat Restrictions.
Solution
DLZ will work with the contractor so that clearing limits are
staked and all trees for removal are identified before the
start of land disturbing activities, including the installation
of erosion control. Often the installation of silt fence along
the construction limits impacts trees adjacent to the
construction limits.

Challenge
The project includes the rehabilitation of the
existing Norfolk Southern Railroad Bridge.
Although the overall bridge is structurally
sound and the piers are in good shape,
unforeseen items can quickly derail a project
schedule and/or budget if not caught early.
Solution
Knowing what to look for and where to look
is critical in bridge rehabilitation. Prior to any
bridge work beginning, Steve will work with
the contractor to safely begin looking at the
piers, abutments, and structural steel to identify
any items that may have been overlooked.
Identifying poor concrete for patching or cracks
that may need epoxy injection are some of the
items that can be identified early for repair and
coordinated with other bridge work, preventing
delays to the overall project schedule.

STELLAR TRAIL
North Liberty, Indiana
Construction engineering services were provided for the construction of a new 4,600-foot asphalt
trail that connects Tamarack Trail to School Trail. A 400-foot boardwalk was constructed along
an existing wetland area just east of North Liberty School. The boardwalk consisted of helical
piles, concrete end bents, and treated lumber. Construction of the project also included subgrade
treatment, compacted aggregate, and seeding. Coordination for the project included maintenance
of traffic, staging of construction, construction schedule, and material testing.

PENNSY GREENWAY TRAIL
PHASES II AND III
Schererville, Indiana
DLZ was retained by the Town of Schererville
Parks and Recreation Department to provide
the design and construction engineering
services for the second and third phases
of the Pennsy Greenway Trail. This 3.5-mile
section of the trail received Transportation
Enhancement funding and lay within a high
priority corridor.
The project extended from Schererville Town
Hall northwesterly along the abandoned
Penn Central railroad corridor to Main Street.
This phase connects to existing trails at both
termini. The project completes a nine-mile
continuous section of the trail in Indiana.
Also included with the trail is a trailhead,
Hawk pedestrian traffic signal, retaining
wall, decorative fencing, two parking lots,
trail signage, and wetland mitigation.
DLZ performed construction engineering,
materials testing, and record keeping
in conformance with INDOT and FHWA
guidelines.
LASALLE TRAIL, PHASE III
St. Joseph County, Indiana
DLZ provided construction engineering
services for the extension of the LaSalle Trail
shared use path from Auten Road to the
Indiana/Michigan State Line. Work included
construction of ADA compliant infrastructure
with trail being 10 feet wide and hard-surfaced
concrete pavement with 2-foot shoulders. The
length of the path is 5,700 feet.
The path follows the alignment on the existing
former railroad bed and aligns with the trail
from the previous phase, LaSalle Trail Phase
II. Coordination was required to align the path
from the south side of State Line Road to the
north side with the existing IN-MI River Valley
Trail.
TAMARACK TRAIL
North Liberty, Indiana
Construction engineering services were
provided for the construction of a new
4,600-foot asphalt trail from Quinn Road
to Wabash Avenue. The trail connects
the North Liberty Community Center to
the North Liberty Youth League Ballpark
along the abandoned railroad corridor
(formerly Indiana, Illinois, and Iowa
Railroad). Approximately 2,200 feet of
woods were cleared as part of the project.
Construction of the project also included
subgrade treatment, compacted aggregate,
and seeding. Coordination for the project
included maintenance of traffic, staging of
construction, construction schedule, and
material testing.

WRENWOOD TRAIL
North Liberty, Indiana
DLZ provided construction engineering
services for the construction of a new asphalt
trail from North Liberty School to the Potato
Creek Crossing Subdivision. A new 70’-2”
Pre-Engineered Steel Truss Bridge was
constructed over Potato Creek. The bridge
consisted of steel piling, concrete end bents
and reinforced concrete bridge approaches.
Construction of the project also included
subgrade treatment, compacted aggregate,
curb ramp, and landscaping. Coordination
for the project included maintenance of
traffic, staging of construction, construction
schedule, and material testing.
OAK SAVANNAH TRAIL
Gary, Indiana
DLZ provided construction engineering
services for the Oak Savannah Trail Project
in Gary, Indiana. The project consisted of the
installation of a three-sided box culvert under
Broadway (SR 53) in order to reroute the
trail directly beneath the roadway. The grade
separation crossing was constructed rather
than utilizing city sidewalks to a signalized
intersection used previously to improve the
safety of the roadway/trail crossing.
Project elements included stormwater
management, new sidewalks, landscaping,
and tunnel lighting. DLZ provided continuous
resident construction management and
observation, review of shop drawing
submittals, preparation of change order
requests, and preparation of the construction
record.
US 30 SHARED USE PATH
Valparaiso, Indiana
DLZ was retained to provide construction
observation and management services for a
shared use path along US 30 in Valparaiso
from Hayes Street to Washington Street.
The project included approximately one mile
of 10-foot-wide asphalt/concrete path with
lighting. A new pedestrian bridge, retaining
walls, storm sewer, and pedestrian upgrades
to four existing signals was also included.
The project was federally funded through the
City of Valparaiso along the INDOT owned
roadway.
DLZ was a subconsultant during the
preliminary engineering phase but became
the lead firm for construction observation at
the request of the City.
