Our team consists of up to 20 professionals with experience in geology/hydrogeology, engineering, geotechnical engineering, construction materials testing, site inspections, and environmental consulting. APEC‘s Team, including subconsultants, have successfully provided Construction Inspection and Geotechnical Investigation services on many INDOT projects throughout the State of Indiana. The staff understands and follows INDOT procedures and have a thorough understanding of INDOT’s practices, specifications, and standards. Our staff has worked on INDOT projects for over 20 years. Zurbuch Development/Construction Consulting (also dba MZ Corp.) will work with APEC on this project by providing additional field inspectors and to fulfill the 3% DBE goal on this project.MZ Corp.has experienced construction inspection personnel that have worked on a variety of INDOT projects across the state of Indiana. PROJECT MANAGER AND KEY STAFF APEC‘s team members have successfully provided Construction Inspection services on many INDOT projects. We are well versed with INDOT standards and have a thorough understanding of INDOT’s practices and specifications. Based on current and anticipated workloads, our staff will be able to handle the capacity needed by INDOT to fulfill this contract efficiently. As a field supervisor, he oversees staff and performs field sampling and testing as required. He also ensures staff are performing their work safely and in accordance with the project specifications. STAFF AND PROJECT EXPERIENCE The following is a short list of projects the Team members have performed Construction Inspection services on INDOT projects. I-69 Section 6 Road Construction, Morgan County, Indiana. Construction Inspection and testing for new roadway construction. Performed field inspections, laboratory materials testing, Dynamic Cone Penetrometer (DCP) and Light- Weight Deflectometer (LWD) testing for fill placement and compacted aggregate, US 31 over CR 100 S. and Norfolk RR in Tipton County, Indiana. Performed DCP and LWD testing for fill placement and subgrade treatment. Rocky Ford Road in Columbus, Indiana. Construction Inspection and quantity tracking of work performed. Performed concrete testing (air, slump, elative yield, water/cement ratio, making and curing beams and cylinders). David Wolf Bridge Rehabilitation, Indianapolis, Indiana. Construction inspection, measured daily quantities, and entered daily reports into SiteManager as DCT. National Road Heritage Trail Multi-Use Path. Performed on-call daily inspection and testing for sidewalks and paved trail areas. Performed concrete testing (air, slump, relative yield, water/cement ratio) for sidewalks and density testing using Light-Weight Deflectometer and Dynamic Cone Penetrometer. Entered all daily reports and test results in SiteManager as PE/PS US 421 Bypass in Greensburg, Indiana. Performed on call daily inspection and testing for new roadway construction. Performed DCP and LWD testing for embankment fill placement and compacted aggregate, Entered all test results and daily reports into SiteManager as DCT. US 27 Roadway Improvements in Berne, Indiana. Performed daily inspection and testing for roadway widening and new sidewalk construction. Performed DCP and LWD testing for embankment fill placement and compacted aggregate, Entered all test results and daily reports into SiteManager as DCT Meridian and St. Clair St Pedestrian Improvements, Indianapolis, Indiana. Performed daily inspection and quantity tracking of work performed. Entered all daily reports in SiteManager as DCT and PE/PS. PROJECT APPROACH AND MANAGEMENT Richard Ballard, Jr., P.E. will be the Engineer/Project Manager in- charge, responsible for overall project direction and quality assurance. Mr. Ballard is a Professional Engineer at APEC licensed in the State of Indiana (License #PE11200312) with a focus on Geotechnical Engineering. He has a BS in Civil Engineering from Rose-Hulman Institute of Technology in Terre Haute, Indiana. Mr. Ballard has performed geotechnical engineering and construction inspection services for over 200 projects in Indiana. With the Team assigned to this project,APEC is confident we can provide the services when requested or needed by INDOT.APEC’s home office and the Team’s staff assigned to this project are located in Hancock, Marion and Vanderburgh Counties in Indiana. This allows several options for staff members to mobilize to the project area quickly when requested by INDOT. Given the scope of our Team’s professional experience,APEC is confident that we will satisfy the needs of INDOT by providing experienced personnel to perform inspection services in a timely and cost efficient manner. PROJECT APPROACH Our approach during the course of the project will include the following: •Introduction of project team to key INDOT personnel and project stakeholders before project begins •iPads will be used in the field to complete daily reports and report test results, and to email project supervisors at the end of each day for review/approval •Provide progress reports at the end of each day to Management Team for review/approval •Conduct morning toolbox meetings for safety briefing and understanding of expected daily work progress •Respond to INDOT and site manager calls or correspondence within 24 hours •Bi-weekly communication and briefings with INDOT and other integral staff involved with the project •Submit meeting agendas prior to site meetings and send post-meeting minutes for review and approval •Review and submit completed daily reports and test results in SiteManager, as required by INDOT CLOSING The combination of the previously described factors, along with our Team of professionals and our project approach has proven that APEC can fulfill the testing and inspection requirements for this project.APEC’s reputation for being Dedicated, Experienced, and Responsive to our Clients’ needs sets us apart from our competition.
