Assistant City Attorney Ann-Carol Nash made the presentation. She noted that the substitute Bill calls for minimal changes to the regulations passed by the Common Council last year addressing alarm system. The Bill would change the definition for alarm agents and limit it to businesses who monitor and contact the police and/or fire departments as further addressed in § 12-1 of the South Bend Municipal Code. The Police Department has also suggested that § 12-2 of the South Bend Municipal Code be amended to delete the provisions addressing entry by the police and/or fire departments when having access to a lock box, in light of potential liability issues. Ms. Nash stated that Juanite Dempsey and Captain Wanda Shock would be with her this evening at the regular Common Council meeting on this proposed ordinance. Following discussion, Council Member Kirsits made a motion, seconded by Council Member Kelly that Substitute Bill No. 102-03 be recommended favorably to Council. The motion passed. There being no further business to come before the Committee, Council Member Puzzello adjourned the meeting at 4:00 p.m. Respectfully submitted, Council Member Ann Puzzello, Chairperson Health and Public Safety Committee KC F:kmf Attachments
