After due consideration, the following action was taken:
Upon a motion by Sarah Andrews, seconded by Patrick Deegan, and unanimously
carried by vote, the Historic Preservation Commission DENIES Certificate of
Appropriateness Application #2021-0810.
Commission President Gelfman clarified that, in motions for denial, Commissioners are
required to state their reasons for denial. Roll was called.
Commissioner Wyncott (AYE): I voted to deny because it is outside the standards and
guidelines.
Commissioner Deegan (AYE): I voted to deny, also because it is outside the standards
and guidelines.
Commissioner Andrews (AYE): I voted to deny, for the same reasons.
Commissioner Gelfman (AYE): I voted to deny, because it was a retroactive C of A,
and it was outside the guidelines and the standards of this particular district.
Commissioner Tiffany (AYE): I voted to deny because it is outside the standards.
Commissioner Stalheim (AYE): I voted to deny, for reasons listed previously.
Commissioner Downs-Krostenko (AYE): I voted to deny, for the reasons I articulated a
minute ago.
Commissioner Hertel (AYE): I voted to deny, also because it is outside the standards
and guidelines.
Certificate of Appropriateness #2021-0810 is denied.
Vote: 8-0. Eight in Favor, none opposed.

Upon a motion by Joan Downs-Krostenko, seconded by Sarah Andrews, and
unanimously carried by vote, the Historic Preservation Commission approves the
amendment to the petition to include the allowance for a fence.
Vote: 8-0. Eight in Favor, none opposed.
Motion is approved.
Upon a motion by David Wyncott, seconded by Sarah Andrews, and unanimously carried
by vote, the Historic Preservation Commission APPROVES the amended Certificate of
Appropriateness Application #2021-0812.
Vote: 8-0. Eight in Favor, none opposed.
Amended COA#2021-0812 is approved.

feasible and encouraged.

Upon a motion by Elizabeth Hertel, seconded by Eric Stalheim, and carried by vote, the
Historic Preservation Commission DENIES Certificate of Appropriateness Application
#2021-0907.
Commission President Gelfman clarified that, in motions for denial, Commissioners
are required to state their reasons for denial. Roll was called.
Commissioner Hertel (AYE): I vote to deny due to it not conforming with the
standards and guidelines and it using vinyl however I would also like to add if the
applicant would like to reapply for storm windows that he not be charged.
Commissioner Wyncott (AYE): Standards and guidelines.

Commissioner Downs-Krostenko (AYE): The original windows seem to be in good
shape for the most part, we have seen windows that aren't, and these look like they
could be rehabilitated fairly easy, therefore from the cost point of view, I believe it is
more effective to simply do the custom-made wood and storms and those materials
are in compliance and are helpful and energy-efficient
Commissioner Gelfman (AYE): I am in agreement with Dr. Downs, I believe the
standards and guidelines are fairly evident in this case and looking at the storm
windows themselves I believe that could be a huge increase in value for you as is the
energy efficiency.
Certificate of Appropriateness #2021-0907 is denied.
Vote: 7-1. Seven in Favor, One opposed.

Upon a motion by Joan Downs-Krostenko, being seconded by David Wyncott and
unanimously carried by vote, the minutes from the August 16, 2021, Historic Preservation
Commission are approved.
