Dear South Bend Common Council:
We, the undersigned neighborhood organizations, submit this letter to you in order to express our concerns
about the 2022 budget process. While we're excited about the influx of $58.9 million in federal American
Rescue Plan (ARP) dollars into the city, we are concerned about how those dollars will reach and improve
our neighborhoods. We are requesting that the council call on the administration to provide more clarity as
to how the spending proposals in the 2022 budget will impact our neighborhoods.
Additionally, we demand that the City commit at least $30 million to our neighborhoods for low-income
and affordable housing development; neighborhood planning; infrastructure (curbs, sidewalks, and street
improvements); youth and elder support; home buying assistance; and business support.
We request an immediate meeting with the council leadership and Mayor James Mueller about our
concerns.
