The May 10,2004 meeting of the Community and Economic Development Committee was
called to order by its Chairperson, Council Member Roland Kelly at 3:35 in the Council Informal
Meeting Room.
Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Pnzzello, Varner,
Kuspa, Coleman,Kirsits and White; Mayor Stephen J. Luecke, City Clerk John Voorde,Public
Works Director Gary Gilot, Community and Economic Development Director Sharon Kendall,
Bernie Feeney, George Adler, , Jeff Myers,Pam Myers,Marco Mariani,Gladys Kopola, Wayne
Curry,Linda Hopkins,Arnold Sallie,Terry Bland of the,Suufk Alextb`Cribunt,and Kathleen
Cekanski-Farrand, Council Attorney.
Council Member Kelly noted that the first item on the agenda was to review Bill No. 04-46
which is a proposed resolution which would adopt a vision and guiding principles developed by
the community for a comprehensive planning process called"City Plan".
Mayor Luecke made the presentation. He began by introducing the new Executive Director of
Community and Economic Development, Sharon Kendall.
Mayor Luecke stated that City Plan has two(2)basic elements: a community vision and its
guiding principles. Almost 1,000 people took part in the thirty(30)community meetings held
throughout the city. He noted that the 50-member Civic Alliance also met in a 1/2 day retreat.
Phase II will have a series of small group meetings which will focus on twelve(12)primary
areas of discussion.
Wayne Curry,Economic Development/Conummity Development Chairperson spoke in favor of
the proposed resolution, noting the public participation varied from place to place but overall the
people were enthusiastic. He further noted that the proposed resolution calls for flexibility so
that the process may be changed as conditions and needs warrant.
Arnold Sallie, Transportation and.Infrastructure Chairperson spoke in favor of the proposed
resolution,noting that it has been an invigorating process.
Linda Hopkins,Parks,Health and Safety Chairperson also spoke in favor of the proposed
resolution.
Dr. Varner noted that he anticipates that there will be additional documents for the Council to
review, and inquired as to what the next steps would be.
Larry Magliozzi stated that the process of identifying stakeholders will take place next with
discussions on overcoming obstacles and barriers and building on the strengths of the
community. Discussions began last month and will continue until the end of September with a
report back to the Council at that time. He further noted that the beginning process of drafting a
comprehensive plan will begin in early 2005.

Mayor Luecke added that a comprehensive plan will be produced with opportunities for input
from many venues.
Dr. Varner noted that when he and Council.Member Kelly met earlier with Community&
Economic Department officials that they both stressed the need for realistic solutions, specific
goals and timelines.
Council Member Kelly stated that a working document is essential since no one is interested in a
document that would just sit on a shelf and collect dust.
Council Member Kuspa stressed the need for putting 200%effort into the process in order to
make the overall plan work once agreement is reached.
Council Member Pnzzello inquired about what the community may expect to happen in the next
four(4)years.
Mayor Luecke stated that there will be short-term,mid-term and long-term goals. Larry
Magliozzi added that small parts may be put into place as soon as possible.
Council Member Kirsits noted that a good legislative history of the process should take place.
He recommended that a complete list of the members of the Civic Alliance, a list of the names
and members of the committees and other relevant information so that it could be maintained in
the Clerk's Office with the proposed resolution.
Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that
Bill No. 04-46 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee,Council Member Kelly
adjourned the meeting at 3:53 p.m.
