Black Lives Matter - South Bend submits this set of questions so that we might gain further
clarity as to how the proposed 2022 budget will address concerns raised by Black residents.
Our hope is that the Administration will give a more nuanced explanation as to how it will
allocate dollars so as to ensure equity.
COMMUNITY INVESTMENT
1.According to an April 2021 Bank Reconciliation, the City of South Bend holds
$200,000,000.00 in an investment account with 1st Source Bank. Please provide data
on how and where (census tract-wise) where 1st Source Bank holds mortgages,
provides business loans and supports community development projects in the Black
community?
2.Over the last 5 years, how many millions of dollars have gone towards affordable house
initiatives and to which census tracts?
3.Please share the expected amount of both civil and federal dollars that will go
specifically towards home repair, and into which census tracts? Please specify by
program type ( CDBG, HOME, civil funds, etc.).
4.Can you explain how you will ensure that local Black contractors are hired to repair
homes? How many Black contractors are the City working with around home repair?
5.Questions regarding the current home repair pilot program:
a.How many households applied?
b.How many and what percent of applicants were approved?
c.What percent and number of applicants fell outside of and within the designated
impact areas?
d.How many and what percent of applicants were approved and received funding?
e.What was the average amount awarded?
f.What were the primary reasons as to why applicants were denied?
g.How many and what percent of applicants did not complete their applications?
6.What will be the designated areas for the home repair program next year?
7.What projects will the Industrial Revolving Loan support next year? And how large is the
fund?
8.Does the City plan to apply for funding through the Federal Home Loan Bank in order to
make more dollars available for affordable housing projects?
PUBLIC WORKS
1.Will “traffic calming” dollars be allocated for districts 1 and 2? Which streets?
2.What census tracts and streets will receive curb and sidewalk funding?
3.What streets and census tracts will recieve street paving funding?
4.How many Black firms has your department worked with in the past two years, and in
what capacity?
SOUTH BEND POLICE
1.How many officers will be expected to retire this year?
2.Is there a detailed budget showing the expected revenue to be generated from fines and
fees? One that lists where dollars are generated by each fine and fee.
