The June 14, 2004 meeting of the Community and Economic Development Committee was
called to order by its Chairperson, Council Member Roland Kelly at 4:18 in the Council Informal
Meeting Room.
Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello,Varner,
Kuspa, Coleman,and White; City Clerk John Voorde, Terry O'Brien,John J. Wheland,III;Jeff
Myers, Terry Bland of the South Bend Tribune and Kathleen Cekanski-Farrand,Council
Attorney.
Council Member Kelly noted that the first item on the agenda was to review Bill No. 04-64
which is a proposed resolution which is a five(5)year residential real property tax abatement
request for the property located at 925 North Notre Dame Avenue for John J. Whelan III and
Molly O'Neill Whelan.
Terry J. O'Brien, an Economic Development Specialist with the Department of Community&
Economic Development reviewed his report dated May 27,2004 (copy attached). He noted that
the petitioner proposes to build a single family home which will be 2,400 square feet and
estimated to have a value of$250,000.00. The report concluded that the petitioner meets the
qualifications for a five(5)year personal property tax abatement under Section 2-77.1of the
South Bend Municipal Code addressing single family real property tax abatement.
Mr. John J. Whelan IlI then made the presentation. He noted that he,his wife and their four(4)
young children moved back to South Bend from Evansville. He was a student at Notre Dame
and worked at Madison Center and the Center for the Homeless. They want to live in the
southeast neighborhood while he works at the University of Notre Dame.
There was no one present from the public to speak against the tax abatement request.
Following discussion,Council Member Coleman made a motion, seconded by Council Member
Kuspa that Bill No. 04-64 be recommended favorably to Council. The motion passed.
Under miscellaneous business,Jeff Myers noted that he will soon be leaving to begin graduate
school at Georgia State. Council President White stated that she would like him to return after
he completes his studies.
There being no further business to come before the Committee,Council Member Kelly
adjourned the meeting at 4:23 p.m.
