The June 28, 2004 meeting of the Community and Economic Development Committee
was called to order by its Chairperson,Council Member Roland Kelly at 4:11 p.m., in the
Council Informal Meeting Room.
Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello,
Varner,Kuspa, Coleman, and White; Community and Economic Development Director Sharon
Kendall,Beth Leonard,Jeff Gibney,Alfred Fultz,David Spier,Bernie Feeney,Bill Schalliol,
Terry O'Brien, City Clerk John Voorde,Terry Bland of the Sout/v 93e#4%aw►&and Kathleen
Cekanski-Farrand,Council Attorney.
Council Member Kelly called for a presentation on Bill No. 37-04 which would
appropriate$133,080 within Fund#212 for distribution pursuant to the federal Shelter Plus Care
Grant Program.
Beth Leonard of the Department of Community&Economic Development made the
presentation. She noted that$89,644 would be allocated to Madison Center and$43,416 would
be allocated to Aids Ministries/Aids Assist. HUD funded services would include housing and
counseling services for physically and mentally ill persons.
No one from the public spoke in favor or in opposition to the Bill.
Council Member Coleman then made a motion, seconded by Council Member Kuspa,
that Bill No. 37-04 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 04-66 which is a five
(5)year residential real property tax abatement request of Alfred and Tiffany Fultz for the
property located at 2046 Meade Street.
Terry J. O'Brien,an Economic Development Specialist,then reviewed his report dated
June 14, 2004(copy attached). He noted that the petitioner plans to have one(1)home built by
Bayman and Rusk Custom Builders which would have an estimated value of$113,000. The
report concluded that the petitioner qualifies for a five-year residential tax abatement under
Section 2-77.1 of the South Bend Municipal Code addressing"Single Family Real Property
Abatement".
The petitioner,Alfred Fultz stated that he and his wife would like to have the home built
and requested the Committee's approval of the abatement.
No one from the public spoke in favor or in opposition to the Bill.
Council Member Coleman then made a motion, seconded by Council Member Kuspa
that Bill No. 04-66 be recommended favorably to Council. The motion passed.

Council Member Kelly then called for a presentation on Bill No.04-67 which is a five
(5)year residential real property tax abatement request of South Bend Heritage Foundation for
the property located at 1310 and 1314 West Liston Street.
Terry J. O'Brien, an Economic Development Specialist,then reviewed his report dated
June 7, 2004(copy attached). He noted that the petitioner plans to have two (2)homes built
by Habitat for Humanity of St. Joseph County. One will be the site of the"Women Build"home
and the other will be built by a consortium of area churches. Each home will have an estimated
value of$ $75,000 to $80,000. The report concluded that the petitioner qualifies for a five-year
residential tax abatement under Section 2-77.1 of the South Bend Municipal Code addressing
"Single Family Real Property Abatement".
Jeffrey V. Gibney,Executive Director of South Bend Heritage made the presentation. He
noted that Liston Street is parallel to Washington Street and is located between Walnut and
Studebaker. The project will include curb cuts, sidewalks and tree plantings. 100%of the lots
in the area have been developed and sold. An additional $14,000 per home has been added so
that each may have a garage.
In response to a question from Dr. Varner,Mr. Gibney stated that HOME dollars are
being used for the construction of the garages and as a result second mortgages will be required
for each home. 20%of that mortgage will be forgiven if payments are made on a regular basis.
He also noted that South Bend Heritage is a 501(c)(3)non-profit corporation.
No one from the public spoke in favor or in opposition to the Bill.
Council Member Coleman then made a motion, seconded by Council Member Kuspa
that Bill No. 04-67 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 04-68 which is a five
(5)year residential real property tax abatement request of Kendall-Weiss,LLP for various
addresses in Lafayette Falls Subdivision, Section One.
Terry J. O'Brien,an Economic Development Specialist,then reviewed his report dated
June 23, 2004(copy attached). He noted that the petitioner plans to have thirty (30)homes
built. 266 homes will eventually be built on 116.2-6 acres which was recently annexed into the
city. The average cost of each home will be$152,500. The report concluded that the petitioner
qualifies for a five-year residential tax abatement under Section 2-77.1 of the South Bend
Municipal Code addressing"Single Family Real Property Abatement".
David Spier of Abonmarche Consultants,LLC with offices at 750 Lincoln Way West,
South Bend,Indiana 46601 made the presentation. He noted that this will be the first phase of
the development west of US 31. They will begin construction in July and should be done in
October. Dave Weiss will make the formal presentation tonight.

Council Member Coleman then made a motion, seconded by Council Member Kuspa
that Bill No. 04-68 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 04-69 which is a five
(5)year residential real property tax abatement request of Cleland Builders,Inc. for various
addresses in Jade Crossing Subdivision, Section Two.
Terry J. O'Brien,an Economic Development Specialist,then reviewed his report dated
June 23, 2004 (copy attached). He noted that the petitioner plans to have thirty (30)stick-built
homes built with the average cost of each home being$150,000. The report concluded that the
petitioner qualifies for a five-year residential tax abatement under Section 2-77.1 of the South
Bend Municipal Code addressing"Single Family Real Property Abatement".
Bernie Feeney of Lang,Feeney and Associates,Inc. with offices at 715 South Michigan
Street, South Bend,Indiana 46601 made the presentation. He noted that Phase I has been very
successful.Phase 2 homes will be somewhat larger and is expected to be as successful as Phase
1.
Council Member Coleman then made a motion,seconded by Council Member Kuspa
that Bill No. 04-69 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee,Council Member Kelly
adjourned the meeting at 4:25 p.m.
