The November 8, 2004 meeting of the Community and Economic Development
Committee was called to order by its Chairperson,Council Member Roland Kelly at 5:00 p.m. in
the Council Informal Meeting Room.
Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Coleman,
Puzzello, Varner, Kuspa, Kirsits and White; Director of the Division of Community
Development Pam Meyer, Executive Director of the Department of Community & Economic
Development Sharon Kendall,Rita Kopola,Director of Economic Development Don Inks, Judy
Rosheck, John Sellers, Ann Kolata, Rita Kopala, a member of the news media and Kathy
Cekanski-Farrand,Council Attorney.
Council Member Kelly called for a presentation on Bill No. 71-04 which would
appropriate $ 21 million, plus interest earned, within Fund # 212 for the purpose of
redevelopment of the Studebaker-Oliver Project Area.
Judy Rosheck of the Division of Financial & Program Management made the
presentation. She noted that this Bill was discussed with the Council in a prior Committee
meeting. It was part of the 30-day comment period, and no comments were received. She
indicated that waivers are still needed from the federal government.
Dr. Varner voiced concern about appropriating monies before the loan is even approved.
Ms. Rosheck stated that the city has done this before and that there is an annual action
plan.
Ann Kolata stated that this same procedure has been done when CDBG funds were
involved.
Dr. Varner asked the Council Attorney to look into this procedure further. He also
inquired whether Congressman Chocola's office was asked to assist in procuring the waivers.
Ms. Kolata stated that Congressman Chocola's office, Senator Lugar's office and Senator
Bayh's office have all been involved for over a year.
Council Member Kuspa made a motion, seconded by Council Member Coleman that Bill
No. 71-04 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 72-04 which would
appropropriate $3,468,840 from Community Development Fund # 212 for the purpose of
defraying expenses of the department and designating various subgrantee agencies for the 2005
program year which would be administered through the Department of Community and
Economic Development.

Ms. Rosheck made the presentation. They did receive comments from South Bend
Heritage Foundation who requested more money. Arc Angels are taking over a community
center, and LaCasa asked for more money. Mayor Luecke made adjustments in light of these
comments. Ms.Rosheck stated that reprogrammed funds would be used to fund Arc Angels.
Council Member Dieter inquired whether Ron King had been contacted regarding the
Arc Angels funding requested and was advised that he was. He also inquired about the$90,000
for foot patrols,and inquired how much was spent last year.
Ms. Rosheck stated that she was unsure how much was spent but believes that very little
is left,noting that she gets monthly reports.
Council Member Dieter inquired about the overall mission of the Youth Development
Commission.
Ms. Rosheck stated that it was funded in the past from Administrative dollars. It is an
umbrella organization which organizes other organizations who help youth get organized. She
cited the Healthy Communities Initiatives as an example.
Dr. Varner asked for examples of the funding listed under the category of"Community
Development-Activity Delivery& Counseling". Ms. Rosheck stated that the monies are used to
process applications for REWARD, CHC, etc., and basically pays for staff time, a type of
administrative expense.
In response to a question from Council Member Kuspa, Ms. Rosheck stated that Habitat
for Humanity would be located at the corner of Sample Street and Monroe.
Council Member Kuspa made a motion, seconded by Council Member Coleman that Bill
No. 72-04 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 73-04 which would
appropriate $10,000 within Fund # 212 for the "purpose of protecting the city's interest in
outstanding loans".
John Sellers made the presentation. He noted that these CDBG monies would be used to
cover the costs of filing fees,lease commissions and redemption of property at tax sales in order
to protect the city's interest in home improvement loans previously made by the city. Such costs
are basically"costs of collection"pursuant to HUD.
Council Member Kuspa made a motion, seconded by Council Member Kirsits that Bill
No. 73-04 be recommended favorably to Council. The motion passed.

Council Member Kelly then called for a presentation on Bill No. 74-04 which would
appropriate $595,591 within Fund# 212 for the purpose of defraying administrative costs of the
Department of the Department of Community and Economic Development.
John Sellers noted that this request was discussed at an earlier committee meeting. The
monies are from fees,interest income,and staff support contracts.
Council Member Kuspa made a motion, seconded by Council.Member Kirsits that Bill
No. 74-04 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 75-04 which would
appropriate $28,919 from Economic Development State Grant Fund # 210 for the purpose of
assisting the Division of Economic Development's administrative budget.
John Sellers noted that this request was discussed at an earlier committee meeting.
Council Member Kuspa made a motion, seconded by Council Member Kirsits that Bill
No. 74-04 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 76-04 which would
appropriate$124,736 from HUD's emergency shelter grant program.
Mr. Sellers noted that the funds would be allocated among the four (4) listed agencies
(Center for the Homeless,Aids Ministries/Aids Assists, Youth Services Bureau, and YWCA); as
well as$5,000 for administrative costs. No public comments were received.
Council Member Coleman made a motion, seconded by Council Member Kuspa that Bill
No. 76-04 be recommended favorably. The motion passed.
Council Member Kelly called for a presentation on Bill No. 77-04 which would transfer
$628,334 among various accounts within Fund # 212 in the Department of Community &
Economic Development.
The Council Attorney noted that since a substitute bill has been filed changing the
transfer amount from $628,334 to $658,334; that the Bill will need to be accepted this evening
so that the new title may be advertised and then set for public hearing at the November 22nd
Council meeting.
Council Member Kirsits made a motion to that effect, which was seconded by Council
Member Kuspa. The motion passed.
There being no further business to come before the Committee, Council Member Kelly
adjourned the meeting at 5:18 p.m.
