The November 22, 2004 meeting of the Community and Economic Development
Committee was called to order by its Chairperson,Council Member Roland Kelly at 4:13 p.m. in
the Council Informal Meeting Room.
Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Coleman,
Puzzello, Varner, Kuspa, Kirsits and White; City Clerk John Voorde, Executive Director of the
Department of Community & Economic Development Sharon Kendall, Rita Kopola, Rita
Kopala, Andy Laurent Ann-Carol Nash, Isabel Gonzalez, Elizabeth Leonard and Kathy
Cekanski-Farrand, Council Attorney.
Council Member Kelly called for a presentation on substitute Bill No. 77-04 which
would transfer$658,334 among various accounts within Fund# 212 Community Development.
Elizabeth Leonard, Director of Financial & Program Management for Community &
Economic development made the presentation. The substitute bill was required in order to
include $30,000 for Ark Angels. CDBG monies are part of the 2005 Action Plan.
Council Member Dieter requested additional information about Ark Angels such as its
Board of Directors, expenses, objectives.
In response to a question from Dr. Varner, Ms. Leonard stated that Ark Angels is a new
organization and that they asked for their financial statements and their audit. Since they have
not been audited they only have their financial statement. She noted that federal guidelines
establish certain criteria if they meet a$300,000 threshold.
Following discussion, Council Member Kuspa made a motion, seconded by Council
Member Kirsits that Substitute Bill No. 77-04 be recommended favorably to Council. The
motion passed.
Council Member Kelly then called for a presentation on Bill No. 83-04 which would
appropriate $655,267 of Indiana Community Revitalization Enhancement District Increment
Funds within the Industrial Development Fund, Fund# 434 for the purpose of development and
redevelopment within the Studebaker/Oliver Community Revitalization Enhancement District.
Andy Laurent, an Economic Development Specialist, made the presentation. He noted
that the funds will be used to implement the Studebaker/Oliver Redevelopment Strategy which
the Council previously adopted. The monies are the state tax increment income from CRED,
with the revenues being for state fiscal years 2002-2004. The 1st year had $141,000; the 2nd
year had$226,000 and the 3rd year had$287,000.
Dr. Varner inquired about the board which oversees this. Mr. Laurent stated that Pat
McMahon is the Chairperson and that he would provide the Board information.

Following discussion, Council Member Kirsits made a motion, seconded by Council
Member Kuspa that Bill No. 83-04 be recommended favorably to Council. The motion passed.
Council Member Kelly then called for a presentation on Bill No. 04-126 which would
authorize the Mayor to submit to HUD an application for Section 108 loan funds.
Elizabeth Leonard made the presentation. She noted that the proposed funding is part of
the Housing and Community Development Action Plan for 2005. The proposed funding of$21
million was appropriated on November 8th and that this resolution is necessary in order to give
the Mayor permission to sign certifications for the Section 108 loan process.
Council Member Kirsits made a motion, seconded by Council Member Coleman that Bill
No. 04-126 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Kelly
adjourned the meeting at 4:21 p.m.
