HomeMy WebLinkAbout01-26-04 Zoning & Annexation ommitt a port Zoning at Anttation tommittu The January 26, 2004 meeting of the Zoning and Annexation Committee was called to order by its Chairperson, Council Member Ervin Kuspa at 3:00 p.m. p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Kelly, White, Dieter, Coleman, Kirsits, Puzzello, and Kuspa; City Clerk John Voorde, Michael D. Hardy, Jeff Myers, Brent Bajdek, Bill Schalliol,and Kathleen Cekanski-Farrand, Council Attorney. Council Member Kuspa stated that the Committee is composed of himself as Chairperson, Council Member Ann Puzzello as Vice-Chairperson,and Council Members Kelly and Coleman. Council Member Kuspa noted that 2nd Substitute Bill No. 81-03 is the proposed new zoning ordinance which would amend Chapter 21 of the South Bend Municipal Code. In light of the M a y or's State o f the Ci ty address this evening, change of the Council meeting location, and g g , additional time being additional n needed to eded t review the lengthy gthy document it has been recommended that the Bill be continued until the February 9,2004 Common Council meeting. Jeff Myers of the Area Plan staff noted that they are aware of this request and that they will contact their Indianapolis consultant regard the with re a g r t he February 9th meeting date. Following discussion, Council Member Coleman made a motion, seconded by Council Member Puzzello, that 2nd Substitute Bill No. 81-03 be continued until February 9, 2004. The motion passed. Council President White thanked Mr. Myers for the new zoning map which is now in the Informal Meeting Room. She noted however that it is not easy to read, and that she would like the Council District lines placed on it. Council Member Puzzello noted that there are no street names on the map and that she would also request that the Councilmanic District lines be added. Council Member Kelly agreed that more information was need on the map. Mr. Myers stated that he could bring a digitized map and project it on the wall for the next committee meeting. Council Member Dieter inquired whether the data base for the map includes streets and other markings. Mr. Myers stated that they have the ability but that they are not fully operational in this area. Council Member Kuspa called for a presentation on Substitute Bill No. 89-03 which is a proposed zoning ordinance for the property located between US 31 on the east, Ireland Road on the north, the US 31 Bypass on the south and the west boundary of the property at Key No. 21-1030-1633. Mr. Myers stated that the Bill received a favorable recommendation from the Area Plan Commission. Bill Schalliol of Economic Development made the presentation. He noted that the Community ■ Zoning and Annexation Committee It January 26, 2004 Page 2 Business District zoning would allow a retail and service shopping center and related uses in the AIL area. He provided a map of the subject property(copy attached). In response to a question from Council Member Kirsits, Mr. Schalliol noted that the fire station may have to be relocated. It' Council Member Kirsits asked what was the market value of the fire station property, noting that there are many rumors that the estimates are very low. He stated that the property should not be given away and would like the Council to be updated on this. Mr. Schalliol noted that a precedent has been set in light of the Memorial Hospital relocation projections for a fire station. He noted that two (2) medic ambulances (1 for the county and 1 for the city) are currently housed at the fire station in question. He noted that the proposed zoning is consistent with the applicable zoning regulations. r Following discussion, Council Member Kelly made a motion, seconded by Council Member Coleman, that Substitute Bill No. 89-03 be recommended favorably to Council. The motion passed. Under miscellaneous business, Council Member Kuspa noted that this Wednesday's Zoning and Annexation Committee meeting will be very important since it will continue the discussion on the new proposed zoning ordinance.
