Norfolk Southern Rail Road Bridge_COA 2021-0902STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: September 14, 2021 Application Number: 2021-0902 Property Location: Norfolk Southern Railroad Trestle Bridge Architectural Style/Date/Architect or Builder: Trestle Bridge / ~1927 Property Owner: City of South Bend Landmark or District Designation: Local Landmark, Ordinance #9234- 01 Rating: Outstanding DESCRIPTION OF STRUCTURE/ SITE : A rail bridge at this location is believed to have been originally constructed in the mid 1890's by the Indiana, Illinois and Iowa Railroad, otherwise known as the Chicago Indiana Southern. This rail company (most commonly referred to as the Three I's) arrived in South Bend in the mid 1800's. It is believed that the line running north through the west portion of South Bend curving to run parallel with Angela Street and ending at Notre Dame University was erected in the late 1880's or early 1890's. By 1895 that the Portage Avenue Bridge over the I. I. & I. R.R. was widened for ease of travel. By 1917 the line and bridge had been sold to the Michigan Central Railroad who owned the line until it was taken over by the New York Central. It is unknown whether Michigan Central or New York Central Railroad was responsible for demolishing the original bridge and replacing it with the new bridge in 1927. The bridge changed hands several more times before rail operations ceased. The structure is spans across the St. Joseph River, just north of the Angela Street Bridge in South Bend, Indiana. This is a deck plate girder bridge with four concrete supports, iron girder and plate deck. ALTERATIONS: N/A APPLICATION ITEMS: “The proposed project will convert the existing railroad bridge to a pedestrian bridge. The project will rehabilitate the bridge deck, superstructure, substrstuction and foundation. A new concrete deck with 14 foot clear roadway width will be placed on the existing beams. Pedestrian hand rail will be installed on new deck. Scour countermeasures consisting of Class 1 riprap will be placed at each of the piers to protect the foundations. A copy of the current design plans are attached to this application.” DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: 1. Remove existing: a. Rails and ties from the bridge top, b. Timber fenders from around the piers, c. Any debris that has accumulated on the substructure or around the piers, 2. Rehabilitate existing: a. Steel girders, by cleaning and repainting, b. Piers, by cleaning and patching the scaling and spalling, as well as epoxying cracks exhibiting efflorescence, 3. Construct/Add: a. New concrete beam seats with elastomeric bearing pads (to replace existing seal bearing assemblies), b. Concrete deck with 14’ clear ‘roadway’ atop the new beam seats/pads with a pedestrian handrail on either side of the deck, c. Overlooks on both sides at piers 3 and 6, d. 75’ linear feet of Class I riprap as scour countermeasures, distributed around the piers, This project entails extensive modifications to what is currently an unused and derelict bridge. This is one component of the larger “Coal Line Trail” project, linking the university campuses north of South Bend to the near west side of South Bend on a former rail line. Opportunities for interpretive signage will be discussed internally with City of South Bend stakeholders following the completion of the project. STANDARDS AND GUIDELINES: Local Landmark – Group B The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. A. Maintenance The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites (appendix A: Minimum Maintenance Standards). B. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed treatment for character and style consistency with the original surfaces. C. Renovation and Additions Renovation is the modification of a structure, which does not alter the general massing while an addition, is a change in mass. A modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions. Care should be taken not to change or alter the following: 1. Structure—–Necessary s tructural improvements, where safety demands should be accomplished in such a way as to cause minimal visual change to the original style and construction. 2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. a. wood—all wood trim should conform with existing trim in shape and size. b. siding materials—the Commission discourages the covering or alteration of original materials with additional siding. Structures already sided with incompatible materials should be returned to a siding similar to the original when renovation is considered. D. Demolition Historic landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for demolition of the landmark shall be responsible for this documentation. E. Moving The moving of landmarks is discouraged, however, moving is preferred to demolition. When moving is necessary, the owner of the landmark must apply to the Commission for a Certificate of Appropriateness. F. Signs No neon or flashing signs will be permitted unless they are original to the structure. Billboards and super-graphics will also be disallowed. Only one appropriate identifying sign will be permitted per business. G. Building Site and Landscaping (These standards apply to both A and B) 1. Required Major landscaping items, trees, fencing, walkways, private yard lights, signs (house numbers) and benches which reflect the property’s history and development shall be retained. Dominant land contours shall be retained. Structures such as: gazebos, patio decks, fixed barbecue pits, swimming pools, tennis courts, green houses, new walls, fountains, fixed garden furniture, trellises, and other similar structures shall be compatible to the historic character of the site and neighborhood and inconspicuous when viewed from a public way. 2. Recommended New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings, and newspapers. Plant materials and trees in close proximity to the building that are causing deterioration to the buildings historic fabric should be removed. However, trees and plant materials that must be removed should be immediately replaced by suitable flora. Front yard areas should not be fenced except in cases where historic documentation would indicate such fencing appropriate. Fencing should be in character with the buildings style, materials, and scale. 3. Prohibited No changes may be made to the appearance of the site by removing major landscaping items, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property’s history and development. Front yard areas shall not be transformed into parking lots nor paved nor blacktopped. The installation of unsightly devices such as TV reception dishes and solar collectors shall not be permitted in areas where they can be viewed from public thoroughfares. The existing structure was constructed in 1926 and is 327 feet in length. According to information obtained from the City of South Bend Engineering Department, the Coal Line Railroad Bridge was taken out of service after the railroad had concerns the foundations may have settled. An apparent dip in the track is evident in Spans 5 and 6 along the south side of the bridge. An inspection of the bridge was conducted by United Consulting on May 9, 2016. After evaluating the field survey data and completing the visual inspection of the bearing assemblies, it was determined the apparent dip in the deck could be attributed to excessive pack rust that has developed at locations where multiple shim plates were used in the bearings. The shim plates on the north side of the bridge were found to have more pack rust in comparison to the bearings on the south side of the bridge. This is likely due to the south side of the bridge receiving more direct sunlight which has kept the bearings drier and slowed the corrosion. The difference in the top of beam elevations from the north to the south side of the bridge correlate closely with the difference in pack rust from each side of the bridge. It is recommended the steel bearings be eliminated throughout the structure and elastomeric bearing pads be used on reconstructed concrete beam seats. The following is a summary of the major items that are anticipated for this bridge rehabilitation project: Bridge Deck and Superstructure:  The existing rails and timber railroad ties will be removed.  Existing steel girders will be cleaned and painted.  New concrete deck with 14 foot clear roadway width will be placed on the existing beams.  Pedestrian hand rail will be installed on new deck.  Overlooks will be constructed on both sides at Piers 3 and 6. Substructure and Foundation:  New concrete beam seats with elastomeric bearing pads are recommended to replace the existing steel bearing assemblies. This work can be completed by temporarily supporting the steel superstructure.  The bent and pier caps will be raised to accommodate the proposed elastomeric bearing pads.  The scaling and spalling in the piers will be cleaned and patched.  The cracks with efflorescence in the piers and pier caps will be epoxy injected.  The timber fenders around the piers will be removed to eliminate trapped debris.  Any debris currently trapped on the substructure will be removed. Scour and Scour Countermeasures: Scour countermeasures consisting of Class I riprap will be placed at each of the piers to protect the foundations. Approximately 75 linear feet of this riprap will be below the ordinary high water mark (OHWM) of the St. Joseph River.
