This will tie the Olive Street Phase I project in with the Sample Street and Olive Street project that was previously completed. There will be a road closure on Olive Street, creating a detour route on Sample Street and SR 23. While the road is closed, a new storm sewer, 10” PCCP, drive approaches, sidewalks, railroad pedestrian crossing, and multi-purpose pathway will be completed. Due to constructability concerns in Phase I, changes were made, helping drive a redesign for the Phase II storm sewer. This was because of several elevation conflicts with the existing watermain. If lead water service lines are encountered in Phase II, USI will work with the City to replace them with copper service lines. Lead Inspector Mark Whitten’s knowledge of construction activities and changes on Phase I will be invaluable in construction of Phase II, which will allow for a seamless transition. Utility Coordination Some of the utilities were relocated in the 1st phase of the Olive Street project. However, Comcast, AT&T, and AEP will still need to be relocated in Phase II. USI will review all of the utility work plans, timeframes, and potential conflicts before the pre-construction meeting, bringing any issues to the construction group as soon as possible. USI will then work with the utilities to get the relocation efforts completed in a timely manner. Extensive railroad coordination will need to start early and will commence throughout the project. USI will make sure the contractor submits all right-of-entry and insurance paperwork for Norfolk Southern in a timely manner. USI’s INDOT Certified Utility and Railroad Coordinator, Natalie Parks, PE, will be available to assist with utility and railroad coordination efforts prior to and during construction. USI will also work with the contractor to utilize phasing of the work to help minimize the railroad flagman’s time, thus, reducing the final cost of the contract. USI’s goal is to help finish the project on time and under budget. We look at innovative approaches and the best possible way to serve the public safely and efficiently, while doing so in the most cost-effective manner. Relevant to this RFP, USI has overseen the construction of other similar projects across Indiana. Project Experience This $1.17 million intersection improvement project was located at the intersection of Johnson Rd and CR 400N within LaPorte County (R-35966). This project added turn lanes on both Johnson Road and CR 400N. Elements of this project included new storm sewer, new strain poles, new signals, new HMA, new pavement markings, new signs and four added turn lanes. The added turn lanes were needed due to the increased traffic on both roads. The turn arrows help to facilitate a safer turning movement for the traveling public. The project ran into numerous utility conflict and some constructability conflicts, but was still completed on time and under budget. Work was performed for LaPorte County in conjunction with the Indiana Department of Transportation. Mr. Sherman’s responsibilities as the project supervisor included inspecting and reporting quantities for all the contractor’s work throughout the jobsite and documenting all events, visitors, and happenings. He also completed SiteManager entries, including daily reports, completed material tests and entered material record information. He also completed the Final Construction Record on time with minimal checks.Pre-ConstructionPre-Construction Johnson Road and CR 400N Intersection Improvement Construction Services Project Manager: Justin Sherman Olive Street Reconstruction, Phase I – from Prairie Avenue to Tucker Drive Assistant Project Supervisors: Justin Sherman and Mark Whitten This $3.34 million intersection improvement project is located at on Olive Street between Prairie Avenue (SR 23) and Indiana Court, within the City of South Bend (R-37495). This project added a multi-use path and created a center turn lane. Elements of this project included the addition of a new multi-use path, 5,000 lft of new storm sewer pipe with various types of storm drain structures, new lighting, 15,600 sys of new 10” PCCP, 1,500 sys of new drive approaches, 7,600 lft of new pavement markings, added parking lanes, and a new center turn lane. The added center turn lane was needed due to the large amount of commercial traffic turning into the various commercial properties. The project ran into numerous utility conflicts and some constructability conflicts, but were worked through with the contractor, the designer, and the City. Work was performed for the City of South Bend in conjunction with the Indiana Department of Transportation. 7 City of South Bend| Inspection of Olive Street Phase 2 Road Improvements at RR Xing | R-43125 | Des. #1920178 Project Experience Intersection Improvement on Union Chapel Road from Greenfield Avenue to SR 32 Construction Services Project Manager: Scott Dick This project included several phases of road, bridge, and trail construction on the east side of Noblesville to provide an improved traffic and pedestrian thoroughfare. USI was responsible for the construction management and inspection of phase 1, 2, and 5, as well as landscaping. Prior to the beginning of phases 3 and 4, USI was also responsible for the early action projects and the total construction cost was $12,600,000. Phase 1 included the extension of Town & Country Boulevard to the new alignment at Union Chapel Road. Three lanes of HMA pavement were constructed with storm sewer and a BMP structure, concrete curb and gutter, earthwork, a multi-use trail, ADA ramps, and pavement markings. Phase 2 included 4 lanes of HMA pavement with two roundabout intersections, mass earthwork, storm sewers with two BMP structures, multi-use trails, decorative concrete, brick pavers, street lighting, pedestrian crossing signs, and pavement markings. This phase included a large twin Conspan bridge structure, bridge railing, concrete moment slabs, two Conspan pedestrian tunnels, cast-in-place concrete retaining walls, MSE walls, timber handrails, and other pedestrian handrails. Clearing the right-of-way, building demolition, and sanitary sewer were managed during the winter months ahead of the beginning of phase 3 and 4. Phase 5 included the busy intersection of Union Chapel Road and Greenfield Avenue (SR 238). A roundabout was constructed at this location along with street lights, pedestrian crossing signs, decorative concrete, concrete curb gutter, ADA ramps, and brick pavers. The new roadway alignment included three lanes of HMA pavement, earthwork, multi-use trails, and vegetated swales and detention ponds to meet storm water quality detention requirements. This project constructed 2 miles of new roadway. The roadway connects Michigan Road to the new US 31 interchange being built at 7th Road, and then continues east, tying into Linden Road at its east terminus. This project included the first roundabout in Marshall County. This project was constructed through a wetland, and required that an adjacent wetland mitigation site be constructed. Constructing this roadway through a wetland was difficult, and involved removal of peat and 17,000 cubic yards of unsuitable soil. The construction of this new roadway was coordinated with the opening of the new US 31 interchange serving northern Marshall County.
