SUPERVISOR
Chris Holth has more than 29 years of experience managing construction projects
in Indiana both as a consultant and as a contractor. The projects he has overseen
range in construction cost from $250 thousand to $10 million. Most of these projects
have been with LPA clients like the City of South Bend. The quality of Mr. Holth’s
performance on these projects has led to his clients requesting he oversee future
work with them further exemplifying the extent of his abilities. He has received
performance scores on multiple past projects from INDOT in the +2, “Exceeds
Expectations” category. Mr. Holth is currently managing Olive Street Phase I, his
second project in South Bend which was awarded to HWC based on his performance
on a previous project. Managing this current phase of Olive Street makes him
intimately familiar with the Olive Street corridor. Mr. Holth has and will continue to
meet and even exceed the expectations set forth by the City of South Bend.

As stated above, Mr. Holth has been a part of construction as both a contractor and
construction inspector. This gives him a unique perspective on multiple aspects of the
projects he oversees as well as a better understanding of how to communicate and
partner with the Contractor. This impressive level of communication promotes smooth
and timely resolutions to issues that may occur during construction. Mr. Holth in turn
also has the experience and skillset required to propose a variety of constructibility
and cost saving options to his clients.

INSPECTION OF OLIVE STREET PHASE 2 ROAD IMPROVEMENTS AT RAILROAD CROSSING

PROJECT
UNDERSTANDING
This project includes construction of a three-lane
road with a 10’ multi-use path which crosses a set of
existing railroad tracks. The section of roadway being
constructed is on Olive Street at the Norfolk Southern
Railroad Crossing located between Tucker Drive and
Indiana Court. The project is located in South Bend, IN.
As shown on previous pages, Mr. Holth has inspected
a variety of projects including both roadway
reconstruction and trail/path projects. He has also
overseen reconstruction of a prior section of Olive
Street so he is well versed with this roadway segment
and any potential issues that may arise in this area.
This previous knowledge will help HWC streamline any
field issues for Phase II construction. His prior career as
a contractor also provides him a better understanding
of the entirety of the project including how each
component is constructed.
Mr. Holth has become a recognizable and trusted
partner to the City of South Bend. He understands and
strives to exceed the expectations that your City sets

PROJECT APPROACH
HWC’s project approach is focused on continuing to grow the confidence the City of South Bend has in
our firm by assigning a familiar and proven Project Supervisor, Chris Holth. The level of accomplishment
and success of not just our firm, but also of Mr. Holth, will help to execute this project on time, on
budget, and always with the safety of the traveling public in mind. Mr. Holth prides himself on a high
level of attention to detail and derives from his past construction experience an unmatched level of
understanding of each aspect of a construction project.
Each project has its unique components but HWC has a step above the competition with an inspection
team with experience in not only construction inspection, but also with team members certified in
both utility and railroad coordination. With this project directly affected by a railroad crossing, this
certification and expertise will bring added value to our inspection team for this project. Our team also
possesses knowledge and course certifications in stormwater level 1 and 2, maintenance of traffic,
OSHA 10 and 30 hour, multiple asphalt courses, and is both equipped and well versed in all testing
methods applicable to this type of project.
Mr. Holth specifically has managed almost all of his resume of work within the LaPorte District and
has developed a powerful working relationship with this entity that is continually strengthened by his
exemplary performance. HWC builds on this level of trust and familiarity to assure that Mr. Holth will
continue to oversee that projects are constructed in a manner that yields a quality, lasting product.

HWC and Mr. Holth will assure that the contractor implements and
maintains the proper maintenance of traffic components to setup
a successful detour for Olive Street. He is already familiar with the
vehicular and pedestrian traffic needs of this location from his past
experience working in South Bend especially his experience overseeing
the reconstruction of a prior section of Olive Street. Mr. Holth can apply
the lessons learned from the other section of Olive Street to assure the
maintenance of traffic applicable to this current section goes smoothly.
He will hold a pre-closure meeting with the Contractor, INDOT, and City of
South Bend representatives to ensure that detour routes address the needs
of the traveling public and local industrial park and does not conflict
with adjacent projects. He also has experience in communicating with
home and business owners to make sure that their concerns are heard
and access issues addressed. Again, his current familiarity with these
businesses give Mr. Holth an advantage over our competitors for MOT
coordination for this project.
The Importance
of Railroad
Coordination Although this project encompasses a smaller footprint than Phase I
construction of Olive Street, it will entail the same level of detail and
coordination due to the railroad crossing within the project limits.
This unique aspect to this project will dictate the overall success or
failure of the Olive Street corridor reconstruction. Mr. Holth’s 29 years
of experience will help him with railroad coordination. On top of this,
one of our inspection team members recently attained their railroad
coordination certification from INDOT. As we all know, successful
coordination with a railroad can make or break the construction
schedule on these type of projects. Mr. Holth’s relationship with the
design team will be a key dynamic to ensuring success on railroad
coordination. Having already built a trusting relationship through
their coordination on Phase I project issues will carry itself forward to
Phase II construction.
Maintenance
of Traffic (MOT)

PROJECT UNDERSTANDING & APPROACH
Several different skill sets are required
to successfully manage and inspect
an INDOT project. Materials need to
be tested and certifications obtained.
Weekly erosion control reports, contractor
payrolls, and traffic reports need
reviewed for accuracy and compliance.
But, ultimately, job success usually comes
down to one word; MONEY. Budget
control is imperative to success and
INDOT makes it a focal point on their
performance scoring. We coach our
teams to constantly check and identify
value engineering opportunities in both
their inspection and construction budgets.
Specific to the two projects managed by
Mr. Holth in 2020, he has exemplified
this goal. For his bridge project in Lake
County, the contractor finished under
budget by 3% and Mr. Holth gave
$12,000 of our original inspection fee
back to the client. On his White County
road project, the contractor completed
the project 1% under the construction
bid amount even with almost $100,000
in change order costs. Mr. Holth gave
$2,000 of our original inspection fee
back to the client. HWC doesn’t have to
sell Mr. Holth’s abilities; rather, all you
need to do is ask his former clients and
they will gladly share their praise on
Mr. Holth’s budget control and overall
inspection skill set.

on the Olive Street Phase I construction

are well versed in roadway construction

issues with the contract documents and

to broaden their diverse range of skill sets.
Our personnel have obtained training in
OSHA, Stormwater Management Level 1
and 2, National Highway Institute MOT
training, HMA seminars, and utility and
railroad coordination certifications just
to name a few. HWC also owns our own
testing equipment, and all of our inspection
staff stay up to date on applicable INDOT
testing proficiencies. We regularly add to
our inventory of equipment to make sure our
staff has up to date and reliable devices to
fulfill our project needs. Not only does HWC
maintain equipment for testing, we are also
branching into new forms of inspection
that can be offered to our clients. HWC
currently has two inspection staff members
that are drone certified and can utilize
this innovative technology to provide you
with before, during, and after construction
pictures and video, if requested. This will
allow you to clearly see each step of the
project you are investing in and how you
have improved your City’s infrastructure.

opportunity to inspect two recent projects
with the City of South Bend, including
Western Avenue Phase III Streetscape
and Olive Street Reconstruction Phase
I. We are also currently assisting the
city with design of the next phase of
Western Avenue. HWC continues to pride
ourselves on keeping all of our current
clients as repeat clients. Mr. Holth has
exemplified this statement by his success
on his last two South Bend inspection
projects. Over the past six years our
construction inspection team has doubled
in size to 27 certified inspectors. We
did not take any past opportunities for
granted and we look forward to again
showcasing our team’s talents to South
Bend on Olive Street Phase II and
helping your community achieve their
long term infrastructure goals. HWC will

RELEVANT EXPERIENCE: HWC
HWC is responsible for full time inspection of the reconstruction of Olive Street in
South Bend, IN.
The project includes the removal of the existing roadway and reconstructing it with
QC/QA concrete due to the extensive truck traffic. This project includes excavation
for roadways, subgrade treatment, QC/QA PCCP paving, QC/QA asphalt paving,
storm sewer, sanitary sewer reconnections, water main service reconnections, lighting,
striping and signage. This project also includes tie-in approaches to State Road 23.
This LPA project is being funded by the City of South Bend and INDOT. Project cost is
anticipated to be $3.5 million.
The project is expected to be substantially complete in October of 2021.
Chris Holth is managing this project for HWC.
HWC was responsible for full time construction inspection of a streetscape along
Western Avenue in South Bend. Scope included earthwork, asphalt and concrete
pavement, sidewalks, permeable pavers, storm sewer separation, water main,
landscaping and lighting.
A new 12” water main was installed with new service lines to businesses in this area.
A new storm sewer was installed to separate it from the existing combined sanitary
sewer.
Beautification was added by installing decorative lighting, permeable paver parking
areas and walk areas and planting trees and shrubs. Benches and bike racks were
also added throughout the site.
This project was completed in November 2019 at a cost of $2.6 million.

Western Avenue Streetscape Phase III

RELEVANT EXPERIENCE: HWC
HWC was responsible for full time inspection of the Lafayette Avenue project in Terre Haute,
Indiana. This project includes reconstruction of Lafayette Ave and portions of 25th Street
between Fort Harrison Road to Haythorne Avenue, approximately 1.1 miles.
The project included the relocation of the centerline of the existing roadway, installation of a
new Storm Sewer system with detention pond, installation of concrete curb and gutter, concrete
sidewalks, ADA ramps, concrete approaches, and a center turn lane.
A new traffic signal was installed at the 25th Street and Lafayette Avenue intersection, and new
traffic signal loops were sawed in at Fort Harrison Road and Haythorne Avenue.
The existing railroad crossing was widened and updated from a two lane signalized crossing
to a wider crossing with signalized lights and gates with a center curb island. Coordination
between the Indiana Railroad and their Subcontractor RJ Cormann for the closure of Lafayette
Avenue and Detour Route was essential for a smooth transition during construction.
This LPA project was funded by the City of Terre Haute and INDOT. Project cost was $7.99
million.
HWC was responsible for full time inspection of the reconstruction of MLK
Jr. Boulevard in Anderson, Indiana. The scope of this project included the
reconstruction of MLK Jr. Boulevard and corresponding intersections at 67th Street
and 73rd Street. In several sections of the project, existing PCCP was removed and
replaced. In other areas, full depth PCCP patching was performed. These areas
were then milled 1.5” and 4.5” of new asphalt was installed. To help alleviate
drainage issues along this corridor, the finished intersection elevations were raised
3”. Other project dynamics included removal and replacement of the existing
concrete center curb, replacement of select sections of concrete curb and gutter,
and installation of new signal detector housings and corresponding signal loops.
Construction cost was $2.29 million and the project was completed in the summer of
2021. This project was fully funded by the City of Anderson.

HWC provided construction inspection services for the Allisonville Road
Reconstruction from 126th Street to 131st Street project in Fishers, Indiana.
The project turned a two-lane roadway into a four-lane roadway with added turn
lanes at the two signalized intersections. The project included replacement of a
three-sided structure over Shoemaker Ditch, full-depth pavement replacement with
added curbs, drainage system and a multi-use path. The project also included
intersection improvements with updated signals and pedestrian crossings and
lighting additions throughout the corridor.
This $9.2 million LPA project was funded by the City of Fishers and the Indiana
Department of Transportation. This project was completed in September 2019.
HWC was responsible for full-time inspection of the Wheeling Avenue project in
Muncie, Indiana.
This project included both resurfaced and fully reconstructed sections of roadway
with widening. New signage and traffic signals were placed. New sidewalk and
corresponding drive approaches, curb, and ADA ramps were installed on the east
and west sides of Wheeling Avenue. New storm sewer pipe and structures were
installed throughout project limits.
The project was funded by INDOT and the City of Muncie. The project cost was
$4.25 million. The project was completed in May 2021.

HWC was responsible for the inspection for the construction of Phase IV of the King
Street Rehabilitation project in Franklin, Indiana. This project was a portion of the
overall Franklin Gateway corridor into downtown Franklin.
This project included both full depth and partial depth PCCP patching. A fiberglass
geogrid was then placed atop the concrete pavement and the entire corridor
received three lifts of asphalt. Other project dynamics included new concrete curb
and gutter, storm sewer, decorative lighting, striping, a new HMA trail, and several
decorative trail nodes with unique aesthetic features. Limestone blocks, trees, sod
and irrigation were added along the roadway to complete the overall look of the
corridor.
This LPA project was funded by the City of Franklin and INDOT, and the project cost
was $4.53 million.
McCormick provided subconsultant observation services for $5.6 million intersection
improvement project. The project included concrete pavement sections, the addition
of turn lanes, new storm sewers, and other drainage features, and upgraded
signalization and lighting.
They also observed daily construction activities for compliance with construction
plans and technical specifications, prepared Daily Work Report in SiteManager to
account for quantity and location of items placed, tested concrete and subgrade
treatment, and attended bi-weekly progress meetings..
