Dailey, PE City of South Bend | Olive Street Phase 2 Road Improvements | Construction Inspection Services | 5 PROJECT UNDERSTANDING DLZ understands, per the Request for Proposal, that Construction Inspection services are needed for the Olive Street Phase 2 Road Improvements Project. The project, INDOT Contract R-43125, is currently set for a March 2022 letting, but may move up to January 2022. The project involves construction of a three-lane road and an 8’ multi-use path between Tucker Drive and Indiana Court. A Norfolk Southern Railroad Crossing is located within the project limits. Per the plans, a paving exception will exist at the crossing. From discussions with Leslie Biek, Norfolk Southern will be redoing the crossing during the project, which includes new crossing gates. We understand that this is Phase 2 of a multi-phase project. The existing pavement on Olive Street is an asphalt roadway. The proposed pavement section included in the project is 10-inches of PCCP, on 6-inches of compacted aggregate. A new concrete center curb will be constructed at the Norfolk Southern crossing. New storm inlets will be installed to help with drainage, along with integral concrete curb. The proposed multi-use path will be an 8-foot- wide, but will transition to 5-foot and tie into the existing sidewalk at the north end of the project. There is currently no sidewalk crossing the tracks. During construction, Olive Street will be closed to traffic within the project limits. Due to the closure, the proposed detour truck route will be lengthy. DLZ expects there to be questions and concerns from the businesses as well as the traveling public and residents during construction of this project. Solution DLZ knows that the City of South Bend is our most important stakeholder on this project, and we will coordinate with you and other stakeholders based on a plan that includes and is approved by the City. However, our overall goal is to be your least concern and work directly with the contractor and stakeholders to communicate the important messages seamlessly. Steve Menis has excellent communication skills as demonstrated on previous difficult projects. He will use these skills to build a solid line of communication between the contractor, inspection team and the City. Steve will hold regular progress meetings with you, as your schedule allows, and will keep you up to date and informed as the project progresses. WE KNOW THE AREA After a recent site visit, combined with our past experience on INDOT-LPA projects, we thoroughly understand the requirements of this project and the City’s expectations. Our experience on projects like this tells us that the “best laid plans often go awry.” Even with the most thorough project planning and scrutinized design, existing conditions can create issues that need to be properly addressed by an experienced project team in a proactive manner. The following are some key elements that we have identified. COMMUNICATION WITH STAKEHOLDERS City of South Bend | Olive Street Phase 2 Road Improvements | Construction Inspection Services | 7 Challenge The existing railroad crossing is to be reconstructed by Norfolk Southern during the Olive Street closure. Delays in work to the crossing will delay opening Olive Street. Solution Close coordination will be needed with Norfolk Southern during construction to avoid any potential delays in work to the crossing. Existing Norfolk Southern Railroad Crossing Looking West NORFOLK SOUTHERN RAILROAD CROSSING RAILROAD EXPERIENCE Working with railroads presents unique challenges to a project. Establishing and maintaining a strong line of communication with a railroad is essential to a successful project. Our prior experience with railroads, including the Norfolk Southern, has demonstrated our ability to work proactively with the projects’ winning contractor and railroad to keep all moving forward in unison. Our involvement with the Main Street Underpass in Mishawaka and the South Link Road Overpass project in Goshen, involved continual railroad coordination and helped both projects be completed on time. Potential conflicts with existing utilities could occur during construction. Solution Regular coordination with all affected utilities will be needed to help prevent project delays or added costs due to utilities. We will communicate regularly with the utilities, including encouraging them to attend all construction progress meetings, to help keep them active and involved in the project. EXISTING UTILITIES Location of Utilities will be Monitored for Potential Conflicts City of South Bend | Olive Street Phase 2 Road Improvements | Construction Inspection Services | 9 QUALITY: Using best practices and guidance from the City, our team will develop standards for the bidirectional flow of information between the field and the office. On a project with direct impacts to so many stakeholders, it is critical that standard processes and procedures be followed by all team members to ensure the integrity of the information. TEAMWORK: The DLZ team will function as an extension of your staff, working toward the common goal of a successful project. DLZ will be the central component of the overall project team consisting of the City, INDOT, and DLZ. COMMUNICATION: There are various audiences and types of communications on a project of this type. The highest priority communications are those related to the safety of the public and workforce on site. A detailed communication plan for the project will be developed for both inter and intra project communications, including a robust plan for needs related to public outreach. SCHEDULE: We understand that delivery dates are crucial on this project as delays can affect when the unrestrictive use of the trail will be available. The contractor’s schedule will be monitored regularly, and any deviations will immediately be brought to the contractor’s attention for resolution. COST CONTROL: The DLZ team will be constantly vigilant for cost saving opportunities on the project. This can be accomplished through various avenues including value added opportunities, change order management, identifying potential issues prior to causing a delay, and managing inspection staffing levels. SAFETY AND WORK SITE MANAGEMENT: Safety of the worker and public are of utmost importance. For this project, eliminating pedestrian and worker interactions that could create unsafe conditions will be critical. The team will scrutinize the staging, proposed work plan and address deficiencies. We will communicate with the City to inform you of changes to site access in order to notify the public and monitor safety and mobility. LASALLE TRAIL, PHASE III St. Joseph County, Indiana DLZ provided construction inspection services for the extension of the LaSalle Trail shared use path from Auten Road to the Indiana/Michigan State Line. Work included construction of ADA compliant infrastructure with trail being 10 feet wide and hard-surfaced concrete pavement with 2-foot shoulders. The length of the path is 5,700 feet. The path follows the alignment on the existing former railroad bed and aligns with the trail from the previous phase, LaSalle Trail Phase II. Coordination was required to align the path from the south side of State Line Road to the north side with the existing IN-MI River Valley Trail. TAMARACK TRAIL North Liberty, Indiana Construction inspection services were provided for the construction of a new 4,600-foot asphalt trail from Quinn Road to Wabash Avenue. The trail connects the North Liberty Community Center to the North Liberty Youth League Ballpark along the abandoned railroad corridor (formerly Indiana, Illinois, and Iowa Railroad). Approximately 2,200 feet of woods were cleared as part of the project. Construction of the project also included subgrade treatment, compacted aggregate, and seeding. Coordination for the project included maintenance of traffic, staging of construction, construction schedule, and material testing. City of South Bend | Olive Street Phase 2 Road Improvements | Construction Inspection Services | 11 INDOT CONTRACT B-36229, 45TH STREET GRADE SEPARATION Munster, Indiana DLZ provided project management, construction administration and inspection services for a new grade-separated crossing with the Canadian National Railroad. The project involved a temporary railroad shoofly, earth retaining system, 45th Street realignment, Calumet Avenue reconstruction, 1,250 feet of HMA multi-use trail, a new steel pedestrian bridge, and new lift station and permanent dewatering system. INDOT CONTRACT R-37320, RYAN/BRUICK ROAD RECONSTRUCTION Allen County, Indiana DLZ provided construction inspection services for new roadway. The new road provided 12 foot travel lanes (one per direction) with 10 foot wide shoulders. However, the County requested that the profile and alignment be designed so that when additional capacity was needed, the roadway could easily be converted to a four-lane curbed and gutter facility. The project included the analysis of existing ditches and the design of new roadside ditches to provide the capacity necessary to transport the stormwater runoff from the proposed improvements and the anticipated development along the corridor. The intricate drainage design utilizes new culverts and an enclosed storm sewer system to collect and convey the drainage to the outfall location, located north of Bremer Road to the Bandalier Ditch. Also, relocation of 2,300 feet of the Bandalier ditch along Ryan Road from Harper Road south to the northern set of the Norfolk Southern Railroad tracks. GARY/CHICAGO INTERNATIONAL AIRPORT RUNWAY 12/30 EXTENSION Gary, Indiana DLZ provided program construction management services for railroad relocation and highway bridge construction. The project included the following: • Coordination with CD, NS, CSX Railroads and various utility relocations. • Construction Contract Administration • Construction Coordination • Quality Assurance • Field Coordination and Inspection • Construction Progress Documentation and Reporting • Construction Claims Prevention • Maintenance of Record Drawings and Associated Information • Construction Closeout Support • Safety Reviews City of South Bend | Olive Street Phase 2 Road Improvements | Construction Inspection Services | 12 WRENWOOD TRAIL North Liberty, Indiana DLZ provided construction inspection services for the construction of a new asphalt trail from North Liberty School to the Potato Creek Crossing Subdivision. A new 70’-2” Pre-Engineered Steel Truss Bridge was constructed over Potato Creek. The bridge consisted of steel piling, concrete end bents and reinforced concrete bridge approaches. Construction of the project also included subgrade treatment, compacted aggregate, curb ramp, and landscaping. Coordination for the project included maintenance of traffic, staging of construction, construction schedule, and material testing. OAK SAVANNAH TRAIL Gary, Indiana DLZ provided construction inspection services for the Oak Savannah Trail Project in Gary, Indiana. The project consisted of the installation of a three-sided box culvert under Broadway (SR 53) in order to reroute the trail directly beneath the roadway. The grade separation crossing was constructed rather than utilizing city sidewalks to a signalized intersection used previously to improve the safety of the roadway/trail crossing. Project elements included stormwater management, new sidewalks, landscaping, and tunnel lighting. DLZ provided continuous resident construction management and observation, review of shop drawing submittals, preparation of change order requests, and preparation of the construction record. PENNSY GREENWAY TRAIL PHASES II AND III Schererville, Indiana DLZ was retained by the Town of Schererville Parks and Recreation Department to provide the design and construction inspection services for the second and third phases of the Pennsy Greenway Trail. This 3.5-mile section of the trail received Transportation Enhancement funding and lay within a high priority corridor. The project extended from Schererville Town Hall northwesterly along the abandoned Penn Central railroad corridor to Main Street. This phase connects to existing trails at both termini. The project completes a nine-mile continuous section of the trail in Indiana. Also included with the trail is a trailhead, Hawk pedestrian traffic signal, retaining wall, decorative fencing, two parking lots, trail signage, and wetland mitigation. DLZ performed construction engineering, materials testing, and record keeping in conformance with INDOT and FHWA guidelines.
