HomeMy WebLinkAbout09-08-03 Community & Economic Development ttommttt ort (COmmuntty aul k tottOmtU atiationtitut QtOmmttt* The September 8, 2003 meeting of the Community and Economic Committee was called to order by its Vice-Chairperson, Council Member Roland Kelly at 4:20 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Varner, Coleman, Pfeifer, Kelly, Aranowski, Kuspa, Joseph Panzica, Terry O'Brien, Mike Danch, Joyce Boyler. Andy Place and Kathleen Cekanski-Farrand, Council Attorney. Council Member Kelly noted that in the absence of Council Member King, that he would conduct the meeting since he is the Vice-Chairperson of the Committee. Council Member Kelly noted that the Council has received a letter dated September 8, 2003 (copy attached) form Donald E. Inks, Director of Economic Development, requesting that Bill No. 62-03 be continued until the September 22,2003 Council meeting. Council Member Kuspa made a motion, seconded by Dr. Varner,that Bill No. 62-03 be continued until September 22,2003,at the request of the petitioner. The motion passed. Council Member Kelly then called for a presentation on Bill No. 03-101 which is a five (5) year residential real property tax abatement request for Joseph Panzica for the properties located at 1915, 1919, 1923,2001, 2005, and 2023 South Philippa Street. Terry O'Brien of Community & Economic Development reviewed Michael Beitzinger's report dated August 29, 2003 (copy attached). He noted that the petitioner plans to build six (6) single family homes. He has contracted with Classic Builders to build the homes which will range from 800 square feet to 1,000 square feet, each with an estimated value of $75,000, for a total project cost of$450,000. The report concluded that the petitioner meets the qualifications for a five-year residential tax abatement under § 2-77.1 of the South Bend Municipal Code addressing "Single Family Real Property Abatement". Mr. Joseph Panzica was available for questions. No one from the public spoke in favor or in opposition of the proposed resolution. Following discussion, Dr. Varner made a motion, seconded by Council Member Kuspa, that Bill No. 03-101 be recommended favorable to Council. The motion passed. Council Member Kelly then called for a presentation on Bill No. 03-102 which is a five (5) year residential real property tax abatement request for David Petty and David Diroll for the property located at 2215 Topsfield Land in the Topsfield Subdivision. Terry O'Brien of Community & Economic Development reviewed Michael Beitzinger's report dated September 2,2003 (copy attached). He noted that the petitioner plans to build one (1) home of approximately 2,300 square feet with an estimated cost of$250,000. The report concluded that the petitioner meets the qualifications for a five-year residential tax abatement under§ 2-77.1 of the South Bend Municipal Code addressing"Single Family Real Property Abatement". Andy Place of Place Builders noted that the house will fit in well into the neighborhood. No one from the public spoke in favor of the proposed resolution. Community and Economic Development Committee September 8, 2003 Page 2 Joyce Boyler stated that she believes it is unfair to those who have old properties and whose properties will go up under the reassessment. Council Member Kelly noted that tax abatement is vital for new development, but appreciated the comments. Following discussion, Dr. Varner made a motion, seconded by Council Member Kuspa, that Bill No. 03-102 be recommended favorable to Council. The motion passed.
